Chairman Glass called the meeting to order at 7:03 p.m.
Item 1: January 16, 2023 Meeting Minutes
Commissioner Weiner moved to approve the meeting minutes of December 5, 2022.
Commissioner Carlson seconded the motion. Upon voting (Glass, Carlson, Weiner, Rettberg,
Geinosky, Bacigalupo AYES; Morrill, DeFrenza, ABSTAIN), the motion passed.
Item 2: PC Docket #23-2: Text Amendments to Elk Grove Zoning Ordinance Sections
Relating to Self -Storage Facilities
Chairman Glass read the legal notice into the record and asked the Petitioner to explain their
purpose before the Plan Commission.
B. Kozor explained that the Village receives inquiries from self -storage facilities interested in
vacant parcels throughout the community, some of which are located in shopping areas.
Currently, self -storage facilities are not contemplated specifically in the B-1, B-2, B-3, B-5, OT,
ITC, or I Zoning Districts. The intent of the B, OT and ITC Zoning Districts has always been to
focus on consumer services allowing for places of business that offer shopping needs or services
dealing directly with the customer.
B. Kozor stated that permitting self -storage facilities as Special Uses in the I-1 and 1-2 Zoning
Districts would allow for control over businesses more in line with service uses for areas such as
the B, OT, and ITC Zoning Districts.
B. Kozor also stated that staff conducted a comparison study with nearby communities and found
that other communities currently restrict self -storage facilities as a Special Use or allow them
only in manufacturing/industrial zoning districts.
Chairman Glass asked why the Village does not want self -storage facilities in certain areas.
B. Kozor explained that the intent is to permit compatible businesses in commercial zoning
districts.
Commissioner Rettberg asked whether there has been an influx of requests for storage facilities
in shopping centers.
B. Kozor advised that there are typically several inquiries a year for storage facilities in the B, OT,
and ITC Zoning Districts.
Commissioner Rettberg asked where future storage facilities will be located.
B. Kozor stated that similar to the three existing self -storage facilities, the self -storage facilities
would be permitted as a Special Use in the I-1 and I-2 Zoning Districts. Industrial Zoning Districts
are more compatible with a large warehouse type of facility for storage that does not generate
heavy foot traffic.
Commissioner Carlson stated he understands the request and has no questions.
Commissioner Weiner stated she has no questions.
Commissioner Geinosky asked whether the consideration should specifically prohibit self -
storage facilities adjacent to residential properties, similar to a comparable community
B. Kozor noted that the proposed changes will only allow self -storage facilities as a Special Use
in the Industrial District. Should a storage facility proceed in the Industrial District, it will still
require a Special Use and public hearing before the Plan Commission for consideration if the
proposal is adjacent to residential properties.
Commissioner Geinosky also stated that in his experience with storage facilities, they are open
24/7 and can be noisy at times with trucks backing in and things being moved around within the
units —something to consider in keeping the storage facilities distanced from residential areas.
Commissioner Bacigalupo stated he understands the amendment and has no questions.
Commissioner DeFrenza stated she has no questions.
Commissioner Morrill stated he has no questions.
RECOMMENDATION
Commissioner Geinosky moved to recommend approval of the text amendment as follows:
Amend Elk Grove Zoning Ordinance Section 713-1-2 Use Regulations by adding
Subsection F. Prohibited Uses: Self -Storage Facilities
Amend Section 713-2-2: D Prohibited Uses by adding Self -Storage Facilities
Amend Section 7B-5-2: Use Regulations by adding SubSection E. Prohibited Uses: Self -
Storage Facilities.
Amend Section 7C-2: Uses Permitted by adding SubSection F. Prohibited Uses: Self -
Storage Facilities.
Amend Section 7E-3-A: Special Uses In the I-1 and I-2 Industrial Districts by adding Self -
Storage Facilities
Commissioner Weiner seconded the motion. Upon voting (Glass, Carlson, Geinosky, DeFrenza,
Rettberg, Weiner, Morill, Bacigalupo, AYES), the motion carried unanimously.
