An Ordinance Regulating Building Activities,
Amending Chapter 13 of the Municipal Code of
Elk Grove Village
NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage,
Illinois:
Section One: That Article 1 to Article X, inclusive, of Chapter 13 of the
Municipal Code of Elk Grove Village are hereby repealed.
Section Two: That Chapter 13 of the Municipal Code of Elk Grove Village
is hereby amended by adding the following Articles and by
incorporating the provisions, requirements and procedures
established within and by each Article:
ARTICLE I DEPARTMENT OF BUILDING, PLANNING & ZONING
ARTICLE II FIRE LIMITS
ARTICLE III BUILDING CODE
ARTICLE IV SPRINKLER, DETECTION AND ALARM CODE
ARTICLE V ELECTRICAL CODE
ARTICLE VI PLUMBING CODE
ARTICLE VII MECHANICAL CODE
ARTICLE I: DEPARTMENT OF BUILDING, ZONING & PLANNING
13. 101 CREATION:
There is hereby created a Department of Building, Zoning & Plan-
ning which shall consist of a Building Commissioner and such other
employees as may be authorized by the President and Board of Trustees.
13. 102 BUILDING CO LMISSIONER:
There is hereby established the position of Building Commissioner.
The Building Commissioner shall be appointed by the Village Manager and
shall serve at his discretion. The Building Commissioner shall have
control and supervision over all offices and employees assigned to the
Department of Building, Zoning & Planning, subject to the general direction
of the Village Manager.
13. 103 DUTIES OF THE BUILDING COMMISSIONER:
The Building Commissioner.shall be responsible for:
A. The enforcement of all ordinances and codes of the Village
relating to the construction, repair or alteration of the build-
ings and structures and the use of streets or parkways in
connection therewith:
B. All inspections to insure compliance with building construction
regulations:
C. The enforcement of all zoning and land use ordinances of the
Village:
D. The maintenance of current accurate land use and zoning maps
of the Village: and
E. Performing such other duties as may be required by the Village
Manager including providing assistance and advice as may be
required by the Plan Commission or other agencies of the Village.

13. 104 BUILDING INSPECTOR:
There is hereby created the position of Building Inspector. The
Building Inspector shall be appointed by the Village Manager and serve
at his discretion.
13. 105 DUTIES:
It shall be the duty of the Building Inspector to see to the en-
forcement of all ordinance provisions relating to buildings or zoning
and to inspect all buildings and structures being erected or altered,
as frequently as may be necessary to insure compliance with the Village
Ordinance. The Building Inspector shall be under the direction of the
Building Commissioner.
13. 106 EX -OFFICIO ELECTRICAL INSPECTOR:
The Building Commissioner shall also be the chief electrical
inspector and ex -officio electrical inspector and shall have the power
to inspect any electrical installations and no electrical wiring shall
be covered until after such inspection. He shall also have the power
to have the current in any wiring or circuit or conduit to be turned
off whenever this is necessary in an emergency to protect life or property.
13. 107 EX -OFFICIO PLUMBING INSPECTOR:
The Building Commissioner shall also De the chief plumbing inspec-
tor and ex -officio plumbing inspector and he is hereby empowered to
enforce all ordinances relating to the installation, care and standards
of plumbing and shall make such inspections as may be necessary to in-
sure compliance with such provisions.
3. 108 COPIES OF PERMIT TO ASSESSORS:
In addition to all other duties, the Building Commissioner shall
forward to the Township Assessors and County Assessors a copy of each
building permit issued, at the end of each current month.

13. 109 RECORDS--REPORTS:
The Building Commissioner shall keep records of all applications
and shall show the disposal thereof. He shall make monthly reports to
the Village Manager of his activities and of the services of the Department.
He shall file such other reports as may be required by the Village Manager.
13. 110 SAVING CLAUSE:
ARTICLE II: FIRE LIMITS
13. 201 BOUNDARIES:
The Fire Limits shall comprise all property now or hereafter
zoned as office, business or commercial property. Any property re-
zoned or reclassified as office, business or commercial property
shall be within the Fire Limits by virtue of zoning or said re-
classification.
13. 202 REPAIRS:
It shall be unlawful to repair any existing frame building
within the Fire Limits after the same shall be damaged by any cause
to the extent of fifty percent (50%) of its value.
13. 203 CONSTRUCTION:
The Provisions of Fire District No. 1 of the Elk Grove Village
Building Code shall regulate construction of buildings within the Fire
Limits.
]3. 204 PENALTY -
Any person, firm or corporation violating any provision of this
Article shall be fined not less than one dollar ($1.00) nor more than
two hundred dollars($200.00) for each offense; and a separate offense
shall be deemed committed on each day during or on which a violation
occurs or continues.

ARTICLE III: BUILDING CODE.
13.301 ADOPTION OF REGULATIONS: ONE AND TWO FAMILY DWELLING UNITS:
The provisions of the One and Two Family Dwelling Code, 1971
Edition as prepared by the Nationally Recognized Model Codes, is
hereby adopted as the regulations governing the construction of de-
tached one and two family units, their appurtenances and accessory
structures, except "PART V1 ELECTRICAL" of said Code is hereby de-
leted and replaced by Article IV of this Ordinance; and in Chapter
II Building and Planning, One and Two Family Dwelling Code, 1971 Edition,
add new Section R-216:
INTERIOR FIRE ALARM SYSTEM
Section R-216. All one and two family dwelling units shall be provided
with approved detectors of products of combustion other than heat, con-
forming to UL 168 and NFPA No. 74 Standards, mounted on the ceiling or
wall at a point centrally located in the corridor or area giving access
to rooms used for sleeping purposes. In an efficiency dwelling unit
the detector shall be centrally located on the ceiling of the main room.
When sleeping rooms are on an upper level, the detector shall be placed
at the center of the ceiling directly above the stairway. In all cases,
the detector shall be located within 12 inches of the ceiling. Care
shall be exercised to insure that the installation will not interfere
with the operating characteristics of the detector. When actuated the
detector shall provide an audible alarm.
Three copies of said One and Two Family Dwelling Unit Code, 1971 Edition,
are available for inspection and on file in the Office of the Village Clerk.

13. 302 ALL OTHER STRUCTURES:
The 1970 Edition of the Basic Building Code and the 1972
Accumulative Supplement as prepared by the Building Officials and
Code Administrators International, Inc. is hereby adopted as the
regulations governing the construction of all buildings and structures
in the Village of Elk Grove Village, with the following exceptions
as recorded below.
A. Three copies of said 1970 B.O.C.A. Basic Building Code and
Supplements are available for inspection and on file in the office
of the Village Clerk.
B. Detached one and two family dwelling unit provisions of the
1970 B.O.C.A. Basic Building Code shall not prevail, when spe-
cifically covered in the above One and Two Family Dwelling
Code.
C. The following deletions, amendments, modifications, and/or
additions to the 1970 B.O.C.A. Basic Building Code shall prevail
and all other provisions not hereby changed shall remain as
the Building Code of the Village of Elk Grove Village.
13. 303 DELETE THE FOLLOWING SECTIONS IN THEIR ENTIRETY:
Sections 107.0 thru 107.9 inclusive
Sections 108.0 thrit 108.7 inclusive
Sections 109.0 thru 109.4 inclusive
304 BUILDING OFFICIAL:
Wherever the term Building Official is used in any portion of
the 1970 B.O.C.A. Basic Building Code, it shall mean the Building
Commissioner of the Village of Elk Grove Village.
13.305 RIGHT OF ENTRY:
Section 112, Right of Entry, is hereby deleted and amended to read:

A. 11?.0 Right of Entry
In the discharge of his duties, the Building Commissioner
or his authorized representative shall have the authority
to enter for the purpose of enforcing this Code at any
reasonable hour any building, structure or premise in the
Village of Elk Grove Village where construction, alteration,
repair, plumbing, electrical, mechanical work has been or is
being performed with or without an approved Permit.
B. 112.1 Official Badge
The Building Commissioner and such personnel as may be serv-
ing as his authorized representative and/or authorized in-
spectors shall carry for purposes of identification such
identification media as is provided by the Village of
Elk Grove Village.
C. 112.2 Municipal Cooperation
The assistance and cooperation of all municipal officials
and employees shall be available to the Building Commissioner
as may be necessary to enforce the provisions of this Code
13. 306 REQUIRED PERMIT:
Section 113.1, when Permit is Required, is amended to include
the following:
A. As the beginning of the first sentence:
When the cost of construction is two hundred dollars
($200.00) or more,
B. As the last sentence:
Fences, dense plantings shall not be installed without first
securing a permit pursuant to the Fence Ordinance of the
Village of Elk Grove Village.
13.307 PLANS AND SPECIFICATIONS:
Section 113.5, Plans and Specifications, is deleted and amended
to read:
113.5 Plans and Specifications
The application for a permit shall be accompanied by not less
than two complete copies of plans and specifications bearing the
seal and signature of a registered architect, structural or
proffessional engineer pursuant to the Statutes of the State of
Illinois. Said plans and specifications shall be drawn to a scale
to show with clarity the details and dimensions of the work to
be performed and the materials to be used. The Building Commissioner
is authorized to modify and/or waive the requirement for plans and/or
specifications when the proposed work is of a minor nature.
Preliminary Plan Review services may be performed by the Building
Commissioner or his authorized representative upon receipt of
sufficient information of partially completed plans for the purpose
of providing advice and assistance about Village requirements
and standards. Said service shall be performed for a fee not to
be in excess of one half of the established fee normally charged
for full and final plan review and approval. Any fees paid for
said preliminary review shall not be credited toward the cost for
final plan review work.
13.308 PLOT DIAGRAM:
Section 113.6, Plot Diagram, is amended as follows and to include
the following as the first sentence in the section:
113.6 Plot Plan and Survey
In addition to the requirements below, evidence shall be furnished
to the Building Commissioner that the intended building site

is a lot of record as well as a Plat of Survey of said lot pre—
pared by a licensed Illinois Land Surveyor.
13.309 SUSPENSION OF PERMIT:
Section 114.2, Suspension of Permit „ is hereby deleted and
amended to read:
114.2 SuSDension of Permit
Any permit issued shall cease to be valid when approved work
at the site has not started within sixty days (60) of the date
issued, or been completed within twelve months (12) of the date
issued, or been diligently pursued for a period of thirty (30)
days following commencement of any work at the side unless other—
wise extended by the Building Commissioner.
13.310 REMOVAL OF BUILDINGS:
Section 117, Removal of Buildings, is hereby deleted in its
entirety and amended to read:
117.0 Moving of Buildings
A. No person, firm or corporation shall move any building on,
through, or over any street, alley, sidewalk or other public
place in the Village without having obtained a permit therefor
from the Building Commissioner. Applications for
such permits shall be made in writing to the Building Commissionei
and shall state thereon the proposed route and the number of
days it is intended that the building shall occupy any portion
of any public street.
B. Upon approval of the permit by the Building Commissioner,
a fee of $200.00 dollars for each day or fraction thereof that
the building shall occupy any portion of any public street

shall be paid to the Village Treasurer.
C. Pio permit shall be issued to move a building to a location
within the Village of Elk Grove Village to a location when
the use of said building at said location would cause a
violation of applicable regulations.
D. Any person, firm or corporation applying for a permit under this
Article shall prior to receiving a permit, submit a
bond with a lawful corporate surety to be approved by the
Village Attorney, conditioned on compliance with all the
provisions of this Article and aggreeing to pay and holding the Village
harmless from any claim which may be made against it by
reason of the occupation of any public street by the
building or structure moved.
E. Whenever a public street is used safety warning devices
shall be provided by a permittee as required by the Police
Department.
F. Whenever it shall be necessary to interfere with wires or
cables of a public utility in moving a building, the appli-
cant for a permit shall furnish evidence that appropriate
arrangements have been made with the affected public utility.
G. Whenever it shall be necessary in moving a building to traverse
non -Village public streets, it shall be the responsibility of
the applicant for a permit hereunder, to furnish evidence that
appropriate permission has been secured from the agency or party
who maintains and/or owns the non -Village public street to be
used.

H. Whenever a building or structure is moved or demolished
the sites shall be maintained in a safe condition and re-
stored to grade in accordance with the provisions of
Article 13 of the B.O.C.A. Basic Building Code.
13.311 NEW CONSTRUCTION AND ALTERATION:
Section 118.2, New Construction and Alteration, is hereby
deleted and amended to read:
118.2 Plan Review and Building Permit Fees
The fees for plan reviews and building permits shall be as is
established by the President and Board of Trustees.
13.312 MOVING OF BUILDINGS:
Section 113.3, Moving of Buildings, is hereby deleted and
amended to read:
118.3 Moving of Build
The fee for a permit to move a building or structure shall be
as is established by the President and Board of Trustees.
13.313 DEMOLITION:
Section 118.4, Demolition, is hereby deleted and amended to read:
118.4 Demolition
The fee for a permit for the demolition of a building shall be
as is established by the President and Board of Trustees.
13.314 SIGNS:
Section 118.5, Signs,is hereby deleted and amended to read:
118.5 Signs
The fee for a permit for signs and similar structures shall be
as is established by the President and Board of Trustees.

13, 315 ACCOUNTING:
Section 118.6, Accounting, is hereby deleted and amended to read:
118.6 Accounting
All accounting and fiscal responsibilities shall be performed
as required by Illinois Statutes and the Municipal Code of the
Village of Elk Grove Village.
11. 316 RFFTTNDS i
Section 118.7, Refunds, is hereby deleted and amended to read:
118.7 Refunds
Refunds of fees paid shall not be authorized nor made.
13. 317 VIOLATION PENALTIES:
Section 122.3, Violation Penalties, is hereby amended to include
the following at the beginning of the first sentence:
122.3 Violation Penalties
As may be established by Ordinance by action of the President
and Board of Trustees.
13. 318 UNLAWFUL CONTINUANCE:
Section 123.2, Unlawful Continuance, is hereby deleted in its
entirety and amended to read:
123.2 Unlawful Continuance
It shall be unlawful for any person to continue any work in or
about any building after having been served with a stop work
order, except as may be authorized by the Building Commissioner
to eliminate violations and/or unsafe conditions.
13. 319 COMPENSATION OF BOARD SURVEY:
Section 126.3, Compensation of Board Survey, is hereby deleted in
its entirety and amended to read:

126.3 Compensation
Compensation of any person serving on the Board of Survey
shall be as determined by the President and Board of Trustees.
13. 320 NOTICE OF MEETINGS:
Section 127.41, Notice of Meetings, is hereby deleted in its
entirety and amended to read:
127.41 Meetings
All meetings of the Building Board of Appeals shall be open to
the public pursuant to the Statutes of the State of Illinois.
13. 321 TABLES OF THE 1970 B.O.C.A. BASIC BUILDING CODE:
Code:
Amend the following Tables of the 1970 B.O.C.A. Basic Building
A. Table 5 Line 7 Exitway Access Hallways and Vertical Separa-
tion of Tenant Spaces under Columns 2C and 3C by deleting
"0" and inserting "3/4" hour rating.
B. Table 6 Line L-2 under Columns 4A and 4B shall be limited to
eight (8) dwelling units or less, over eight (8) units not
permitted.
C. Table 6, footnotes "a" and "d" by deleting the phrase
"not specifically required by law"
13. 322 FIRE DISTRICT NO. 1
Section 301.1, Fire District No. 1, is hereby deleted and
amended to read:
301.1 Fire District No. 1
The Fire District shall comprise all property now or hereafter
zoned as office, business or commercial property. Any property
re -zoned or reclassified as office,business or commercial property
shall be within the Fire Limits by virtue of said re -zoning or re-
classification.
301.2 Fire District No. 2 is hereby deleted in its entirety.
13.323 RESTRICTIONS OF FIRE DISTRICT NO. 1:
Section 303, Restrictions of Fire District No. 1, is hereby
amended to read:
303.0 Restrictions of Fire District No. 1
All buildings and structures, and all additions to ex isting
buildings and structures, hereafter erected within the
boundaries of the Fire Limits, shall be of fireproof (type 1);
noncombustible (type 2) construction as defined in article 2
and regulated in table 5; and shall be constructed within the
height and area limitations of table 6; except as herein provided.
303.1 Storm Enclosures
Storm enclosures may be erected of type 2 construction not more
than ten (10) feet in height and not more than three (3) feet
wider than the entrance doors which they serve; provided they do
not project more than twelve (12) inches beyond the building line.
303.2 Sheds, is hereby amended to read:
Sheds open on the long side not more than fifteen (15) feet in
height nor more than five hundred (500) square feEtin area may be
erected of type 2 construction when located not less than six (6)
feet from lot lines.
303.3 Private Garages, is hereby amended to read:
Private garages not more than one (1) story nor more than fifteen
(15) feet in height may be erected of type 2 construction not more
than seven hundred and fifty (750) square feet in area when
located not less than six (6) feet from interior lot lines of any
building.

13. 324 RESTRICTIONS OF FIRE DISTRICT NO. 2:
Section 304, Restrictions of Fire District No. 2, is hereby
deleted in its entirety.
13. 325 SWIMMING POOLS:
Section 406.4, Swimming Pools, is hereby deleted and replaced by
the Swimming Pool regulations of the Village of Elk Grove Village.
13. 326 PARKING LOTS:
Section 424, Parking Lots, is hereby deleted and amended to read:
All parking lots, loading dock areas, vehicle and vehicular type
storage lots shall be constructed in accordance with the require-
ments of the Village of Elk Grove Village.
13. 327 SWIMMING POOLS:
Section 429, Swimming Pools, is hereby deleted in its entirety
and replaced by the Swimming Pool regulations of the Village of Elk
Grove Village.
13. 328 EXIT SIGNS AND LIGHTS:
Section 625, Exit Signs and Lites,is hereby deleted in its entirety
and replaced by the requirements of the Electrical Code of the Village
of Elk Grove Village. ,
13. 329 MEANS OF EGRESS LIGHTING:
Section 626, Means of Egress Lighting, is hereby deleted and re-
placed by the requirements of the Electrical Code of the Village of Elk
Grove Village.
13. 330 TR'AU'OR.ORY CONSTRUCTION:
Section 1302.1, Temporary Construction, is hereby deleted in its
entirety and amended to read:

1302.1Temporary Construction
A. A building permit shall not be issued until the site work,
emergency fire apparatus vehicle access, as determined by the
Fire Chief, capable of supporting an emergency fire apparatus
weighing 42,000 lbs., truck runways, employee parking areas, material
storage yards, as approved, have been constructed in accordance
with said operational plan.
B. A $1,500.00 cash deposit or irrevocable letter of credit,payable
to and on demand by the Village of Elk Grove Village, shall be
deposited with the Village Treasurer.
C. The cash deposit or letter of credit shall be cashed and called
to the extent necessary to meet expenses incurred by the Village
of Elk Grove Village if any aspect of the operational plan is
violated, or if the requirements of Section 13. are not
observed. Construction work shall cease if the level of the cash
deposit or letter of credit is not restored within four business
days and said work shall not be resumed until said deposit re-
quirements are met.
D. Upon successful completion of all construction activities
authorized by a permit and final inspection approval by the Build-
ing Commissioner, the cash deposit or letter of credit then on file
with the Village shall be returned unused to the depositor by
the Village Treasurer.
E. The Building Commissioner may, when the work to be performed
cash deposit or
under a permit is minor in nature or scope, authorize a/letter of
credit or other deposit of less than $1,500.00 to fulfill the above
requirements.

13.331 MAINTENANCE:
Section 1305.0 Maintenance, is hereby amended to include the
following as the last paragraph in the section:
1305.0 Maintenance
A. It shall be unlawful to allow dirt, debris, gravel, stone,
concrete or any other material to be deposited, dropped or
thrown on a street which has been prepared for construction,
repair or reconstruction or which has a bituminous paving
course in place, The Building Commissioner and his authorized
representatives are authorized to stop all construction activity
if upon prior written notice by him to the owner's agent or
general contractor, such materials are not removed within two
(2) hours.
B. Failure of the builder and/or developer to maintain the emergency
fire apparatus vehicle access routes in a useable fashion, as deter-
mined by the Fire Chief or to abide by the approved said operational
plan shall constitute sufficient grounds for the Building Commissioner
to suspend any building permit issued in the affected area.
C. The cash deposit or letter of credit, required under Section
shall be used or cashed to the extent of expenses incurred by the
Village if any Village employee, Village equipment, or Village con-
tracted services are used to remove any such material from any street
as described above. Said expenses shall be determined in accordance
with a schedule of charges approved by the President and Board
of Trustees and on file in the Office of the Village Clerk.
13. 332 SIGNS AND OUTDOOR DISPLAY STRUCTURES:
Article 14, Signs and Outdoor Display Structures, is hereby deleted
in its entirety and amended to read:

Article 14 Signs and Displays
It shall be unlawful to construct, erect, remove, relocate,
expand or alter any sign, display or similar item of any size
or nature without first securing a permit pursuant to the Sign
Regulations of the Village of Elk Grove Village.
13.333 ELECTRIC WIRING AND EQUIPMENT:
Article 15, Electric Wiring and Equipment, is hereby deleted in
its entirety and amended to read:
Article 15, Electric Wiring and Equipment
It shall be unlawful to install any electrical wiring in any
building or structure for lighting, heating, cooling, ventilating
or power without first securing a permit pursuant to the Electric
Code of the Village of Elk Grove Village.
13 .334 PLUMBING, DRAINAGE AND GASPIPING:
Article 17, Plumbing, Drainage and Gaspiping, is hereby deleted
in its entirety and amended to read:
Article 17, Plumbing, Drainage and Gaspiping
It shall be unlawful to install, alter, remove or expand any
plumbing, drainage, or gaspiping facility without first securing
a permit pursuant to the requirements of the Plumbing Code of the
Village of Elk Grove Village.
13 .335 AIR CONDITIONING, REFRIGERATION AND MECHANICAL VENTILATION:
Article 18, Air Conditioning, Refrigeration and Mechanical
Ventilation, is hereby deleted in its entirety and amended to read:

It shall be unlawful to install, alter, remove, expand any air
conditioning, refrigeration, mechanical ventilating or similar
mechanical devices without first securing a permit pursuant to

ARTICLE IV: SPRINKLER, DETECTION AND ALARM CODE
13.401 SCOPE:
The provisions of this article specify where fire protection systems
shall be required in all buildings or structures or parts thereof hereafter
and the 1972 Accumulative Supplement,
erected, pursuant to B.O.C.A. Basic Building Code,/Article 12 Fire Prevention
and Fire Extinguishing Equipment Section 1200.0 thru 1220.4.
13.402 FIRE SPRINKLER SYSTEMS:
1204.1 Where required: is hereby amended to read:
Fire sprinkler systems shall be installed and maintained in full
operating condition as specified in the Mechanical Code and the standards
therein listed in appendix B, provisions shall be made for discharge of
the overflow of water on every story of sprinklered buildings. A minimum
of one four (4) inch floor drain or other approved means shall be provided
and located at least eight (8) feet away from columns and walls for every
5,000 square feet or fraction thereof in multistory buildings and for
every 10,000 square feet in single story buildings. The installation of
the floor drains shall comply with the Plumbing Code of Elk Grove Village.
Sprinklers shall be installed pursuant to Section 13. of this Article.
EXCEPTION:
Where the number of sprinkler heads required is fifty (50) or less,
a partial sprinkler system may be used
403 FIRE DETECTION SYSTEMS:
A complete heat and smoke detection system shall be installed and
maintained in accordance with the provisions of Appendix B of the Mechanical
Code in all buildings herein designated.

A. Residential: All hotels, motels, lodging houses and dormitories
having more than fifteen (15) sleeping rooms above the first or
grade floor and with an occupancy load of fifty (50) or more persons
shall be provided with an approved heat and smoke detection system
in all enclosed common hallways, corridors, meeting rooms and
exitways.
B. Residential: All multi—family dwellings over two stories in height
or more than twenty (20) dwelling units above the first floor shall
be provided with an approved heat and smoke detection system in
all enclosed common hallways, corridors, meeting rooms and exitways.
C. Institutional Buildings: All hospitals, nursing homes, asylums
and similar type buildings shall have an approved type heat and
smoke detection system in all enclosed common corridors, hallways
and exitways.
D. Schools, Churches and Governmental. Buildings: All schools, churches,
and governmental buildings over one thousand (1000) square feet in area
shall be equipped with an approved heat and smoke detection system.
E. Restaurants: All restaurants with a seating capacity of more than
forty (40) persons shall be equipped with an approved heat and
smoke detection system.
F. Bowling Alleys and Recreational Purpose Buildings: All bowling alleys
and recreational purpose buildings shall be.equipped with an approved
heat and smoke detection system.
G. Theatres and Assembly Halls: All theatres and assembly halls with
a seating capacity of more than two hundred (200) persons shall
be equipped with an approved heat and smoke detection system.
H. Office Buildings: All office buildings over two (2) stories in
height shall be equipped with an approved heat and smoke detection

system in all enclosed common corridors, hallways, meeting rooms
and exitways.
I. Air Plenum Areas: All building and areas of buildings which are
permitted to use hollow spaces as an air plenum and the gross area
of the plenum is fifteen hundred (1500) square feet or more shall
be equipped with an approved heat and smoke detection system.
13. 404 SYSTEM SUPERVISION:
All heat and smoke detection systems shall have a direct connection
to the Elk Grove Village Fire Department Communications Center or an alternate
method of connection as approved by the Fire Chief.
13. 405 MANUAL FIRE ALARM SYSTEMS:
A manual fire alarm system shall be required, installed and maintained
in all buildings herein designated:
A. In buildings of Use Group A. (high hazard) occupancies, over
one story in height.
B. In buildings of Use Group C (mercantile) occupancies more than
one (1) story in height.
C. In buildings of Use Groups B-1 (storage -moderate), B-2
(storage -low) and D (industrial) occupancies more than two
(2) stories in height or more than one hundred and fifty
thousand (150,000) square feet in area.
D. In buildings of Use Group E (business) occupancies six (6)
stories or more in height.
E. In buildings of Use Group F-4 (assembly, education) occupancies.
F. In buildings of Use Group H (institutional) occupancies.
G. In buildings of Use Group L-1 (residential, hotel) occupancies
having more than fifteen (15) sleeping rooms above the first or
grade floor and with an occupancy load of fifty (50) persons

or more.
H. In buildings of Use Group L-2 (residential -Multi -family) occupan-
cies six (6) or more stories in height.
13.406 APPROVAL:
Manual pull stations shall be approved for the particular application
and shall be used for fire protective signaling purposes only. Alarm boxes
shall be painted a distinctive red color.
13.407 REQUIREMENTS:
Fire alarm systems shall be of the closed circuit type and shall be
electrically or mechanically supervised. In addition, such systems shall
comply with the provisions of Appendix B of the Mechanical Code.
13.408 EACH FLOOR SHALL BE ZONED SEPARATELY:
If the floor area exceeds twenty thousand (20,000) square feet,
additional zoning shall be provided. In no case shall the length of any zone
exceed two hundred (200) feet in any direction. Zoning indicator panels and
controls shall be located as approved by the building official, upon the advice
of the Fire Chief. Annunciators shall lock in until the system is re -set.
13.409 LOCATION:
Manual pull stations shall be located in each common corridor of each
story including basements or cellars, so that from each common corridor door,
not more than one hundred (100) feet will be traversed in order to reach a
manual station. Stations shall be located as near as possible and not more
than five (5) feet from each stair exitway. Where corridors are not provided,
manual stations shall be located so that no point in the building is more than
one hundred (100) feet from a station. Where a stage is provided, a manual
pull station shall be located adjacent to the lighting control panel. Manual
pull stations shall be located at or near each exitway from all stories of the
building.

13. 410 SYSTEM SUPERVISION:
All manual fire alarm systems shall have a direct connection to the Elk
Grove Village Fire Department Communications Center or an alternate method
of connection as approved by the Fire Chief.
13. 411 APPEAL:
Appeals to this Article may be taken pursuant to the provisions and
procedures of Section 127.1 of the 1970 B.O.C.A. Basic Building Code and the
1972 Accumulative Supplement thereto.

ARTICLE V- ELECTRICAL CODE
13.501 PERMIT REQUIRED:
All persons, firms, companies or. corporations shall, before
beginning any installation, alteration or change of electrical wiring
or equipment in the Village, obtain a permit for such work. Permits
for the installation, alteration and use of electrical equipment shall
be issued upon receipt of an application made out on a form to be fur-
nished by the Village of Elk Grove Village. Such applications shall
describe in detail the proposed material and apparatus to be installed
and the class of work to be done.
The application for each such permit shall contain the name of
the owner or user of the electrical equipment to be installed, altered
or changed, and the location of such work by correct address, street
and number, also the name and address of person, firm, company or cor-
poration making the installation and name of qualified electrician.
13. 502 DEFINITION:
The term "electrical equipment" as used in this article means
conductors and equipment installed for the utilization of electricity
supplied for lights, heat or power, but does not include test set ups,
radio apparatus or equipment for wireless reception of sounds and signals,
and does not include apparatus, conductors and other equipment installed
for or by public utilities, including common carriers, which are installed
under the jurisdiction of the Illinois Commerce Commission, for use in
their operation as public utilities.
13.503 PERIODIC PERMITS:
A Periodic Permit for the installation, alteration and repair of
electrical conductors and equipment may be issued to a person only where

such electrical work is to be performed in or on the premises or property
owned or controlled by the said person, and used exclusively by him to
conduct his business.
It shall be unlawful to obtain a Periodic Permit under the terms
of this article for the installation, alteration and repair of electrical
conductors or apparatus where such work is performed under or by contract.
No Periodic Permit shall be issued to any person until a qualified
electrician is appointed as required by this Code
Where an applicant has complied with this Code, the Chief Electrical
Inspector or his authorized representative shall certify him as a qualified
electrician to said person, firm. or corporation.
13.507 QUALIFIED ELECTRICIAN:
Before any permit to install, alter or repair electrical work shall
be issued to any person, entitled to secure permits under the electrical
regulations of this Code, he shall appoint or employ a person who may him-
self or some other person who, for the purpose of the electrical regulations
of this Code, shall be known as a Qualified Electrician. The person so
appointed or employed to act as a Qualified Electrician shall, before starting
as such Qualified Electrician, be required to comply with this Code.
13.508 CERTIFICATION OF QUALIFIED ELECTRICIAN:
To act as Qualified Electrician, the applicant shall be not less than
twenty-one (21) years of age, and shall have at least four years of exper-
ience in the installation, alteration, repair and maintenance of electrical
wires, equipment and apparatus, or an experience equivalent thereto.

Names and addresses of employers, time employed, and in what capacity, and
proof of such service shall be furnished to the Chief Electrical Inspector.
The applicant may be required to answer correctly, a reasonable number of
questions in writing to show that he has sufficient knowledge and technical
training to perform said electrical work.
When an Electrical Contractor or his employee shall. have complied
with the requirements of Section 13.408, the Chief Electrical Inspector
or his duly authorized deputy shall certify him as a Qualified Electrician
to a Registered Contractor by placing his name on a Registration Certif-
icate issued to the Electrical Contractor.
Whenever a Qualified Electrician shall leave or be discharged from
the employ of any person or firm required to employ a Qualified Electrician,
within 14 days, written notice shall be given the Building Commissioner by
the enIiplover. Permit privileges of such person or firm shall be suspended
Until a Certified Qualified Electrician is employed or appointed.
An annual., semi-annual or quarterly permit, (Periodic Permit) for
the installation, alteration, and repair of electrical wires and apparatus
may be issued, and renewal permits issued at the expiration date of original
permit, to per3ons where, due to their method of operation or the nature
of their business, it is necessary to make frequent alterations and changes
of their electrical equipment.
Before any annual, semi-annual or quarterly permit (Periodic Permit)
shall be issued to any person, he shall appoint or employ a Qualified
Electrician in conformity with this Code.

13. 513 PERMIT AND INSPECTION FEES:
All permit and inspection fees under this Article shall be as es-
tablished by the President and Board of Trustees.
13.514 ENTRY POWERS:
The provisions for inspections of work authorized by permits issued
by the Village shall not be construed as prohibiting the inspection of
any electrical wiring or apparatus now or whenever installed, whenever
the electrical inspector shall determine that public safety requires
such inspection. No inspection fee shall be charged for this inspection,
but if it is determined necessary to replace any incorrect or defective
wiring or apparatus upon such inspection, a permit in like manner as the
original shall be obtained.
ADOPTION OF CODE:
The National Electric Code, 1971 Edition, is hereby adopted by
the Village of Elk Grove Village as its official Electrical Code and shall
continue to be and its provisions shall continue to be controlling in the
electrical wiring and electrical construction of all buildings and structures
within the corporate limits of the Village, except insofar as the pro-
visions contained in this Article may be in conflict therewith, in which
event the provisions contained in this Article shall prevail and said pro-
visions of the National Electrical Code in conflict therewith shall be of
no force and effect.
13.516 CONSTRUCTION REGULATIONS FOR SINGLE AND MULTI -FAMILY RESIDENTIAL WIRING:
A. All wiring changes or additions to electrical systems in resi-

dentes previously constructed shall be of rigid metallic con-
duit or electrical metallic tubing where possible. All elec-
trical systems in new residences shall be of rigid metallic
conduit or electrical metallic tubing unless hereafter stated.
1. Where necessary to fish through existing partition,
BX or flexible conduit may be used, not to exceed
feet
three beyond said partition.
2. When a question arises as to methods or materials used,
.the ruling of the chief electrical inspector or
his duly authorized deputy shall govern.
3. Low -Voltage signal and temperature controls may be run
exposed in accessible areas when not subject to mechan-
ical injury.
B. All service entrance conductors shall be installed in one and
one quarter inch rigid heavywall metallic conduit or larger,
with one hundred (100) ampere main switch or larger and with a
cabinet- having a minimum of 16 circuits. Split bus or multiple
service disconnects are not acceptable and will not be approved.
1. There shall be a main disconnect for each dwelling
unit.
2. Tandem (duplex) circuit breakers are not allowed.
C. In all cases service entrance conductors must be adequate
for the connected load.
D. When grounding for combination systems and equipment, the ground
wire shall be run directly from the neutral in the service dis-
connect or distribution cabinet to the street side of the water
shut off valve.

1. In all basementless homes of slab or other construction,
entry of water service of shut off valve shall be the
location of ground connection.
2. An approved ground clamp and metal identification tag
must be used at the water shut off valve.
E. Each closet, storage area, 6 square feet or larger shall have a
ceiling light.
F. Circuits wired with No. 12 gauge wire shall have not more than
thirteen outlets or receptacles for general lighting purposes
connected thereto.
C. Circuits wired with N0. 14 gauge wire shall have not more than
ten outlets or receptacles for general lighting purposes con-
nected thereto.
11. In any case a circuit shall be able to carry any designed load
connected thereto.
I. All outlets installed outdoors shall be approved for such use.
1. A minimum of one switched lighting fixture shall be
required at front and rear entrances and exits.
2. A minimum of one switched weatherprodf duplex re-
ceptacle shall be suitably located in the front of the
building. A minimum of one weatherproof duplex re-
ceptacle shall be suitably located in the rear.
3. A minimum of one weatherproof duplex receptacle shall
be provided for any directly connected porch, balcony or
similar structures or areas.
J. Wires shall not be drawn into conduit until wall finishes are
applied and all mechanical work is completed, without written

consent of the Chief Electrical Inspector or his duly author-
ized deputy.
K. All fixtures installed over kitchen sinks or in bathrooms to be
controlled by a wall switch. All bathrooms to have at least one
unswitched receptacle.
L. At least one wall receptacle for each twelve feet of lineal wall
space as measured horizontally around the room at the base line,
including all doors or window openings in every kitchen, dining
room, breakfast room, living room, parlor, library, den, sun
room, recreation room, bedroom and hallways. A minimum of one
lighting outlet shall be installed in all accessible attics and
crawl spaces, said light to be switched from outside of the
entrance to the area.
M. Drop cards shall not be installed without the written permission
of the Chief Electrical Inspector or his duly authorized deputy.
N. All detached structures requiring electrical service shall be
served underground in a. approved manner, and shall be suitably
protected against physical damage.
0. All applications for permits to install or alter electrical
wiring systems shall include plans or sketches indicating the
.following information:
Outlets connected to same circuit, number of outlets on each
circuit, number of outlets proposed, number and size of wire
to be drawn in conduit and complete service and all feeder riser
diagrams and grounding methods and material to be used.
P. All installations or alterations of electrical equipment shall
be inspected before any of the work is concealed. Any person,
firm, company or corporation shall notify the Chief Electrical
Inspector or his duly authorized dentuy, giving twenty-four (24)
hours before the required electrical inspection.

1. The Chief Electrical inspector or his duly authorized deputy
is herein empowered to remove or cause to be removed from said
building any material which might interfere with a thorough in-
spection. Said removal shall be at owner's expense.
2. After wires are drawn in the conduits and properly spliced, it
shall be the duty of the person, firm, company or corporation
to notify the Chief Electrical Inspector or his duly authorized
deputy who shall inspect such work within twenty-four (24)
hours of such notice being given.
3. It shall be unlawful to use or turn on power into, or induce any
electric current to flow through any wires or equipment here-
after installed until approved by the Chief Electrical Inspec-
tor. Commonwealth Edison Company shall not be permitted to in-
stall a service meter unless approved by Chief Electrical Ins-
pector.
4: The foregoing does not restrict the issuance of a temporary ap-
proval by the.Chief Electrical Inspector or his duly authorized
deputy for the use of electricity for construction purposes.
Q. Multi -family construction, except a two-family structure, shall be pro-
vided with Exit and Emergency lighting as provided in 13.417-F hereof.
13.517 CONSTRUCTION REGULATIONS FOR COMMERCIAL AND INDUSTRIAL WIRING:
A. Definition: Commercial and industrial buildings shall by definition in-
clude all buildings or structures not used for residential purposes.
B. Provisions for Commercial and Industrial wiring:
1. Tandem (duplex) circuit breakers are not permitted.
2. Service entrance equipment for all Commercial and Industrial
buildings shall be rated one hundred amperes or larger.
3. Service equipment may have multiple disconnects, but they shall
be in one common enclosure.
(a) Drawings shall be submitted to the Electrical Inspection
Department of Elk Grove Village for

approval before any custom built electrical
equipment rated 1,000 amperes or larger is
installed for use in service or distribution
wiring, system.
(b) The switchboard manufacturer who builds or
assembles the service equipment shall submit
three sets of detail drawings of his proposal,
including the current interrupting capacity
of all overcurrent deviced, to the Utility In-
spection Department (or the individual working
for the Utility and designated by them as their
plan examiner) who upon approval will retain
one copy, stamp with their approval the two re-
maining copies of the drawings and forward them
to the Department of Electrical Inspection.of
Elk Grove Village, who in turn will, upon
approval, attach the Village approval stamp and
return one copy to the submitter bearing the
approval stamp of both the Village and the
Utility and any changes, corrections, additions
or deletions necessary for approval.
C. Pendant hung flexible cable and cord will be permitted with the
written approval of the Chief Electrical Inspector or his duly
authorized deputy under those circumstances where the use of
flexible cord as a wiring method is necessary to the method of
operation due to frequent alterations and changes of the elec-
trical. equipment. All such cables shall contain a GROUND con-
ductor and shall be terminated in approved fittings.

D. All electric wiring systems shall be in conduit or approved
metal enclosures protected from mechanical injury. BX or
type SE cable will not be permitted.
E. The primary disconnects for transformers shall be located in
sight of the transformer.
F. Exit and Emergency Lighting circuits and systems are required and
they shall be installed according to Article 700 of National
Electrical Code, 1971:
1. All exit Areas shall be adequately lighted by elec-
tricity. Except in single family and two family
dwellings such lighting shall be continuous during the
time that conditions of occupancy require that exit -
ways be open or available and the intensity of lighting
required in section 6-(b) is not provided by means
of natural light.
2. Intensity. Normal intensity of lighting shall be not
less than three foot candles per square foot on the floor
and surfaces of all exitways.
3. Lighting during Performances. Lighting on the floor
of exit aisles in places of assembly, where theatrical,
motion picture or other use requires darkened condition-
ing, may be reduced to not less than one foot candle
per square foot during the time of performance.
4. Exit, stairway, fire escape and directional signs,
iluminated by electricity, shall be installed and
maintained in all existing buildings and buildings
hereafter erected, altered or converted in accordance
with the provisions of Article 700 of the 1971 Edition

of the National Electrical Code and this ordinance.
5. Exit, stairway, fire escape and directional signs
shall be installed to mark all required ways of
egress and exits in the following buildings:
(a) Multiple dwellings of the corridor type.
(b) Institutional buildings.
(c) Assembly units.
(d) Schools.
(e) Open air assembly units with a capacity
exceeding 250 persons where such a unit is
used at any time when natural light does not
clearly indicate all means of egress.
(f) Business units, mercantile units, industrial
units, storage units and hazardous use units.
(g) Theaters.
(h) Churches.
(i) Hospitals.
6. Exit signs shall be of the phosphorescent type.
Every such sign shall be internally illuminated by
25 watt or larger incandescent or equivalent lamp.
Phosphorescent signs shall be made of materials
which meet or exceed the Elk Grove Village specifi-
cations. No person shall install or use any such
sign until it has been approved by the Chief Electrical
Inspector or his duly authorized deputy.
7. In existing buildings phosphorescent signs may be
installed on unswitched steady burning circuits with
the written permission of the Chief Electrical Inspector

or his duly authorized deputy.
8. In new industrial buildings phosphorescent signs may
be installed on unswitched steady burning circuits when
Emergency lighting units as specified in 700-22 of the
1971 Edition of the National Electrical Code and this
ordinance are installed with the written permission of
the Chief Electrical Inspector or his duly author-
ized deputy. These may be battery operated signs
meeting the requirements of paragraph 9.
9. Emergency lighting units as installed under 700-22 of
the 1971 Edition of the National Electrical Code,
shall contain a built in automatic method for re-
charging batteries and shall be installed on un -
switched steady burning circuits. Batteries must
be replaced at least once every seven years following
initial installation.
10. Paragraph 700-22 of. the National Electrical Code, 1.971
Edition, is mandatory in any building employing 6
or more people and having any area that would be unsafe
or in total darkness in the event of a total power
failure.
13.518 ALL INSTALLATIONS OR ALTERATIONS OF ELECTRICAL EQUIPMENT SHALL BE INSPECTED
BEFORE ANY OF THE WORK IS CONCEALED:
Any person, firm, company or corporation shall notify the Chief
Electrical Inspector or his duly authorized deputy,.giving him twenty-four
hours before the required electrical inspection.
A. The Chief Electrical Inspector or his duly authorized deputy is
therein empowered to remove or cause to be removed from said

building any material which might interfere with a thorough
inspection. Said removal shall be at owner's expense.
B. After wires are drawn in the conduits and properly spliced, it
shall be the duty of the persin, firm, company or corporation to
notify the Chief Electrical Inspector or his duly authorized

C. The Chief Electrical Inspector or his duly authorized deputy shall
certify approval after the completion of installation of all
wiring or all apparatus of said work is found to be in full
compliance of the terms of this Article and with the rules
adopted.
D. It shall be unlawful to use or turn on power into, or induce any
electric current to flow through any wires or equipment hereafter
installed until approved by the Chief Electrical Inspector.
Commonwelath Edison Company shall not be permitted to install a
service meter unless approved by the Chief Electrical Inspector.
E. The foregoing does not restrict the issuance of a temporary
approval by the Chief. Electrical Inspector or his duly authorized
deputy for the use of electricity for construction purposes.
R:
ARTICLE VI: PLUMPING
13.601 PERMIT REQUIRED:
No plumbing work shall be commenced or installed in any place
in the Village unless a permit therefor is first obtained.
Application for such permits shall be made on forms prepared by the
Building Commissioner and shall state thereon the name of the person
or contractor in charge of the installation and the nature and extent
of the proposed installation.
13.602 FEES:
The fees for plumbing permit shall be as established by the
President and Board of Trustees.
13.603 NEW PLUMBING - EXPOSED FOR INSPECTIONS:
In all buildings hereafter erected both public and private, and
in all buildings already built or erected wherein and plumbing is
hereafter installed or wherein any sewer connection pipe shall be
hereafter repaired or changed, except for minor repairs, on the sewer
side of the trap, the drain, soil, rainwater and other pipe
or pipes directly or indirectly connected into any drain, soil
or waste pipe and all traps shall be exposed for view for
inspection and test by the Building Commissioner, and shall not
be covered until such test is made as required under Article 18
entitled Inspection Tests and Maintenance of the 1970 BOCA Basic
Plumbing Code.

13, 604 ADOPTION OE REGULATIONS:
The provisions of the Building Officials and Code Administrators Inter-
national, Inc. B.O.C.A. Basic Plumbing Code Second Edition 1970 and the 1972
Accumulative Supplement thereto as amended by the Municipal Building Code is
hereby adopted as the regulations governing the design, installation, alter-
ation, repair and maintenance of plumbing systems installed in Elk Grove
I Village.
13 � 05 ENFORCEMENT OF PROVISIONS:
It shall be the duty of the Building Commissioner and any
deputies to enforce the provisions of this Code. The•Building
Commissioner is hereby empowered to make such inspections as may
be necessary for the enforcement of these provisions, and to make
any tests or examination of materials or methods to be used, for
the purpose of determining compliance with the provisions of this
chapter.

F. Delete Section P-1001.3 and add NEW SECTION as follows:
Section P-1001.3 PROHIBITED TRAPS --The following type traps are
prohibited:
a. Traps which depend upon moving parts to maintain
their seal.
b. Bell traps.
c. Crown vented traps.
d. Separate fixture traps which depend on interior partitions
for their seal.
e. "S" traps.
G.Add Section P-1001.9 a new section as follows:
ion P-1001.9 TRAP CLEANOUTS--Each fixture trap, except those cast
integral or in combination with fixtures in which the trap
seal is readily accessible or except when a portion of the
trap is readily removable for cleaning purposes, shall have
an accessible trap screw of ample size protected by this
water seal. The screw shall be of brass or other non -corrodible
material. Cleanouts on the seal of the trap shall be made
tight with threaded cleanout plug and approved washer.
H. Add Section P-1001.10 a new section as follows:
Section P-1001.10 DRUM TRAPS --Drum traps shall be limited to special
fixtures designed for drum traps and approved by the Building

Commissioner. Drum traps shall be 3 or 4 inches in
diameter and shall be provided with a water seal of
not less than 2 inches. The trap cleanout shall be
one size less than the trap diameter.
I. Delete Section P-1106.0 of ARTICLE 11 and add NEW SECTION as follows:
Section P-1106.0 MANHOLES FOR LARGER PIPES --For underground piping
over 10 inches in diameter, manholes shall be provided and
located at every major change of direction, grade, elevation
or size of pipe or at intervals of not more than 150 feet.
Metal covers shall be provided for the manholes and shall be
of sufficient weight to meet local traffic and loading
conditions.
J. Delete Section P-1206.32 of ARTICLE 12 and add NEW SECTION as follows:
Section P-1206.32 FLUSH VALVES IN FLUSH TANKS --Flush valve seats in
tanks for flushing water closets shall be at least 1 inch
above the flood level rim of the bowl connected thereto,
except in approved water closet and flush tank combinations
designed so that when the tank is flushed and the fixture
is clogged or partially clogged, the flush valve will close
tightly so that water will not spill continously over the
rim of the bowl or backflow from the bowl to the tank. All
flush valves shall be of the anti -siphon type.
K. Delete Section 1209.2 and add NEW SECTION as follows:
Section 1209.2 SHOWER WASTE OUTLET --Waste outlets serving showers
shall be at least two inches in diameter and for other than those
in bathtubs shall have removable strainers not less than three inches

in diameter having strainer openings not less than
one-quarter (1/4) inch in minimum dimension. Where
each shower space is not provided with an individual
waste outlet, the waste outlet must be so located and
the floor so pitched that waste water from one shower
does not flow over the floor area serving another
shower. Waste outlets shall be securely fastened to
the waste pipe making a water -tight connection thereto.

DeletsSection P-1218.1 and add new sections as follows:
Section Q-1218.0 DRINKING FOUNTAINS
P-1218.1. Design and Construction --Drinking fountains
shall conform to the standard, specifications for
Drinking Fountains as indicated in Table -404.1.
P•1218.2. Protection of Water Supply --Stream projectors
shall be so assembled as to provide an orifice elevation
as specified by the standards,Air Gaps in Plumbing
Systems (USA A40.1-1942) and Backflow Preventers in
Plumbing Systems (USA A40.6-1943) as follows:
a. Minimum Elevation. All drinking fountain nozzles
including those which may at times extend through a
water surface with orifice not greater than 7/16 (0.440)
inch diameter or 0.1.0 square inch area shall be placed
so that the lower edge of the nozzle orifice is at an
elevation not less than 3/4 inch above the flood level
rim of the receptacle.
b. The 3/4 inch elevation shall also apply to nozzles with
more than one orifice, provided that the sum of the
area of all orifices shall not exceed the area of a
circle 7/16 inch in diameter.
P-1218.3. Material. --The founP.ain should be constructed of
impervious material, such as vitreous china,porcelain,
enameled cast iron, other metals, or stoneware. (See
Table P 404.1.)

P-1218.4. Installation --The jet of the fountain
should issue from a nozzle of non -oxidizing
non-toxic, impervious material set at an angle
from the vertical such as to prevent the return of
water in the jet to the orifice or orifices from whence
the jet issues. The nozzle and every other opening
in the water pope or conductor leading to the nozzle
should be above the edge of the bowl, so that such
nozzle or opening cannot be flooded in case a drain
from the bowl of the fountain becomes clogged.
P-1218.5. Protection --The end of the nozzle should be
protected by non -oxidizing non-toxic, impervious guards
to prevent the mouth and nose of the user from coming
into contact with the nozzle. Guards should be so
designed that the possibility of transmission of
infection by touching the guards is reduced to a
minimum.
P-1218.6. Spattering --The inclined jet of water from
the nozzle should not touch the guard, and thereby
cause spattering.
P-1218.7. Cleansing --The bowl of the fountain should
be so designed and proportioned as to be free from
corners which would be difficult to clean or which
would collect dirt.
P-1218.8. Splashing --The bowl of the fountain should
be so proportioned as to prevent unnecessary
splashing at a point where the jet falls
into the bowl.
P-1218-9. Traps --The drain from the fountain should not
have a direct physical connection with a waste
pipe, unless the drain is trapped.
P-1218.10. Flow Regulator --The water supply pipe should be
provided with an adjustable valve fitted with a
loose key stop or automatic valve permitting the
regulation of the rate of flow of water to the
fountain so that the valve manipulated by the
users of the fountain will merely turn the water
on or off.
P-1218.11 Height. --The height of the fountain at the drinking
level should be such as to be most convenient to persons
using the fountain. The provision of several step-like
elevations to the floor at fountains will permit children
of various ages to utilize the fountain.
P-1218.12. Flow --The waste opening and pipe should be of
sufficient size to carry off the water promptly. The
opening should be provided with a strainer.

13.607 COPY OF PLUMBING CODE:
Three (3) copies of the B.O.C.A. Basic Plumbing Code shall be
available for examination in the Office of the Village Clerk.
13.608 SEPARATE DRAINAGE FOR BUILDING:
Every building shall be separately and independently connected
to a public or private sewer. Where two or more buildings are on
one lot, the Building Commissioner may approve a common sewer lateral
connection to serve the buildings.
13.609 STANDARDS:
All work done on any plumbing system shall be performed in an efficient
and workmanlike manner.

ARTICLE VIT: MECHANICAL CODE
13.701 SCOPE:
The design and installation of mechanical systems, including heating
systems, ventilating systems, steam and hot water heating systems, process
piping, boilers and pressure vessels, appliances utilizing gas, liquid or
solid fuel, chimneys and vents, mechanical refrigeration systems, fireplaces,
barbecues, incinerators, crematories, fire protection systems.
13.702 NOT INCLUDED:
Installation of plumbing systems, as defined in the Plumbing Code,
are not covered by the provisions of this code.
13.703 PERMIT REQUIRED:
All persons, firms, companies or corporations shall, before beginning
any installation, alteration or change of mechanical systems or equipment in
the Village, obtain a permit for such work.
13.704 APPLICATION FOR MECHANICAL PERMITS:
Application for a permit for mechanical work shall be made on forms
prepared and provided by the Building Commissioner and shall be accompanied
by an adequate description of the proposed mechanical work, plans and
specifications, and the application fee established by the Village.
13.705 PERMIT FEES SHALL BE:
All permit fees under this Article shall be as established by the
President and Board of Trustees.

13.7 06 ADOPTION OF REGULATIONS:
The provisions of the 1971 Edition of the BOCA Basic Mechanical Code
as approved by the Building Officials and Code Administrators International,
Inc. as amended by Section 13 are hereby adopted as the regulations
governing the design, installation, alteration, repair and maintenance
of mechanical systems installed in Elk Grove Village.

It shall be the duty of the Building Commissioner or his authorized re-
presentative to enforce the provisions of this code. The Building Commissioner is
hereby empowered to make such inspections as may be necessary for the enforcement of
these provisions, and to make any tests or examinations of materials or methods
to be used, for the purpose of determining compliance with the provisions of this
chapter.

Section Three: Savings Clause.
If any section, sub -section, or sentence, clause, or phrase
of this Ordinance is for any reason declared or held in-
valid by a court of competent jurisdiction, such decision
or decisions shall not affect the validity of the remaining
portions of this Ordinance:
Section Four: Ordinances Revealed.
All other Ordinances, or parts of Ordinances heretofore en-
acted by the Village of Elk Grove Village in conflict with
this Ordinance are hereby repealed.
Section Five: Penalty.
Any person, firm or corporation violating any provision of
this Ordinance shall be fined not less than Five Dollars
($5.00) nor more than Five Hundred Dollars ($500.00) for
each offense, and a separate offense shall be deemed
committed on each day, commencing from date of official noti-
fication, during or on which a violation or failure to comply
occurs or continues.
Section Six: Effective Date.
This Ordinance shall be in full force and effect from and
after its passage, approval, and publication in pamphlet
form as provided by law and ordinance of the Village of Elk
Grove Village.
