HomeMy WebLinkAboutORDINANCE - 1560 - 4/5/1983 - HIRING FREEZE, CONTINUATIONORDINANCE NO. 1560 AN ORDINANCE AMENDING ORDINANCE NO. 1531 (HIRING FREEZE) AND PROVIDING FOR A CONTINUATION OF A HIRING FREEZE FOR ALL AU- THORIZED FULL TIME AND PART TIME POSITIONS OF THE VILLAGE OF ELK GROVE VILLAGE WHEREAS, the Village of Elk Grove Village is a home rule municipality as defined and set forth in the Constitution of the State of Illinois; and WHEREAS, the President and Board of Trustees of the Village of Elk Grove Village, sitting as a Committee of the Whole have conducted numerous meetings with respect to the present and future economic and financial problems facing the Village which discussions included the implementation of various budget reductions in order to maintain a balanced budget; and WHEREAS, the provisions of the Constitution of the State of Illinois enable home rule municipalities to enact legislation pertaining to its local government and affairs absent specific authorization or designation in the Illinois Municipal Code; NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois as follows: Section 1: That the Hiring Freeze established by Ordinance No. 1531 shall continue in full force and effect until April 30, 1984. Section 2: That the Village Manager is authorized to fill all new positions including seasonal positions and make promotions contained in the approved 1983-84 fiscal budget. No other authorized full time or part time position which becomes vacant shall be filled without formal consideration and approval by the President and Board of Trustees. The Hiring Freeze shall apply to all Village classifications including general, sworn, seasonal and/or temporary positions. The Hiring Freeze shall also apply to all internal promotions and/or reclassifications not specifically considered and authorized by the President and Board of Trustees in the approved 1983/84 fiscal budget. Section 3: That the Authorized Position list established by Ordinance No. 1559 which amended Section 4A.103 of the Municipal Code, and all other previcusly adopted ordinances, policies and/or procedures governing the hiring of all Village personnel including statutory provisions pertaining to sworn fire and police personnel and the filling of authorized positions are hereby superseded by this Ordinance. Section 4: That this Ordinance shall be in full force and effect on May 1, 1983 upon its passage and approval according to law and shall continue in full force and affect until April 30, 1984 at which time it will automatically expire.
