REGULAR VILLAGE BOARD MEETING
FEBRUARY 28, 2023
1. CALL TO ORDER — 7:06 P.M.
PRESENT: Mayor Craig B. Johnson, Jeffrey C. Franke, Sam L. Lissner, Tammy K. Miller,
Christine K. Prochno, Stephen F. Schmidt
ABSENT: None
A Quorum was present.
Also Present: Village Manager Matthew J. Roan, Attorney Donald J. Storino and Deputy Clerk
Jennifer Mahon
2. PLEDGE OF ALLEGIANCE
3. APPROVAL OF MINUTES OF FEBRUARY 14, 2023 - Motion to approve the
Minutes of the Regular Village Board Meeting held on February 14, 2023 as
submitted and dispense with the reading.
Moved by Trustee Lissner Seconded by Trustee Franke
The motion was voted upon by acclamation.

4. MAYOR & BOARD OF TRUSTEES' REPORT —
MMor Johnson — On February 16, there was a Tobacco Hearing with Luv 2 Smoke, 62
Biesterfield. The findings were to suspend their license 30 days. We found that they were
selling THC products to children as young as 12 years of age. Attorney George Knickerbocker
prepared a letter for them. We are working on how to address that because a dispensary is fine
for products like that but they should not be selling this in a store.
On February 23, Congresswoman Delia Ramirez, 3`d District, visited Elk Grove Village. It was
a nice introduction. We are looking forward to working with her.
On June 4, there will be a celebration for the Elk Grove Cares Program for its 5 h Anniversary.
We will roll out an expansion of the program. We will also bring the community together to talk
about Elk Grove Cares. There will be a Car Show From 3-5 p.m. in the Park District parking lot
with live music provided by Tony Ocean; then Food Trucks will be lined up along the sidewalk
at the Library entrance from 5-8 p.m.; the group The Grass Roots will be performing that
evening. It will be a great event to bring the community together and bring awareness to the
program.
There was an article on February 22 where Schaumburg is rethinking of handing out $150
checks to the residents and will now change to gift cards. It is a compliment that they are doing
what Elk Grove did only we did $200 gift cards last year.
On Ash Wednesday, Father Dan at Queen of the Rosary & St. Julian offered drive -by Blessings
& Ashes at Tasty Catering for the business park. They were thinking outside the box and it
worked out well.
Chicago Auto Show — The Village gave away 3,000 items promoting the Makers Wanted
campaign. A video from the Auto Show was shown.
Fact or Fiction — The website and the Facebook page has a Fact or Fiction section where we try
to inform residents. Please do not believe other Facebook sights. Feel free to call the Village to
get the facts.
There are laws being proposed in Springfield where all bathrooms will be gender neutral. Gas
Stations, banks and stores will hire their own security. In Elk Grove Village, we have a single
stall bathroom that is gender neutral. The larger bathrooms are still male or female.
Trustee Pat Feichter has been a board member for 26 '/2 years and 7 years on the Plan
Commission. He notified us that effective immediately he is retiring from the Board. Pat has
been helpful in many ways and different areas such as Meet Chicago Northwest and Chairman
of the Recycling & Waste Committee. He was very instrumental in Elk Grove and we all relied

on him. He was a History teacher at Main South High School. He formed a group where high
school students would have a contest on the US Constitution and some of us were judges. Pat
and his wife Anne were anxious to move to Florida. Pat and Anne felt that it is the right time to
move. He said he would miss us. We thank him for his time and wish them the very best.
We now have an opening, I will nominate someone to the Village Board and we will go from
there. That person will serve for two years then run for the 2025 election.
Trustee Schmidt — I attended the JAWA meeting last week where they passed the budget for $63
million. Elk Grove Village is the 2nd largest user of water.
I enjoyed working with Pat for all these years including when I was the Chief of Police. We
worked on several projects together including Sister Cities and my wife Cindy and I wish Pat
and his wife the best in Florida.
Trustee Prochno — We had another snowfall and we did a little better this time. Winter is not
over yet so please try to help your neighbors by shoveling.
The Winter Farmers Market is this Saturday, March 4, at the Christus Victor Church from 8:00
a.m. to 1:00 p.m.
Congratulations to Pat Feichter on his retirement from the Village Board. I know this was a
difficult decision to make but I am happy for you and Anne. Thank you for your years of
service and your knowledge of government has inspired all of us to be better Trustees. You are a
true mentor and I will miss seeing you but I know that our friendship will continue for years to
come.
Trustee Lissner — There was a DARE Graduation at Stevenson School on February 21. Officer
Malek and the Teachers put together a great class.
I wish Trustee Feichter the best of luck to him & Anne. Pat traveled overseas quite a bit for our
Sister Cities and Friendship Agreements.
Trustee Miller — The Community Character Coalition has three (3) $2000 scholarships available
on the website or the school counselor offices. The deadline is April 11'h.
Pat Feichter and his wife Anne are friends of ours. I thank him for all his dedication to the CCC.
We will miss them and best wishes to them.
Trustee Franke — I wish Pat a long and healthy retirement. He took everything to heart. Now
you get to enjoy your retirement.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the February 28, 2023 Accounts Payable Warrant in the amount of
$296,782.04.

6. CONSENT AGENDA
a. Authorization of a request from Elk Grove Village Public Library, 1001 Wellington Avenue,
to waive permit fees in the amount of $306 to repair damage to the building caused by a car
crash.
b. Authorization to concur with prior authorization to hold a Public Hearing before the Plan
Commission to consider text amendments to multiple sections of the Elk Grove Village
Zoning Ordinance as it pertains to self -storage uses.
c. Authorization to award a professional service contract to Lauterbach & Amen, LLP of
Naperville, IL to perform the Village's annual audit in an amount not to exceed $32,400.
d. Authorization to award a professional service construction management contract to RJN
Group of Wheaton, IL for professional engineering services for the Pratt Road force mains
replacement project in the amount of $29,500 from the Busse -Elmhurst Redevelopment
Fund.
e. Authorization to award a professional services contract to CivicPlus of Manhattan, KS for
support and maintenance of the SeeClickFix Pro Service Request system covering a one-year
period for a total amount not to exceed $30,003.75 split between the Public Work General

and Water & Sewer Funds.
f. Authorization to award a services contract to Core & Main of Carol Stream, IL for the annual
Sensus Regional Network Interface & Analytics and antenna maintenance agreement at a
cost not to exceed $43,368 from the Water & Sewer Fund.
g. Authorization to increase the contract with Sebert Landscaping of Elk Grove Village, IL for
the for the parkway restoration - sod contract in the amount of $39,763 for a total contract
amount of $134,525.50 from the Public Works General and Water & Sewer Funds.
h. Authorization to award a professional services contract to Nicholas & Associates, Inc. of Mt.
Prospect, IL, to perform construction management services related to building improvements
to Pump Houses 7 & 8 in the amount of $137,700 from the Water & Sewer Fund.
i. Authorization to adopt Ordinance No. 3800 entitled, "AN ORDINANCE AMENDING THE
POSITION CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK
GROVE VILLAGE (POLICE RECORDS TECHNICIAN - POLICE DEPARTMENT;
SOCIAL WORKER - POLICE DEPARTMENT; WORD PROCESSING OPERATOR -
POLICE DEPARTMENT)."
j. Authorization to adopt Resolution No. 7-23 entitled, "A RESOLUTION AUTHORIZING
THE MAYOR AND VILLAGE CLERK TO EXECUTE AN INTERGOVERNMENTAL
PURCHASE AND SALE AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE
VILLAGE AND THE COUNTY OF COOK (MIDWAY COURT RIGHT-OF-WAY
PARCEL)."

a. Consideration of a petition submitted by Riverpoint Property Trust, LLC for Rezoning from
I-2 to I-1 for property located at 751 Pratt Boulevard. (A Public Hearing date is yet to be
established.)
9. ZONING BOARD OF APPEALS — Village Manager Roan -
a. ZBA Docket 23-1 - Consideration of a petition submitted by Ronald Pobuta, for a variation
from the Elk Grove Village Zoning Ordinance as it pertains to permitted locations of fences
in residential zoning districts for property located at 209 Oakton Street. (PH 02-16-23)
The petitioner met with the Zoning Board of Appeals on February 16, 2023. The petitioner is
seeking a variance to permit the installation of a six (6') foot high wood fence, which will extend
approximately five (5') feet beyond the nearest front corner of the principal structure on the
adjacent single-family residential lot to the south at 102 Ridgewood Road. It was recommended
to Do Grant the variation by a 7-0 vote.
Motion to direct the Village Attorney to prepare the necessary documents for the fence
variation at 209 Oakton Street.

10. RECYCLING & WASTE COMMITTEE — Trustee Franke — Keep recycling the old
Christmas lights at the Village Hall. Check the website for the updates on the recycling event.

14. YOUTH COMMITTEE — Trustee Franke — The Youth Committee will give away seven
(7) $1,000 scholarships. Applications are available on the Elk Grove Website or you can check
at the High School Counselors office. Applications will be due on May 5, 2023.
15. INFORMATION COMMITTEE — Trustee Miller — The Newsletter has a Survey for the
ADA services in the Village. Responses are due by March 10.
The Public Works Department Citizens Public Works Academy begins on April 19.
Applications are due to Public Works on April 12.
Applications are available on the website for Summer Seasonal Work. The starting pay is
$14.25.

Saturday, April 8.

21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson — On
June 4, the Elk Grove Cares special event with The Grass Roots.
The lineup for the Summer Concert Series is: July 4 - KC and the Sunshine Band, July 11 - The
Spinners, July 20 - All American Rejects, July 25 - The Oak Ridge Boys and August 1 - Ann
Wilson of Heart.
22. SPECIAL EVENTS COMMITTEE — Mayor Johnson — The next special event will be the
Memorial Day Ceremony on May 29.
