Chairman Glass called the meeting to order at 7:03 p.m.
Item 1: December 5, 2022 Meeting Minutes
Commissioner Weiner moved to approve the meeting minutes of December 5, 2022.
Commissioner Carlson seconded the motion. Upon voting (Glass, Carlson, Weiner, Rettberg,
Geinosky, AYES; Bacigalupo, ABSTAIN), the motion passed.
Item 2: PC Docket #23-1: Petition for Special Use with associated variation for Truck
and Trailer Repair at 2380-2400 American Lane in the I-2 Industrial Zoning
District
Chairman Glass read the legal notice into the record and asked the Petitioner to explain their
purpose before the Plan Commission.
M. Woltman, petitioner, stated that he is the owner of Diamond Truck & Trailer Inc. in Elk Grove
Village. The Petitioner explained he is seeking a Special Use permit to operate a truck and trailer
repair facility at 2380-2400 American Lane. The Petitioner explained the current owner of the
property at 2380-2400 American Lane previously received a Special Use Permit to operate a truck
and trailer repair facility.
Chairman Glass asked about the petitioners existing business in Elk Grove Village.
The Petitioner explained that Diamond Truck & Trailer is currently located and in operation at 220
Seegers Avenue in Elk Grove Village, where they hold a Special Use Permit for truck and trailer
repair at that location. The Petitioner is looking to relocate their business to expand their
operations.
Chairman Glass asked whether the Petitioner plans to keep the employees that work at the existing
location.
The Petitioner stated they do plan to keep the current employees if they wish to continue working
with the company.
Commissioner Rettberg inquired whether the Petitioner was aware of the staff permit and
inspection comments outlining what that needs to be completed prior to occupancy.
The Petitioner acknowledged the items that were discussed with Village staff and agreed to comply
with the requirements prior to occupancy.
Commissioner Carlson confirmed that the public hearing for the Special Use Permit was due to
the change in ownership.
R. Raphael stated that this is correct.
Commissioner Weiner inquired about how long it takes for trucks to get repaired and the time they
are on site.
The Petitioner explained the time depends on the type and extent of the service required, repairs
do not take more than a few days.
Commissioner Weiner asked whether the trucks being repaired come with trailers and where they
are stored.
The Petitioner stated that trailers are only allowed in the repair shop if they need to be serviced,
otherwise they are not stored and held on -site.
Commissioner Weiner inquired about lighting and security cameras for security purposes during
the evening hours when it is dark.
The Petitioner stated they do have cameras and lights through a maintenance contract with a local
company in Elk Grove Village.
Commissioner Geinosky asked about the number of employees that will be working at the facility.
The Petitioner stated that Diamond Truck & Trailer employs a total of twenty (20) employees,
which includes eight (8) shop technicians, five (5) roadside service technicians, two (2) part-time
employees, and five (5) office personnel.
Commissioner Geinosky inquired about the hours of operation.
The Petitioner stated the hours of operation are 7:00 a.m. — 4:30 p.m. Monday through Friday.
Commissioner Geinosky inquired about the number of workstations at the facility and the average
number of vehicles serviced per day.
The Petitioner stated that there are fifteen (15) workstations and approximately ten to twelve (10-
12) vehicles serviced per day.
Commissioner Geinosky also inquired about the parking and storage of trucks and mentioned the
materials provided state that the vehicles will be parked within the premises. Commissioner
Geinosky mentioned when he drove by the site, there were several trucks parked in the street.
The Petitioner stated that all vehicles in for repair will be parked indoors or in the secured and
screened lot. The Petitioner mentioned that the current truck and trailer repair at 2380-2400
American Lane is under different ownership.
Commissioner Geinosky also inquired about the variation to allow two principal buildings on one
lot and asked whether the Petitioner has any plans to change the layout or make any alterations to
the existing buildings.
The Petitioner stated that he will not be making any changes and the site will remain as it is now.
Commissioner Bacigalupo asked why the Petitioner was buying the property.
The Petitioner stated that the company started as an emergency roadside service with one truck in
2000. The business continued to grow and additional service trucks were purchased. In 2007, the
property at 901 Nicholas was purchased to store the service trucks and in 2013, the company
moved to 220 Seegers Avenue to expand services and allow for in -shop repairs. The Petitioner
explained the purchase of the property is to expand the company's truck and trailer operations.
Commissioner Bacigalupo asked whether the Petitioner will keep the property at 220 Seegers
Avenue in addition to the new location at 2380-2400 American Lane.
The Petitioner stated that the company will be relocating to 2380-2400 American Lane and that
the property at 220 Seegers Avenue is under a purchase contract for sale.
Commissioner Geinosky asked whether the Petitioner was planning to seal and restripe the parking
lot as mentioned in the proposed materials.
The Petitioner confirmed the plan to seal and restripe the parking lot.
RECOMMENDATION
Commissioner Geinosky moved to recommend approval of the following:
• Petition for Special Use Permit in accordance with Section 7E-3A of the Elk Grove
Village Zoning Ordinance No. 2410 to operate a truck and trailer repair center in an I-2
Industrial Zoning District; and
• Variation from Section 3-6 B of the Elk Grove Village Zoning Ordinance to allow two
(2) principal buildings on a lot.
Commissioner Weiner seconded the motion. Upon voting (Glass, Carlson, Geinosky, Rettberg,
Bacigalupo, Weiner, AYES), the motion carried unanimously.
