AN ORDINANCE AMFNDING CHAPTER 22A OF THE MUNICIPAL CODE, BY ADDING A NEW
SECTION PERTAINING TO THE ADMISSION OF INDUSTRIAL WASTES INTO THE SEWAGE
TREATMENT PLANTSOF THE VILLAGE OF ELK GROVE VILLAGE
NOW,, THEREFORE, BE IT ORDAINED, by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois,
as follows:
Section 1: That Chapter 22A of the Municipal Code of the Village of
Elk Grove Village is hereby amended by adding thereto a new section entitled
Industrial Wastes into the Sewage Treatment Plant, said section to read as
follows:
A. GENERAL
It shall be the policy of the Village of Elk Grove Village that no
sewerage system, which is planned or designed to discharge into any of
the aforesaid waters any industrial wastes or other wastes that will
cause the pollution of such waters, may be installed unless a written
permit for such sewerage system has been granted by the Village of Elk
Grove Village Water and Sewer Department. It shall be the policy of
the Village of Elk Grove Village to admit to its sewage works those types
and quantities of industrial waste that are not harmful or damaging to
the structures, processes or operation of the sewage works and are not
specifically prohibited by this ordinance, and it shall be the policy
of the Village of Elk Grove Village to prohibit discharge of industrial
wastes, which will cause pollution, directly into the waters, water-
course
atercourse or natural outlets within the boundaries of Elk Grove Village.
Whenever necessary, in the opinion of the Board of Trustees, the owner,
operator or tenant of any industrial plant or other establishment dis-
charging or proposing to discharge industrial wastes into any waters,
sewer, water course or natural outlet in the Village of Elk Grove Village,
at such owner's, operator's or tenant's expense, shall provide such
preliminary treatment or handling facilities as may be necessary to:
(a) Reduce or modify the objectionable characteristics or con-
stituents of such industrial wastes to meet the limits or
conditions provided for in Section 22A901 hereof, and to
comply with the pollution restrictions as indicated in the
above definition of pollution,
(b) Control the quantities and rates of discharge of such Indust-
rial wastes over a twenty-four (24) hour day and a seven (7)
day week to prevent surge discharges which may place an un-
reasonable burden upon the Sewage works of the Village of Elk
Grove Village.
Before any permit for the construction of preliminary treatment or hand-
ling facilities will be issued, plans, specifications and other pertinent
data or information relating to the proposed preliminary treatment or
handling facilities shall be submitted by the industry for the approval
of the Board of Trustees, and no permit shall be issued and no construc-
tion of such facilities shall be commenced without the prior written app-
roval of the Board of Trustees. No substantial alteration or addition to
or in the sewer system or preliminary treatment or handling facilities
shall be made without the prior written approval of the Board of Trustees.
22A901: PROHLBITED WASTES
Except as otherwise provided by the Board of Trustees pursuant
to the provisions hereof, no person shall discharge or cause
to be discharges the following described wastes or waters into
any sewer, water course, natural outlet or waters with the
Village of Elk Grove Village.
(a) Water or wastes to be substantially free of all oils
or greases if such water or wastes are, in the opinion
of the Board of Trustees, sufficient (1) to interfere
with the biological processes of a sewage treatment
plant;(2) interfere with proper operation of the sewage
works; (3) cause pollution as herein defined.
(b) Liquids, solids, or gases which by reason of their
nature or quantity are sufficient to cause fire or exp-
losion or be injurious in any other way to the sewage
works structures or to the operation of the sewage
works.
(c) Noxious or malodorous liquids, gases or substances which
either singly or by interaction with other wastes are
sufficient to prevent entry into the sewers for their
maintenance and repair.
(d) Water or wastes having a pHlower than 4.5 or higher than
10.0 or having corrosive properties sufficient to cause
damage or hazards to structures, equipment, or personnel
of the sewage works or interfering with the proper opera-
tion of the sewerage system or sewage treatment works.
(e) Water or wastes containing toxic substances in quantities
which are sufficient to interfere with the biological pro-
cesses of the sewage treatment works.
(f) Garbage that has not been ground or comminuted to such a
degree that all particles will be carried freely in sus-
pension under conditions normally prevailing in public
sewers, with no particle greater than one-half inch in
any dimension.
(g) Radio -active wastes unless they comply with the Atomic
Energy Commission Act of 1954 (63 Stat. 919) as amended
and Part 20, Sub -Part D- Waste Disposal, Section 20.303,
of the Regulations issued by the Atomic Energy Commission
or amendments, thereto.
(h) Solid or viscous wastes which cause obstruction to the
flow in sewers or other interference with the proper
operation of the sewerage system or sewage treatment
works, such as grease, uncomminuted garbage, animal guts,
or tissues, paunch manure, bone, hair, hides, fleshings,
entrails, feathers, sand, cinders, ashes, spent lime,
stone or marble dust, metal, glass, straw, shavings, grass
clippings,rags, spent grain, waste paper, wood, plastic,
gas, tar, asphalt residues, residues from refining or pro-
cessing of fuel or lubricating oil, gasoline, naptha, and
similar substances.
(i) Liquids or vapors having a temperature higher than 150
degrees F. at the point of entrance into a public sewer.
Whenever possible clean waters from air conditioning, cooling or cond-
ensing systems or from swimming pools or clean waters resulting from
pretreatment of industrial wastes shall be discharged to a storm sewer,
combined sewer or natural outlet approved by the Village of Elk Grove
Village.
22A902:"INSP.ECTIONS-MANHOLES
(a)Any person discharging industrial wastes into a sewer shall
construct and maintain a 48" inspection manhole or manholes
downstream from any such place of discharge to permit obser-
vation, measurement and samplings of such wastes by the Vil-
lage of Elk Grove Village. Where no manhole has been cons-
tructed or can be constructed, as in the case of some exist-
ing industries, the control manhole shall be considered to
be the nearest downstream manhole in the public sewer to
the point at which the building sewer is connected.

(b) The Village shall have the right to enter and set up,
on company property, sur_h devices necessary to conduct
a gauging and sampling operation after first giving
ten days advance notice of its intention so to do.
While performing the work the Village of Elk Grove
Village shall observe all safety rules applicable to
the premises, established by the company and the com-
pany shall be held harmless for injury or death to the
Village employees and the Village of Elk Grove Village
shall indemnify the company against loss or damage to
its property by Village employees, and shall also in-
demnify the company to cover liability claims and demands
for personal injury and property damage asserted against
the company which grow out of the gauging and sampling
operations or other work of the Village employees.
(c) All analyses to determine the strength and character of
industrial wastes shall be made in accordance with the
latest edition of "Standard Methods for the Examination
of Water and Sewage" prepared and published jointly by
the American Public Health Association, American Water
Works Association, and the Water Pollution Control
Federation. Strength character and quantity of wastes
shall be based on composite samples taken over a 24-
hour or longer period from the flow from all plant
outlets discharging into single public sewer.
22A903: PERMITS
Application for permission to connect an industrial waste
sewer to any sewer in the Village of Elk Grove Village or to
discharge to any waters, water course or channel within the
Village of Elk Grove Village shall be made on the standard
form obtainable from the Village of Elk Grove Village Water
and Sewer Department.
22A904: INTERPRETATION
