AN ORDINANCE AMENDING ARTICLE V, ZONING
DISTRICTS, OF THE ZONING ORDINANCE OF THE
VILLAGE OF ELK GROVE VILLAGE BY ESTABLISHING
CONGREGATE SENIOR HOUSING AS A SPECIAL USE
IN THE A-2 RESIDENTIAL DISTRICT
WHEREAS, Congregate Senior Housing is of such a substantially
different character from other special uses that specific standards
and modifications are deemed necessary to govern the recommenda-
tions of the Plan Commission and the action of the President
and Board of Trustees; and
WHEREAS, the primary purpose of Congregate Senior Housing
is the promotion of wellness and independent living for as long
as possible through an interdependent life style; and
WHEREAS, the Plan Commission of the Village of Elk Grove
Village at a public meeting duly called and held considered
the question of amending Article V - Zoning Districts - of the
Zoning Ordinance of the Village to provide for Congregate Senior
Housing as a special use in the A-2 residential district; and
WHEREAS, the President and Board of Trustees of the Village
of Elk Grove Village, after having considered the recommendation
of said Plan Commission, find and believe it to be in the best
interest of the Village that said Article be amended pursuant
to the recommendation of the Plan Commission.
NOW, THEREFORE, BE IT ORDAINED by the President and Board
of Trustees of the Village of Elk Grove Village, Counties of
Cook and DuPage, Illinois, as follows:
Section It That Article V - Zoning Districts - be and
the same is hereby amended by adding thereto the following:
5.36-1 - Congregate Senior Housing Special Use in
the A-2 District. A special use permit may be issued
in the A-2 Zoning District to permit Congregate Senior
Housing providing the standards and conditions hereinafter
set forth are adhered to. Congregate Senior Housing is
hereby defined as a planned housing environment for adults
that caters to the special needs of senior citizens, sixty
years of age or older, who are capable of independent
living, yet may need certain supportive, recreational,
and social facilities or services to compensate for declin-
ing social networks, physical mobility, perception and
cognition.
A. Standards.
1. The tract of land (which may be made up of
smaller parcels) must be under single ownership
and/or unified control, having at least five
(5) acres, or be a parcel adjoining an existing
area which has already received this special
use within the A-2 district.
2. The area in question must be comprehensively
planned and designed as one development though
it may be built in phases.
3. Congregate Senior Housing shall provide space
for common supportive, recreational and social
facilities or services of not less than sixty
(60) square feet per dwelling unit in order
to support the residential function and enhance
the lives of the residents. A commercial
kitchen and common dining room shall be required.
The following shall not be included in the
calculation of space for common, supportive,
recreational and social services: hallways,
stairwells, elevators, mechanical rooms, offices,
storage, employee areas and public restrooms.
4. All standards as required by the licensing
provisions as established for Congregate Senior
Housing in Chapter 18 of the Municipal Code.
B. The following modifications of the requirements
of A-2 Special Use are required:
1. Bulk and yard requirements:

a. Buildings may exceed two (2) stories in
height.
b. All buildings in excess of one (1) story
in height shall be equipped with elevators.
C. Landscape development with emphasis on
serving the needs of elderly residents
shall be considered. A landscape plan
shall be submitted and approved by the
Plan Commission prior to occupancy.
2. Density:
a. The number of bedrooms shall not exceed
fifty (50) per acre.
b. The number of dwelling units shall not
exceed thirty (30) per acre.
3. Off -Street Parking and Loading
a. At least one covered stacking space shall
be provided near the main entry.
b. Ninety-five (95) percent of the off-street
parking shall be provided not smaller
than a width of nine (9) feet and a length
of nineteen (19) feet.
C. Five (5) percent of off-street parking
spaces shall be provided for handicapped
and not smaller than a width of twelve
(12) feet and a length of nineteen (19)
feet and be in accordance with the Illinois
Accessibility Standards.
d. The parking requirements for residential
use shall not be less than .75 parking
spaces for each dwelling unit.
e. One (1) parking space for each two (2)
employees on duty shall be provided.
f. The provision of at least one loading
space not smaller than a width of twelve
(12) feet and a length of sixty (60) feet
is required.

Section 2: That this ordinance shall be in full force
and effect from and after its passage and approval according
to law.
