AN ORDINANCE CREATING CHAPTER 4-A ENTITLED
"POSITION CLASSIFICATION AND SALARY PLAN"
IN THE MUNICIPAL CODE OF ELK GROVE VILLAGE
NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees,
Village of Elk Grove Village, Counties of Cook and Du Page, Illinois, as
follows:
Section 1. That the Municipal Code of Elk Grove Village be and is
hereby amended to add thereto Chapter 4-A entitled "Position Classification
and Salary Plan" which shall read as follows:
CHAPTER 4-A
Position Classification and Salary Plan
ARTICLE I Position Classification Plan
4-A.101 Classification of Positions
All positions in the service of the Village except
elected officials and members of boards and commissions,
shall be grouped into occupational classes and each
class shall include those positions sufficiently similar
in respect to their duties and responsibilities so that
similar requirements as to knowledge, skills, training
and experience and quantitative job content value are
applicable thereto.
The Village Manager shall be responsible for administer-
ing the Position Classification Plan and shall have the
authority to classify and reclassify all positions under
the Village's classified service including newly budgeted
positions.
4-A.102 Class Specifications
Class Specifications state in writing the major character-
istics of an occupational class so that similar duties and
responsibilities assigned to positions in various depart-
ments can be recognized and like requirements and compen-
sation grades applied. The.principal componentsof a class
specification are class title, definition, examples of work
performed and desirable qualifications required for a
successful performance in such positions. The listing of
particular examples of duties shall not preclude the assign-
ment of other duties by department heads concerned.
4-A.103 The Classification Plan
The Schematic Outline of Occupational Titles, including a
class code and quantitative job content value points for
each class, together with the class specifications there-
for, and the list of Authorized Positions by departments,
shall constitute The Classification Plan, three copies of
which are on file in the Office of the Village Clerk. All
positions in each class shall be compensated in accordance
with the Salary Plan as set forth in Article II.
ARTICLE II Salary Plan
4A.201 Definition
The Salary Plan has been developed to provide a proper rela-
tionship between job content and compensation for each job.
Each occupational class was evaluated and quantitative job
job content values were determined based on know-how,
problem -solving, accountability and working conditions.

4A.202 Annual Salary Midpoint Formulae
Annual Salary MIDPOINT formulae are hereby established
for all labor/trade classes, for non-labor/trade
classes up to 330 job content points, and for classes
evaluated above 330 job content points as follows:

Labor/Trades 100-299 Points $41.73 Plus $7,490
Non-Labor/Trades 0-330 Points $48.15 Plus $5,430
All Classes Above 330 Points $12.84 Plus $17,334
4A.203 Midpoint Rate
The MIDPOINT rate shall constitute the point of the Salary
Range around which salaries are determined, adjusted and
administered.
To determine the MIDPOINT dollar rate of any Salary Range,
the total job content evaluation points for the respective
class is multiplied by the per point value, i.e. $41.73,
and the base value dollar amount, i.e. $7,490 is added to
the total.
4A.204 Salary Range
The Salary Range shall be determined as follows:
MINIMUM RATE - 85% of MIDPOINT
MAXIMUM RATE - 115% of MIDPOINT
The entrance rate for each employee newly placed in a job
class by employment shall be not less thant 79% of the
MIDPOINT for the class. Upon successful performance and
completion of the probationary period assigned the class,
an increase to the MINIMUM of the range may be granted.
This increase shall be on the recommendation of the
Department Head and approval of the Village Manager.
Personnel may be hired above the ENTRANCE rate only on
approval of the Village Manager.
4A.205 Salary Adjustments
The President and Board of Trustees shall annually deter-
mine and establish the maximum amount or percent of salary
increase to be available for various levels of job perfor-
mance. The Village Manager shall be responsible for
administering job evaluations and salary adjustments.
The salary to be paid shall be determined annually through
the evaluation of each employee's job performance by
appropriate supervisory personnel, review and recommendation
by the employee's Department Head and approval by the
Village Manager. The salary may be set at any amount below
the MAXIMUM rate of the Salary Range. All salary adjustments
shall be limited by such amounts or percentages as may be
determined by the President and Board of Trustees
Section 2. That all Ordinances or part of any Ordinance which are
inconsistent with the provisions of this Ordinance shall be deemed to be
superseded by the provisions herein.
Section 3. That this Ordinance shall be in full force and effect as
of May 1, 1978, and its passage and approval according to law.
