Franke, Sam L. Lissner, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt ABSENT: None A Quorum was present. Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker, and Deputy Clerk Jennifer Mahon 2. PLEDGE OF ALLEGIANCE / INVOCATION: DEACON JOE REYES, TRINITY GOSPEL CHURCH 3. APPROVAL OF MINUTES OF MARCH 28, 2023 - Motion to approve the Minutes of the Regular Village Board Meeting held on March 28, 2023 as submitted and dispense with the reading. Moved by Trustee Lissner Seconded by Trustee Franke The motion was voted upon by acclamation. MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT Mayor Johnson – On April 6, Mayor recorded a segment on EGTV for the June 4 event for the 5th Anniversary of the Elk Grove Cares Program with a Car Show from 3:00 p.m.-5:00 p.m. in the Library parking lot, Food Trucks from 4:00 p.m.-7:30 p.m., and The Grass Roots playing at 6:00 p.m. In order for people to solicit door-to-door the Village runs a background check on each solicitor and issues a photo ID. If you have a “No Solicitors” sign on your door, they should walk away. If you say you are not interested, they should walk away. If they do not, then you should call 9-1-1 right away. During elections, politicians can go door-to-door to hand out literature. Please note that the Village does not endorse or support any company or product that is being solicited. A new law went into effect last Friday. The Police Department did a check on every place that had a tobacco license and they were not selling the THC products. The stores are shipping their products off to other towns where they have a location that can sell. Therefore, no THC products should be sold here in Elk Grove. Now there will be a new dispensary right on Higgins Road across from the Technology Park that will be opening up in early June. So we are going to have a dispensary because those are regulated and have oversight by the state. They will handle it the way it should be done. It is amazing how many towns reached out to us after we passed the THC ordinance asking for a copy. We spoke with legal counsel prior to passing this ordinance. There will be a second hearing on April 25 for Luv 2 Smoke, 62 Biesterfield Road, for violating the rules four times that were in place in order for them to reopen. On Thursday, there will be an Open House for the Arlington Heights Road/Higgins Road Development project with new renderings for the stores and housing area. There will be a State of the Village through GOA at the Belvedere at 11:00 a.m. and the Open House from 6:00 p.m. - 8:00 p.m. at Belvedere Banquets with a questions and answers session at 7:00 p.m. The restaurant CEFALÙ is opening Wednesday in Elk Grove Village. The Rose Garden Café will be closing its doors on May 14 and cleaning everything out on May 15-24. The demo of the old building will be in May and the Rose Garden will open at the 800 Higgins location in May or June. The PREP Hockey Team, made up with players from Prospect, Rolling Meadows and Elk Grove, won the State Tournament and now the National Championship Tournament. We will Page 2 of 7 recognize them in the near future. Back in September, we had some migrants that were located in the La Quinta Hotel in Elk Grove. Last Friday, we received a call that the migrants moved to other housing accommodations. On tonight’s agenda, the Village is buying four (4) parcels of land - La Quinta Hotel, 500 Higgins Road, 570 Higgins Road and 800 Higgins Road. The Budget Hearing was before tonight’s Board Meeting. The Budget is on tonight’s Consent Agenda. Pat Smith, a long time retired Village Clerk here in Elk Grove, passed away on Easter Sunday. We send our prayers to her family. The Election was a week ago and it was one of the biggest turnout for at least 15 years. On May 23, we will swear in the Village Trustees and the Library Board Members and I hope to have someone to appoint to Pat Feichter’s position. This Village Board will not let the community down. Trustee Miller – Thank for everyone that voted. I am humbled. Deacon Reyes talked about serving and we are happy to serve the community. Scammers are approaching at your house and over the phone. Please do not give anyone money. Trustee Schmidt – Thank you to the community for your support. It was an interesting election and I appreciate the residents giving me the opportunity to serve another four years. In 2 weeks, Deputy Chief Burke and I, along with other officers familiar with the case, will go down to the Logan Correctional Center to testify at the Patty Columbo’s parole hearing on April 25. There will be a newsletter coming out with the story about this incident and a way to leave comments if you would like us to include your comments in our testimony by Friday, April 21. This triple murder occurred in our Village in 1976. Trustee Franke – No Report Trustee Prochno – The next Farmers Market is on April 15, at Christus Victor Church from 8:00 a.m. to 1:00 p.m. The Market will continue through to June when we open the outdoor one on the Village parking lot. The Czarnik/Heffern Memorial Scholarship recognizes high school seniors who have been active in their community and have given their time to others. The committee will provide eight (8) $1,000 scholarships this year to high school seniors that live in Elk Grove Village. The deadline for the applications is May 5. Applications are available at the school counselor offices or at czarnickgolf.com. Revelation Golf is offering free clinics to First Responders and Veterans for six weeks. These clinics are free and will take place on April 27 and May 4 at the Fox Run Driving Range from 5:30 p.m.-7:00 p.m. and the next four clinics will be on May 11, May 18, May 25 and June 4 at Fox Run Golf Course from 5:30 p.m.-7:00 p.m. To register email Donna@Revelationgolf.org by April 20. Trustee Lissner – On April 4, I attended the Ecolab Celebration with Deputy Village Manager Maggie Jablonski to celebrate the employees achieving VPP status for safety from OSHA. This is the highest recognition that OSHA gives to organizations that meet OSHA’s rigorous safety and health standards. Ecolab has been in Elk Grove since 1991. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the March 31, 2023 Accounts Payable Warrant in the amount of $4,025,020.22. Authorization to increase the professional services contract with Civiltech Engineering, Inc. of Itasca, IL by $90,000 to a total contract amount not to exceed $764,847. v. RECYCLING & WASTE COMMITTEE – Trustee Franke – The Paint and Motor Oil Recycling event will be on Saturday, May 6, from 9:00 a.m.-12:00 p.m. at the James Paul Petri Page 6 of 7 Public Works Facility. This event is for Elk Grove Village residents only. If you would like to know what kind of paint is accepted, please go the Village website and look under the Paint and Motor Oil recycling event. Residents have questioned why pizza boxes cannot be recycled. It is because they have oil inside the box. There is a picture in the newsletter that will show you what is allowed and what is not from the pizza box. If you go to Starbucks, paper cups can now be recycled without the lid. 11. JUDICIARY, PLANNING AND ZONING COMMITTEE – Trustee Prochno – No Report 12. CAPITAL IMPROVEMENTS COMMITTEE – Trustee Schmidt – The newsletter has Capital Improvement Projects that will be rehabilitated this summer. The additional construction on Arlington Heights Road is to finish the sidewalks on the west side. 13. CABLE TELEVISION COMMITTEE – Trustee Lissner – On April 13 at 12:00 p.m., EGTV will broadcast Live Mayor Johnson’s State of the Village Address. They are also filming Elk Grove High School sports that are starting up. On April 14, Boys Lacrosse will be playing against Rolling Meadows. Please check the guide for more information. 14. YOUTH COMMITTEE – Trustee Franke - The Committee is planning the Summer Splash Parties to be held in July and August. Details will be announced later. The Youth Committee will give away seven (7) $1,000 scholarships. Applications are available on the Elk Grove Website or at the High School Counselors office. Applications are due on May 5. 15. INFORMATION COMMITTEE – Trustee Miller – EGTV had on their Facebook page that they are looking for a Lacrosse announcer. The newsletter should be arriving in your mailbox this weekend or shortly thereafter. This issue has a lot of information such as an upcoming Neighborhood Watch meeting on April 27; the VFW Post 9284 in Elk Grove will host a clothing and essential drive for Veterans on April 29, and information about the Arbor Day Celebrations on April 28. The Public Works Open House will be on May 20. 16. BUSINESS LEADERS FORUMS – Trustee Schmidt – Trustee Miller and I visited two businesses since our last staff meeting. On March 29, we visited the Prime Stars Orthodontics next to Village Hall between Jimmy Johns and Chipotle that opened in August of 2022, and on the April 5, we visited Air Products Equipment at 1555 Luis Ave. There will be a BLF meeting with staff to discuss the Revitalization Plan on Friday. 17. HEALTH & COMMUNITY SERVICES – Trustee Prochno – Last Saturday, April 8, was a Community Blood Drive at Village Hall. We were able to bring in 45 collections that translates into saving 135 lives. Thank you very much for donating. The next Community Blood Drive will be on Saturday, July 8 in the lower level of the building. 18. PERSONNEL COMMITTEE – Trustee Franke – No Report 19. AIRPORT UPDATE – Mayor Johnson – No Report 20. PARADE COMMITTEE – Mayor Johnson – We had a meeting on April 3. We are making progress but not ready to make any announcements yet. 21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE – The lineup for the Mid- Summer Classics Concert Series is: July 4 - KC and the Sunshine Band, July 11 - The Spinners, July 20 - All American Rejects, July 25 - The Oak Ridge Boys and August 1 - Ann Wilson of Heart. 22. SPECIAL EVENTS COMMITTEE – Mayor Johnson – Memorial Day will be on May 29 at the Elk Grove District Pavilion. 23. LIQUOR COMMISSION – Mayor Johnson – No Report 24. REPORT FROM VILLAGE MANAGER – No Report 25. REPORT FROM VILLAGE CLERK – There were 1,302 ballots cast during the Village Hall Early Voting. Cook County will certify the results on April 25. Village Attorney - Direct the Village Attorney to prepare the necessary documents for text amendments of the Elk Grove Village Zoning Ordinance as it pertains to self-storage facilities. 27. NEW BUSINESS – No Report 28. PUBLIC COMMENT – 7:49 PM – Mayor confirmed with Helen that he will visit the Sheila Ray Senior Center on April 25. 29.
