HomeMy WebLinkAboutORDINANCE - 1941 - 2/9/1988 - THROUGH STREETS/1-WAY/STOP INTERS.ORDINANCE NO. 1941 AN ORDINANCE AMENDING ARTICLE II, THROUGH STREETS, ONE-WAY STREETS, AND STOP INTERSECTIONS OF CHAPTER 14, OF THE MUNICIPAL CODE, OF THE VILLAGE OF ELK GROVE VILLAGE (BIESTERFIELD ROAD - THROUGH STREET) NOW, BE IT ORDAINED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and Du Page, Illinois as follows: Section 1: That Section 14.202, Designated Through Streets, of the Municipal Code be and the same is hereby amended by deleting therefrom the following: THROUGH STREETS LIMITS Biesterfield Road Roti wring Road to Arlington Heights Road Section 2: That Section 14.202, Designated Through Streets, of the Municipal Code be and the same is hereby amended by adding thereto the following: THROUGH STREETS LIMITS Biesterfield Road Meac am Road to Arlington Heights Road Section 3: That Section 14.204, One -Way and Two -Way Stop Intersections, be and the same is hereby amended by adding thereto the following: A. B. STOP STREET LOCATION Vine Lane at Ba titre Drive Baltimore Drive at Biesterfield Road Section 4: Any person, firm or corporation violating any of the provisions of this Article shall be fined not less than Twenty-five ($25.00) Dollars nor more than Five Hundred ($500.00) Dollars for each offense. Section 5: That the Village Clerk is hereby authorized to publish this Ordinance in pamphlet form. Section 6: That this Ordinance shall be in full force and effect after it passage, approval and publication according to law. PASSED this 9th day of February 1988. Willis, Village Manager MEMO FROM: � Alan J. ce Vi ge Engineer SUBJECT: PROPOSED STOP SIGN INSTALLATIONS Recent traffic observations by my office indicate the need for additional regulatory signage at several locations within the Village. Specifically, stop signs should be installed at the following locations: STOP STREET Schirra Circle Baltimore Drive Vine Lane LOCATION at Biesterfield Road at Biesterfield Road at Baltimore Drive The warrants for a single way stop intersection are enumerated in the "Illinois Manual On Uniform Traffic Control Devices" and include: (At an) "Intersection of a less important road with a main road where appplication of the normal right-of-way rule is unduly hazardous." Although several other warrants are listed, the warrant identified above justifies the installation of the proposed signage. I have prepared the attached Ordinance which is necessary for the implementation of the proposed regulations. The Ordinance extends the limits of Biesterfield Road as a through street from its existing termination at Rohlwing Road to Meacham Road. The identification of Biesterfield Road as a through street from Arlington Heights Road to Meacham Road will require all cross street traffic to stop prior to entering/crossing Biesterfield Road. The through street designation will allow for removal of the existing yield sign at Schirra Circle and its replacement with a stop sign. cont'd... Page 2 The remaining stop installations will be handled by amending the current one-way and two-way stop intersection article of the Municipal Code. Please note that all three proposed amendments require cross -street traffic to stop prior to entering the major street. The major street will not be required to stop. The installation of stop controls on Vine at Baltimore and at Baltimore at Biesterfield are concurred with by the Traffic Division of the Police Department. The replacement of the yield on Schirra by a stop sign was a request of the Federal Highway Administration during the Biesterfield Road FAUS Project. I, therefore, respectfully recommend approval of the attached Ordinance and its presentation to the President and Board of Trustees at their meeting of February 9, 1988.
