AN ORDINANCE REZONING PROPERTY FOR THE
USE OF MACK TRUCKS, INC. IN THE VILLAGE
OF ELK GROVE VILLAGE. ILLINOIS
WHEREAS, Mack Trucks, Inc, has applied to the Planning
Commission of the Village of Elk Grove Village, Illinois sitting
as a zoning Commission, at a public hearing duly called according
to law to consider the question of reclassifying the real estate
hereinafter described From M--2 to the B-1 Business Classification;
and,
WHEREAS, Mack 7':cucks, Inc. has detailed the nature of
its operation in a conmui--i_cat.i.on between itself and Mr. Cha7_les
A. Willis, dated August 26, 1970, signed by R. L. Beal, a copy
of which correspondence is attached hereto; and
WHEREAS, the President and Board of Trustees of the
Village of Elk Grove Village, having considered the application of
Mack Trucks, Inc. and its communication heretofore referred to,
and the willingness of said Mack Trucks, Inc, to have said premises
rezoned "Manufacturing" at a subsequent date, provided that the uses
as stated in the communication are permitted uses under a new manu-
facturing classification contemplated by the Village; and
WHEREAS, so as to permit the immediate operation of the
Mack Trucks operation in accordance with their communication and
being that the President and Board of Trustees believe it to be to
the best interests of the Village that said be done,
NOW, THEREFORE, BE IT ORiJAINED, by the President and
Board of Trustees of the Village of Elk Grove Village, Illinois,
Cook and DuPage, Counties:
Section 1: That an Ordinance entitled "An Ordinance to
Regulate and Limit the Height and Bulk of Buildings; to Regulate
and Limit the Intensity of the Use of Lot Areas, and to Regulate
and Determine the Areas of Open Space within and surrounding such
Buildings; to Classify, Regulate and Restrict the Location of
Trades and Industries and the Location of Buildings designed,
for Specified Industrial Business, Residential and Other uses;
to Divide the Entire Village of Elk Grove Village into Districts
for the Purpose of this Ordinance; to Fix Standards to which Build-
ings or Structures shall conform; to prohobit Uses, Buildings or
Structures incompatible with the Character of Such Districts
Respectively; and to Prevent Additions to and Alterations or
Remodeling of Existing Buildings or Structures in such a way as
to avoid the Restrictions and Limitations Lawfully imposed here-
under, and to Provide Penalties for Violation hereof," passed
and approved July 8, 1957, known as Ordinance No. 20,as amended,
be amended by reclassifying the following described real estate
from M-2 to B-1:
LOT 10 in Centex Industrial Park, Unit 2,
Being a subdivision of Section 35, Township 41
North, Range 11, East: of the Third Principal
Meridian, Cook County, Illinois, also known as
2000 Elmhurst Road, Elk Grove Village, Illinois.
Section 2: That said real estate as reclassified
shall be subject to all the limitations and conditions placed
upon properties in the B-1 classifications as defined in the
ordinance aforementioned.
Section 3: That any person, firm or corporation who
violates, disobeys, omits, neglects or refuses to comply with or
who resists the enforcement of any of the provisions of this
ordinance shall be fined not more than One Hundred Dollars ($100.00)
for each offense, and each day that a violation is permitted to
exist shall constitute a separate offense.

Section 4: That this Ordinance shall be in full
force and effect from and after its passage, approval and
publication, according to law.

We would like to take this opportunity to explain in greater
detail the proposed Branch operation of Mack Trucks, Inc.,, in
Elk Grove Village. Our business is divided into four (14) major
areas which are:
1. New Trucks -- We will have seven (7) salesmen that cover
Kane, DuPage, Lake and Northern Cool: Counties. In 1.969
we sold 220 trucks in this area and we forecast in excess
of 300 in 1971, if we can establish in the proposed
location at 2000 Elmhurst Road. The nature of our
business is such that the salesmen almost always calls on
the customer at his place of business.
We sell capital equipment which usually costs in excess of
$20,000. to businessmen.
Therefore our business does not lend itself to walk-in
trade such as the passenger car and light-duty truck
business. We will have no showroom or Mass Media ad-
vertising which are also associated with the passenger
car industry. Our potential market is Limited so in short,
"we go where the market is".
2. Parts - As I explained at the August 25th Board Meeting, our
parts sales are primarily limited to Mack owners and these
customers are serviced by our parts delivery trucks in
most instances. Again this in the true sense is not a
consumer retail operation in that we would not have the
public coming in to purchase parts. We estimate our parts
sales in 1971 to be $675,000.
3• Service - Our service center will be used primarily to
prepare new trucks for delivery, recondition used trucks
and provide warranty repairs. There will`be some customer
work on Mack Trucks, but the majority of our customers
have their own service facilities.
4. Used Trucks - We have approximately two (2) trades for
every three neer trucks sold and the average price is in
excess of $5,000.00. A good percentage of our trades are
wholesaled and the more expensive ones are reconditioned
and sold for as much as $10,000. to $12,000.

Again most of these sales are made at the
customer's place of business and not at
the Branch location.
Because the nature of our business is such as I have
outlined, I feel that we are not in the retail business
as generally defined. I would venture a guess that you
have wholesalers or distributors and manufacturing firms
in the industrial park with more customers than vie anticipate
serving from the new location because of the limited market.
When our Board of Directors approved the appropriation for
this new location we had to supply them with a five (5)
year sales projection. We conservatively estimated 1975
sales at $12,550,000. (This is $5,000,000. over 1971's
forecast). You can see that we plan to grovi in the future
and vie believe that as a member of your community we will
be an asset to your continued growth.
Transportation is an important part in industrial site
location. You have provided for railroads, you are next to
O'Hare Field and with a Motor Truck Nanufacturer's Branch
Operation within Elk Grove Village you will have transportation
facilities second -to -none.
