REGULAR VILLAGE BOARD MEETING
FEBRUARY 14, 2023
1. CALL TO ORDER — 7:16 P.M.
PRESENT: Mayor Craig B. Johnson, Trustees Pat L. Feichter, Jeffrey C. Franke, Sam L.
Lissner, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt
ABSENT: None
A Quorum was present.
Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker and
Deputy Clerk Jennifer Mahon
2. PLEDGE OF ALLEGIANCE
3. APPROVAL OF MINUTES OF JANUARY 24, 2023 - Motion to approve the Minutes
of the Regular Village Board Meeting held on January 24, 2023 as submitted and
dispense with the reading.
Moved by Trustee Lissner Seconded by Trustee Feichter
The motion was voted upon by acclamation.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson — An article came out last week in one of the local papers that gave a "List of
Sex Offenders" in the area. They inappropriately listed Elk Grove Village as having 49 Sex
Offenders. Sex Offenders are required to register and the correct number for Elk Grove Village
is 10.
There was a nice turnout at the February 4 Coffee with the Board. We thank everyone that
attended.
The Cemetery was mentioned at the last meeting. We are not looking to change the ownership.
The owner does a great job with the cemetery. We are actually looking to annex the cemetery
into Elk Grove Village. The Journal had a nice article in the paper.
On February 28, we will announce an event for our 5t" Anniversary of the Elk Grove Cares
Program. The program has continued to operate with the help of grants.
The vacancy rate for the Business Park in 2010 was 12.5% and in 2022 the rate is all the way
down to 1.5%. This is an all-time record low vacancy rate for Elk Grove Village.
This Thursday at 2:00 p.m. there will be a public hearing for Luv 2 Smoke Smoke Shop here in
Elk Grove Village.
Trustee Schmidt — I attended two funerals and wakes since the last meeting. Former Trustee
Petri's wife Patti Petri, and Former Trustee Nancy Czarnik. I gave a short speech on Friday.
Trustee Prochno — I also attended the services for Patti Petri and Nancy Czarnik. Nancy will
definitely be missed. She has been an integral part of the community.
The Czarnik / Heffern Scholarship Program will continue at Elk Grove Village. There will be ten
(10) $1,000 scholarships this year. The deadline is May 5, 2023. Applications are available at
Czarnikgolf.com, the Elk Grove Village website and the high school counselor offices.
The next winter Farmers Market at Christus Victor Church will be on Saturday, February 18,
from 8:00 a.m. to 1:00 p.m.
Please remember to shovel your sidewalks. Some of the residents did not do so well with
shoveling after the last snowfall. The sidewalks became very icy and dangerous for people to
walk on. I hope that everyone does better with the next snowstorm.
Trustee Lissner — Attended the DARE Graduation for 14 students that graduated at Queen of the
Rosary school.

Officer Ted Malek and Melissa Chirchirillo did an excellent job at the Neighborhood Watch
Meeting on Thursday, January 26. It was very informative.
Trustee Feichter — I also attended the funeral for Nancy Czarnik. The Community Character
Coalition gave me the honor of doing a eulogy for Nancy Czarnik at our last meeting.
The Community Character Coalition is giving away three (3) $2,000 scholarships this year.
Applications are available on the ccceg.org website or in school counselor's office. The deadline
is April 11 at 3:00 p.m. The scholarships will be awarded at the May 9 Village Board Meeting.
Trustee Franke — I was not able to spend time with Nancy's family because I was out of town.
Nancy was the first person that interviewed me before I became a trustee. We had a long
standing relationship and I am really going to miss her. Condolences to the Czarnik Family.
Trustee Miller — I was close to Frank Czarnik and Trustee Nancy Czarnik through the years.
When I was appointed to take Nancy's position, I said at that time that I may never be able to fill
her shoes but I will fill her vacancy. I will continue to do my best to represent her. My heart
goes out to her family.
I would like to give a shout -out to Officer Ted Malek for coordinating the DARE program.
There are so many stressors these days such as bullying and cyberbullying and it is hard for the
parents as well. It was nice to see the parents there supporting their children. The children know
that they can talk to their parents or Officer Malek if they have any issues.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the January 31, 2023 Accounts Payable Warrant in the amount of
$4, 484,972.87.

6. CONSENT AGENDA
a. Authorization of a request from Elk Grove Township, 600 Landmeier Road, to waive permit
fees in the amount of $11,226.50 for interior remodeling.
b. Authorization to award a purchase contract through the Sourcewell Purchasing Cooperative to
Mohawk Lifts of Amsterdam, NY for the purchase of a SmartWeight Elite Tire Balancer in
the amount of $44,085.60 from the General Fund.
c. Authorization to increase the contract with Stiles, Inc. of Loves Park, IL for Underground
Storage Tank Removal in the amount of $28,561.76 for a total contract amount of $49,903.01
from the Arlington Heights/Higgins Redevelopment Fund.
d. Authorization to waive formal bidding requirements and award a purchase contract to
Metropolitan Pump Company, of Romeoville, IL to furnish two replacement pumps,
accessories, and brackets for the Residential Lift Station in the amount of $108,863 from the
Water & Sewer Fund.
e. Authorization to award a professional service contract to Engineering Enterprises, Inc. of
Sugar Grove, IL for design and construction engineering services for the Well No. 11
rehabilitation in the amount of $144,888 from the Water and Sewer fund.
f. Authorization to award a professional service contract to HR Green from McHenry, IL for
Phase I & II construction engineering services for the rehabilitation of the Devon O'Hare and
Huntington sanitary lift stations in the amount of $145,000 from the Water and Sewer Fund.
g. Authorization to award a construction contract to the lowest responsive and responsible
bidder R.W. Collins Company of Chicago, IL for the contaminated soil removal and backfill
project at 1 E. Higgins Road in an amount not to exceed $169,250 from the Arlington
Heights/Higgins Redevelopment Fund.

h. Authorization to concur with prior Village Board authorization and increase the appropriated
funds to the Illinois Department of Transportation (IDOT) for the construction engineering
and construction match for the Clearmont Pedestrian Bridge over Salt Creek project in the
amount $299,340.65 for a total appropriated amount of $1,593,712.65 from the Capital
Projects Fund.
i. Authorization of a request to renew a landscape services contract to Sebert Landscaping of
Elk Grove Village, IL for the 2023 Residential & Business Park - Turf and Landscape Bed
Maintenance contract in the amount of $340,000.
j. Authorization to award a construction contract to Tower Works, Inc., of Maple Park, IL for
the construction of a communications monopole and site improvements at 2035 Tonne Road
in the amount of $634,096 from the Busse -Elmhurst Redevelopment Fund.
k. Authorization to approve the first quarter financial report ending July 31, 2023.

TRUCK AND TRAILER REPAIR CENTER IN AN I-2 INDUSTRIAL DISTRICT ON
PROPERTY LOCATED AT 2380-2400- AMERICAN LANE, ELK GROVE VILLAGE,
ILLINOIS."
o. Authorization to adopt Ordinance No. 3799entitled, "AN ORDINANCE AMENDING THE
POSITION CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK

p. Authorization to adopt Resolution No. 5-23 entitled, "A RESOLUTION ADOPTING THE
OFFICIAL ZONING MAP OF THE VILLAGE OF ELK GROVE VILLAGE AS OF
DECEMBER 31, 2022."
q. Authorization to adopt Resolution No. 6-23 entitled, "A RESOLUTION AMENDING
EXHIBIT B OF RESOLUTION NO. 2-23 OF THE COST RECOVERY AGREEMENT

a. ZBA Docket 23-1 - Consideration of a petition submitted by Ronald Pobuta, for a variation
from the Elk Grove Village Zoning Ordinance as it pertains to permitted locations of fences in
residential zoning districts for property located at 209 Oakton Street. (PH 02-16-23)
10. RECYCLING & WASTE COMMITTEE — Trustee Feichter — The Daily Herald has been
focusing on the importance of electronic recycling. Groot collected 16,576 lbs. of electronics in
2022. Call Groot if you have electronic recycling for a pick up at 847-734-6400 or visit their
website at groot.com and schedule an online pickup. They will collect up to two electronic
products up to a total of 50 lbs at no charge.

13. CABLE TELEVISION COMMITTEE — Trustee Lissner — Channel 6 programming has the
month of February as Love Movie Marathon month.
14. YOUTH COMMITTEE — Trustee Franke - The Youth Committee will give away seven (7)
$1,000 scholarships. Applications are available on the Elk Grove Website or you can check at
the High School Counselors office. Applications will be due on May 5, 2023.
15. INFORMATION COMMITTEE — Trustee Miller — If anyone is looking for a summer job,
Public Works has summer positions available. If you are a high school graduate or are interested
in a career in Public Works, this is your chance to apply. If you go to the website at
elkgrove.org/jobs there are applications available for the Public Works Department.
This spring the Public Works Department will hold their 2"d Citizens Public Works Academy to
give residents the chance to learn about the operations of Public Works. The 5-week academy
will begin on Wednesday, April 19 from 6:00 p.m. to 8:30 p.m. It will be held at the James P.
Petri Public Works facility located at 450 E. Devon Ave. Please visit the website under Public
Works and fill out the application and waiver. They can be emailed to bsouthe elkgroyeL_ g or
delivered to the Public Works facility by April 12.

17. HEALTH & COMMUNITY SERVICES — Trustee Prochno — A Caring Place is a respite
program available from 9:30 a.m. to 2:30 p.m. on Mondays, Wednesdays and Thursdays at the
Christus Victor Lutheran Church. This is a socialization program for adults. Please call 847-
437-2666 x 24 for more information.

20. PARADE COMMITTEE — Mayor Johnson — The next meeting will be the first Monday in
March.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson - The
lineup for the Summer Concerts is: July 4 - KC and the Sunshine Band, July 11 - The Spinners,
July 20 - All American Rejects, July 25 - The Oak Ridge Boys and August 1 - Ann Wilson of
Heart.

the Elk Grove Park District Pavilion.

27. NEW BUSINESS — Trustee Miller reported that the Salt Creek Cleanup is scheduled for
Saturday, June 3, 9:00 a.m. to noon. Meet along the creek at Elk Grove High School.
28. PUBLIC COMMENT — 7:54 P.M. Mayor spoke with Boy Scout Troop 495 who meets at
Living Hope Church with Pastor Gates.
