AN ORDINANCE GRANTING A SPECIAL USE
PERMIT FOR THE CONSTRUCTION OF A
MOTOR LODGE, RESTAURANT AND LOUNGE
AND BANQUET AND MEETING ROOMS TO BE
KNOWN AS THE MIDWAY MOTOR LODGE AND
LOCATED SOUTH OF OLD HIGGINS ROAD,
NORTH OF OAKTON STREET, ON THE WEST
SIDE OF BUSSE ROAD
WHEREAS, the Plan Commission of the Village of Elk Grove Village
has conducted a public hearing for the purpose of granting a special
use permit to the La Salle National Bank as Trustee under Trust
No. 51005, and SDK Industrial Park for the purpose o£ constructing
the Midway Motor Lodge; and
WHEREAS, the Plan Commission has simultaneusly heard a request
for a special parking plan to be used in conjunction with said special
use permit; and
WHEREAS, the said Plan Commission has recommended the granting of
the special use permit and the special parking plan and the President
and Board of Trustees of the Village of Elk Grove Village, after having
considered the recommendation of said Plan Commission find and believe
it to be in the best interests of the Village that said special use
permit be issued and said special parking plan be granted.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of
Trustees of the Village of Elk Grove Village, Counties of Cook and
Du Page, Illinois, as follows:
Section 1: That there be granted a special use permit to the
La Salle National Bank as Trustee under Trust No. 51005, and SDK
Industrial Park, to permit the construction of a motor lodge, restuarant
and lounge, and banquet and meeting rooms on property legally described
on Exhibit A, attached hereto and incorporated herein, subject to
the following conditions:
(1). The subject property must adhere to the requirements
of the Village's B-3 Zoning District, unless specifically
stated to the contrary.
(2). Maximum capacity of each of the facilities must
be posted and shall be as follows:
a. Dining room (including private dining rooms), 260;
b. Total lounge area (including bar area), 260;
C. Amphitheater, 96; and
d. Three (3) meetings rooms, 450 (total for
all three).
(3). There shall be no more than 183 motel rooms.
(4). The proposed building (motel area) shall not
exceed three stories, or 35 feet in height.
(5). The development shall provide two (2) off-street
loading spaces which meet the size requirements of Section
.,
3.9 of the Zoning Ordinance.
(6). Construction of sidewalks along the right-of-way
on Oakton Street and Busse Road shall be required prior to
occupancy.
(7). Landscaping plans shall be provided to the Village
at the time the building plans are submitted, and shall be
approved by the Plan Commission.
(8). No public facility shall be located in the
basement area.
(9). Said property shall provide a looped 12" watermain
installed around the building with proper spacing of valves
and hydrants. The drawings of the watermain shall be
approved by the Village Fire Department and Engineering
Department before installation. The site will be required to
have two (2) independent water sources.
(10). The development shall provide an access drive off
of Old Higgins Road to the parking area.
(11). The motel, restaurant and meeting rooms shall be
equipped with automatic sprinkler protection.
(12). The off-site retention of said property shall be
approved by the Village Engineer before construction.
(13). All the requirements of the Building Code within
the fire limits are to be met by the development.
(14). There shall be provided a minimum 428 parking
spaces, as provided by the special parking plan hereinafter
set forth.
(15). All facilities shall be developed in accordance with the
site plan attached hereto and incorporated herein.
Section 2: That Midway Motor Lodge, pursuant to its request for a
special parking plan, is hereby granted approval of its plan and must

meet the following requirements:
a. Motel unit parking ........... 136*
b. Employee parking ............. 42
C. Meeting rooms
i). Flexible seating....... 66
ii). Fixed seating.......... 10
d. Restaurant/Lounge............ 174*
TOTAL SPACES REQUIRED.... 428
*Included in the 136 parking spaces for
the motel unit and the 174 parking
spaces required for the restaurant/lounge
are 47 shared spaces between the two uses.
Section 3: That this Ordinance shall be in full force and
effect from and after its passage, approval and publication according
to law.
