Mi AN ORDINANCE AMENDING CHAPTER 4A, POSITION CLASSIFICATION AND SALARY PLAN, BY DELETING THE PRESENT ARTICLES AND ADDING THERETO NEW ARTICLES ONE (1) THROUGH FIVE (5) NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees, of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois, as follows: Section]: That the Municipal Code of the Village of Elk grove Village be and the same is hereby amended by deleting the present Chapter 4A, Articles one (1) and two (2) and replacing therein the following Articles one (1) through five (5) which shall read as follows: CHAPTER 4A - POSITION CLASSIFICATION AND SALARY PLANS ARTICLE I - SALARY AND PAY PLANS 4A.101 Definition.) Three Plans are hereby established to provide proper compensation for each job. These Plans are as follows: A. Merit Salary Plan for Executive, Administrative, Supervisory, Technical, and Professional employees; and B. Step Pay Plan for non -supervisory, non -unionized employees; and C. Step Pay Plan for non -supervisory, unionized police patrol officers. ARTICLE II - MERIT PAY PLAN 4A.201 Classification of Positions.) All positions in the Merit Pay Plan shall be grouped into occupational classes and each class shall include those positions sufficiently similar in respect to their duties and responsibilities so that similar requirements as to knowledge, skills, training and experience and quantitative job content value are applicable thereto. The Village Manager shall be responsible for administering the Position Classification Plan and shall have the authority to classify and reclassify all positions under the Village's classified service including newly budgeted positions. 4A.202 Class Specifications.) Class Specifications state in writing the major characteristics of an occupational class so that similar duties and responsibilities assigned to positions in various departments can be recognized and like requirements and compensation grades applied. The principal components of a class specification are title, definition, examples of work performed and desirable qualifications required for a successful performance in such positions. The listing of particular examples of duties shall not preclude the assignment of other duties by department heads concerned. 4A.203 The Classification Plan.) The Schematic Outline of Occupational Titles, including a class code and quantitative job content value points for each class, together with the class specifications therefore, and the list of Authorized Positions by departments, shall constitute the Classification Plan, three copies of which are on file in the Office of the Village Clerk. All positions in each class shall be compensated in accordance with the Salary Plan as set forth in Article III. ARTICLE III - MERIT SALARY PLAN ADMINISTRATION 4A.301 Merit Pay Plan Midpoint Formulae.) A Salary Midpoint Formulae is established for all labor/trade classes, for non-labor/trade classes up to 330 job content points, and for classes evaluated above 330 job content points as follows: Class Value Per Point Base Value Labor/Trades 0-322 points $71.53 $12,604.00 Non -Labor Trades & Non -Clerical $73.79 $ 9,544.00 Classes 0-330 points All other Classes above 330 points $21.87 $30,176.00 4A.302 Merit Pay Plan Midpoint Rate.) The Midpoint rate shall constitute the point of the Merit Salary Range around which salaries are determined and administered. Adjustments, if any, will be determined by the Village Board. To determine the Midpoint dollar rate of any Merit Salary Range the total job content evaluation points for the respective class is multiplied by the per point value, i.e., $71.53, and the base value dollar amounts, i.e., $12,604.00 is added to the total. 4A.303 Salary Range for Merit Pay Plan Positions.) The Salary Range shall be determined as follows: ENTRANCE RATE - 79% OF MIDPOINT MINIMUM RATE - 85% OF MIDPOINT MAXIMUM RATE - 115% OF MIDPOINT The Enterance Rate for each employee newly placed in a job class by employment shall be not less than 79% of the MIDPOINT for the class. Upon successful performance and completion of the probationary period assigned the class, an increase to the MINIMUM of the range may be granted. This increase shall be on the recommendation of the Depart- ment Head and approval of the Village Manager. Personnel may be hired above the ENTRANCE RATE only on approval of the Village Manager. 4A.304 Merit Pay Plan Distribution.) A. The President and Board of Trustees shall determine the amount of money to be provided for the Merit Pay Plan in the following Manner: Said money shall be allocated on a per capita basis to departments or groups based on the number of employees therein who are covered by the Merit Pay Plan. Full-time personnel shall count as 1.0 and regular part-time personnel shall count as 0.5 persons. - 2 - B. MERIT PAY Departments and Groups: I - Fire Department II - Police Department III - Finance Department IV - Public Works Department V - Department Heads VI - Village Manager's Staff VII - Remaining Small Department Staff C. Each Department Head and the Village Manager are responsible to distribute individual merit increases to Merit Pay Plan employees in accordance with the guidelines established by the President and Board of Trustees. 4A.305 Salary and Pay Range Adjustments.) The Village President and Board of Trustees shall determine and establish ranges for the Merit Pay Plan positions from time to time. ARTICLE IV - STEP PAY PLAN FOR NON -SUPERVISORY NON -UNIONIZED AND UNIONIZED PERSONNEL 4A.401 Class Specifications.) The Step Pay Plan rates have been determined by the President and Board of Trustees. They are as identified on the Step Pay Plan Rate Schedule. 4A.403 Step Pay Plan for Unionized Personnel.) In accordance with applicable State and Federal Laws, and as approved by the Village President and Board of Trsutees, Police Patrol Officers will be compensated according to the Police Patrol Officers' Step Pay Plan schedule as shown in Appendix "B" of the Labor Agreement covering the period January 1, 1987 through April 30, 1991 as executed on December 17, 1986. ARTICLE V - RATE ADJUSTMENTS FOR STEP PAY PLANS 4A.501 Rate Adjustments for Step Pay Plans.) The Village President and Board of Trustees shall determine and establish the Step Rate for the Step Pay Plans from time to time. - 3 - Section 2: That all ordinances or part of any ordinance which are inconsistent with the provisions of this Ordinance shall be deemed to be superseded by the provisions herein. Section 3: That this Ordinance shall be in full force and effect as of May 1, 1987, and its passage and approval according to law.
