HomeMy WebLinkAboutORDINANCE - 1713 - 4/23/1985 - POSITION CLASSIF & SALARY PLAN AMENDEDORDINANCE NO. 1713 AN ORDINANCE AMENDING CHAPTER 4-A, POSITION CLASSIFICATION AND SALARY PLAN, ARTICLES 4A.202, 4A.203 AND 4A.205, AND DELETING SECTION 4A.206: AMENDING AND RENUMBERING SECTIONS 4A.207 AND 4A.2,08 OF THE MUNICIPAL -CODE OF THE VILLAGE OF ELK GROVE VILLA NOW THEREFORE, BE IT ORDAINED, by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DUPage, Illinois as follows: Section 1: That the Municipal Code of the Village of Elk Grove Village Chapter 4A entitled, "Position Classification and Salary Plan", Articles 4A.202, 4A.203 and 4A. 205 are hereby amended to read as follows: 4A.202 ANNUAL SALARY MIDPQINT FORMULAE: Annual Salary Midpoint formulae are hereby established for all clerical classes, for 'dll labor/trade classes, for non- labor/trade and non-clerical\classes, up to 330 job content points, and for classes above `330 job content points as follows: VALUE PER POINT BASE VALUE Labor/trade 0-229 points 69.45 12,237.00 Non -Labor Trades & Non - Clerical Classes 0-330 points 71.64 9,266.00 Clerical Classes 0-299 points 56.59 9,334.00 All Classes above 330 points 21.23 29,297.00 4A.203 MIDPOINT RATE The Midpoint Rate shall constitute the point,of the Salary Range around which salaries are determined, adjusted and administered. To determine the Midpoint dollar rate of any Sal�ry Range, the total job content evaluation points for the r(5pective class is multiplied by the per point value, i.e. $69.45 and the base value dollar amount, i.e. $12,237.00 is added to the total. 4A.205 MERIT SALARY ADJUSTMENTS The Merit Schedule shall be determined annually thereby establishing the percent of salary increase to be available for various levels of employee job performance. The Merit Schedule is hereby established as follows for 1985/86: -1- 511 y/ r,5 AVERAGE PERFORMANCE RATING 4.5 to 4.9 4.0 to 4.4 3.5 to 3.9 3.0 to 3.4 MERIT WAGE AND SALARY INCREASE Dept. Heads - Employees NOT TO EXCEED BARRIER LINES AT 10 9 115.08 8 7 107.58 6 5 100.08 0 0 92.58 Each employee's wage and salary increase will be based on the employee's average performance rating for the two evaluation periods beginning on October 1, 1983 and ending on September 30, 1984. Probationary employees, who successfully complete their probationary period will be eligible for merit increases on May 1, 1985 according to the Merit Schedule on a prorated basis. In no event shall an employee, other than a Department Head as approved by the Village Board, receive a salary increase which would exceed the barrier line established for the average performance rating level achieved by the employee. If a permanent employee's new salary falls below the new minimum rate (858) of the assigned salary range after applying the merit increase and the performance rating is 3.5 or higher, the employee's salary will be brought up to the new minimum rate (858). If a probationary employee's new salary falls below the new entrance rate (798) of the assigned salary range after applying the merit increase and the performance rating is 3.5 or higher, the employee's salary will be brought up to the new entrance rate (798). Section 2: That the Municipal Code of the Village of Elk Grove Village is hereby amended by deleting Section 4A.206 ( WITHIN RANGE SALARY ADJUSTMENT ON NOVEMBER 1, 1984) and renumbering Section 4A.207 (WITHIN RANGE SALARY ADJUSTMENT AFTER NOVEMBER 1, 1984) to Section 4A.206 and Section 4A.208 (ADMINISTRATION OF WAGE AND SALARY PLAN) renumbered to Section 4A.207 and further amended to read as follows: 4A.206 WITHIN RANGE SALARY ADJUSTMENT AFTER NOVEMBER 1, 1984: On each subsequent November 1, following November 1, 1964, permanent employees whose salaries are below the midpoint established for their position classification and who have a 3.5 or higher average performance rating shall be eligible for a within range salary increase. The average performance rating shall be based on the two most recent performance evaluation periods. -2- The following within range salary adjustment will be made effective on November 1, 1985 and every subsequent November 1 until the midpoint of the appropriate Salary Range is reached: Below 3.0 0% Probationary employees who successfully complete the probationary period with a 3.5 or higher performance rating prior to November 1, shall be eligible for a within range salary adjustment accord- ing to the above schedule on a prorated basis. However, probationary and permanent employees whose performance rating is below 3.5 are not eligible for any within range salary adjustment. 4A.207 ADMINISTRATION OF WAGE AND SALARY PLAN The Village Manager shall be responsible for administering the performance evaluation and merit adjustments along with the Within Range Salary Adjustments as specified in Secitons 4A.205 and 4A.206. In addition to the Merit Grid specified in 4A.205, the Village Manager may establish such compensation as appropriate for staff/managerial positions for outstanding level of performance. Section 3: That this Ordinance shall be in full force and effect as of May 1, 1985 and upon its passage and approval according to law. Zettek Village President WITHIN RANGE SALARY ADJUSTMENT SCHEDULE Average Performance Wage & Salary Barrier Line of Rating Increase Salary Range 4.5 - 4.9 6% Not to exceed Midpoint 4.0 - 4.4 5% Not to exceed Midpoint 3.5 - 3.9 4% Not to exceed Midpoint 3.0 - 3.4 0% ------ Below 3.0 0% Probationary employees who successfully complete the probationary period with a 3.5 or higher performance rating prior to November 1, shall be eligible for a within range salary adjustment accord- ing to the above schedule on a prorated basis.
