HomeMy WebLinkAboutORDINANCE - 1631 - 4/10/1984 - POSITION CLASSIF & SALARY PLANORDINANCE NO. 1631 AN ORDINANCE AMENDING CHAPTER 4-A, POSITION CLASSIFICATION AND SALARY PLAN, ARTICLES 4A.202, 4A.203 AND 4A.205, AND BY ADDING THERETO SECTIONS 4A.206, 4A.207, AND 4A.208 OF THE MUNICIPAL CODE OF THE VILLAGE OF ELK GROVE VILLAGE NOW THEREFORE, BE IT ORDAINED, by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as follows: Section 1: That the Municipal Code of the Village of Elk Grove Village Chapter 4A entitled, "Position Classification and Salary Plan", Articles 4A.202, 4A.202, 4A.203 and 4A.205 are hereby amended and Article 4A.206, 4A.207, and 4A.208 are hereby added to read as follows: 4A.202 ANNUAL SALARY MIDPOINT FORMULAE: Annual Salary Midpoint formulae are hereby established for all clerical classes, for all labor/trade classes, for non-labor/trade and non -clerical classes, up to 330 job content points, and for classes above 330 job content points as follows: Labor/trade 0 - 229 points Non -Labor Trades b Non -Clerical Classes 0-330 points Clerical Classes 0-299 points All Classes above 330 points 4A.203 MIDPOINT RATE Value Per Point Base Value 66.78 $11,766.00 68.88 8,910.00 54.41 8,975.00 20.41 28,170.00 The midpoint rate shall constitute the point of the Salary Range around which salaries are determined, adjusted and administered. To determine the Midpoint dollar rate of any Salary Range, the total job content evaluation points for the respective class is nultiplied by the per point value, i.e. $66.78 and the base value dollar amount, i.e. $11,766.00 is added to the total. 4A.205 MERIT SALARY ADJUSTMENTS The Merit Schedule shall be determined annually thereby establishing the percent of salary increase to be avail- able for various levels of employee job performance. The Merit Schedule is hereby established as follows for 1984/85: Average Performance Rating 4.5 to 4.9 4.0 to 4.4 3.5 to 3.9 3.0 to 3.4 Merit Wage and Salary Increase 9% 7% 5% a 2% Not to Exceed Barrier Lines At 115.0% 107.5% 100.0% 92.5% Each employee's wage and salary increase will be based on the employee's average performance rating for the two evaluation periods beginning on October , 1982 and ending on September 30, 1983. Probationary employees, who successfully complete their probationary period will be eligible for merit increases on May 1, 1984 according to the Merit Schedule on a prorated basis. In no event shall an employee receive a salary increase which would exceed the barrier line established for the average performance rating level achieved by the employee. If a permanent employee's new salary falls below the new minimum rate (85%) of the assigned salary range after applying the merit increase and the performance rating is 3.5 or highter, the employee's salary will be brought up to the new minimum rate (85%). If a probationary employee's new salary falls below the new entrance rate (79%) of the assigned salary range after applying the merit increase and the performance rating is 3.5 or higher, the employee's salary will be brought up to the new entrance rate (79%). However, for employees whose permormance rating is less than 3.5 their salary increase shall not exceed the amount established by the Merit Schedule. 4A.206 WITHIN RANGE SALARY ADJUSTMENT ON NOVEMBER 1, 1984: Permanent employees whose salaries are below the midpoint established for their position classification and whose average performance rating is 3.5 or higher shall be eligible for a salary increase based on their length of employment as a permanent Village employee. The following within range salary adjustment shall be made on November 1, 1984: - 2 - Probationary employees who successfully complete the probationary period with a 3.5 or higher performance rating prior to November 1, shall be eligible for a within range salary adjustment according to the above schedule on a prorated basis. However, probationary and permanent employees whose performance rating is below 3.5 are not eligible for any within range salary adjustment. 4A.208 ADMINISTRATION OF WAGE AND SALARY PLAN The Village Manager shall be responsible for administering the performance evaluation and merit adjustments along with the Within Range Salary Adjustments as specified in Sections 4A.205, 4A.206, and 4A.207. Section 2: That this Ordinance shall be in full force and effect as of May 1, 1984, and upon its passage and approval according to law. Zettek Village President M Months of Permanent Employment Status (excluding probation New Location in Salary period) in current position Range Effective on classification November 1, 1984 48 - 46 100% 45 - 43 99% 42 - 4o 98% 39 - 37 97% 36 - 34 96% 33 - 31 95% 30 - 28 94% 27 - 25 93% 24 - 22 92% 21 - 19 91% 18 - 16 90% 15 - 13 89% 12 - 10 88% 9 - 7 87% 6 - 4 86% 3 - 1 85% However, employees whose average performance rating is below 3.5 are not eligible for any wage and salary increase on November 1, 1984 regardless of their length of service or location in their salary range. 4A.207 WITHIN RANGE SALARY ADJUSTMENT AFTER NOVEMBER 1, 1984: On each subsequent November 1, following November 1, 1984, permanent employees whose salaries are below the midpoint established for their position classification and who have a 3.5 or higher average performance rating shall be eligible for a within range salary increase. The average performance rating shall be based on the two most recent performance evaluation periods. The following within range salary adjustment will be made effective on November 1, 1985 and every subsequent November 1 until the midpoint of the appropriate Salary Range is reached: WITHIN RANGE SALARY ADJUSTMENT SCHEDULE Average Performance Wage & Salary Barrier Line of Rating Increase Salary Range 4.5-4.9 6% Not to exceed Midpoint 4.o-4.4 5% Not to exceed Midpoint 3.5-3.9 4% Not to exceed Midpoint 3.0-3.4 0% --- below 3.0 0% --- -3-
