ION 8.005 Or I W MUNICIPAL CODE Ok ELI: GROVC VILLAGE PPRTAINICG TO CURBS AND GUI PERS AND SIDE`:!ALA SPLCII ICATIONS NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Elk Grove Village, Counties or Cook and Du Paye, Illinois: Section 1: That Section 8.005 beginning on page 55d-2 and ending on page 55c of the Municipal Code of Elk Grove Village relating to Curbs and Gutters and Sidewalks be amended to read as follows: Cures and Gutters (Amended) A suitable concrete curb and gutter shall be constructed along the outside lines of all street pavements. Said curbs and gutters shall be constructed of concrete, 3500 PSI strength at fourteen (14) days, and contain two one-half (1.") inch metal reinforcing rods in residential areas, two three-quarter (3/4") inch rods in industrial and commercial areas and shall be subject to the approval of the Village Engineer. Expansion joints one-half ()") inch thick shall be placed at intervals of 50 feet in the curb and whore specified by the Village Engineer. Two three-quarter (3/4") inch dowels shall be provider) at every expansion joint. Sidewalks (Amended) If the property subdivided is located within the Village or immediately adjacent thereto, sidewalks shall be required. Walks without parkways between street pavement and walks are prohibited. All sidewalks shall be constructed in accordance with the following Ell-, Grove Village Sidewalk Standards: A. General The work performed under these standards shall consist of the construction of Portland cement concrete sidewalks constructed as described herein. Such sidewalks shall have a minimum width of 4 feet and a minimum thickness of five inches. Where adjecant sidewalks exist, sidewalks shall be eons[ructed to pact the grade of such sidewalks or as may be directed by the Village Enginecr or his representative. The location of sidewalks and grade for sidewalks when no adjacent sidowa.lks exist, shall be as directed by tho Vi 11PE2 Cngincor or his representative. C. Composition Consistent Mixing, Placinu, Compacting, Finishin, and Curing of Concrete Sidewalk shall be constructed of Class X concrete as defined in Sec- tion 52 of the Standard Specifications and SucRlemental Snccifications aforesaid. The composition, consistency, mixing, placing, compacting, finishing and curing of concrete for sidauali; shall be in accordance with the requirements of the applicable paragraphs of said Section 52 and the. Scpplems_ntal Specifications, except for requirements that may be otherwise stated herein which shall talc: precedent over the. Standard Specification and Supplem_ntal_Specificrtions. D. Proportioning Concrete The proportions of cewent, fine aggregate, coarse aggregate, and water will be determined by the contractor and small have the approval of the Village Engineer, before the work begins, so as to produce a workable plastic concrete having a compressive strength or not As than 3,000 pounds per square inch, when tested by standard methods. The proportions shall include not less than 6 bags of cement per cubic yard of concrete. This determination shall be based upon tests of the aggregates selected by the Builder for use in the work. The quantities of aggregates for each batch of concrete shall be measured by weight. Delivery tickets shall be furnished to the Village at the time of pouring, when requested. E, Subgr_d _F'rc aration The subgrade shall be tamped or rolled until thoroughly compacted and shall be constructed true to grade. The sidewalk shall be laid upon a base of granular material a minimum of 2 inches in thickness. Fills where required must be co:paeted solidly. Materials for fills shall be gravel or erushid stoic and placed and tamped in six-inch layers. Forms Side forms shall be of lumber of not less than 2 inches nominal r} 1 - thickness and a minimum depth of five inches, no 2" x 4" forms shall be used, or of steel of equal rigidity. They shall be held securely in place by stakes or braces with the top edge true to line and grade, The forms for the sidewalk shall be set so that the slab will have a fall of one inch vertical to four feet horizontal from the edge nearest the proper- ty line toward the edge farthest from the property line, except as may be otherwise directed by the Vi Voyc Engineer or his representative. G. Reinforcing Reinforcing bars shall be embedded in the concrete at mid --depth in a longitudinal direction over all existing water or sa cr services or other utilities buried beneath the sidewalk. Mee 3/4" dKieter bars each with a minimum length of ten feet shall be installed over each utility. The bars shall be equally spaced across the width of the sidewalk. Bars shall conform with the currant Standard Specifications for Billet SWI Concrete. Reinforcement Bars of Interw2diate Grade A.S.T.M. Serial Designet1ai Al SuitEble chairs and other holding devices shall be provided to insure the proper position of the reinforcement. H. Placinc and Finishin After the subgrade has been finished and prior to placing concrete, the Contractor shall notify the Village Mager 24 hours prior to pouring. No concrete shall be placed until the subgrade has been inspected and approved by the Villaga.. The subgrade shall be moistened just before the concrete is placed. The concrete shall be placed in successive batches for the entire width of the slab, struck off from 1/2 to 3/4 inch higher than the finished slab, tamped until all voids are rcnoved and free sorter appears on the surface, thoroughly span d along the edges, struck off to thn true grade, and finisi_d - 3 - to a true and even surface with flu ns and trorels. The final trv.:Mng shall be dorso with a steel trLW 1, leaving a brooth, even surface. After the water sheen has disappeared, the surface shall be given a final finish by brushing with a whitewash brush. The brush shall be drawn across the sidewalk at right angles to the edges of the walk, with adjacent strokes slightly overlapping, producing a uniform, slightly roughned surface. t' } r with parallel brush marks. The surface shall be divided by grooves constructed at right angles to the center line of the sidewalk. These grooves shall extend to 1/4 the depth of the sidewalk, shall not be less than 1/8 inch and not more than 1/4 inch in width, and shall be edged with an edging tool having a 1/4 inch radius. All slabs shall be 4 feet long on any one side, unless otherwise ordered by the Village Engineer. The edges of the slabs shall be edged as described above. I. Temps rature control_ shall be in accordance with the requirements of Article 43.30 of the Stanc rd Specificstions_ aforesaid, and approval of the Village Engineer. J. Protection from Lova Temoaratures The sidewalk shall be protected from low temperatures as specified in Article 48.31 of the Standard Sp:cificat_ions and Supplemental Snecifi_ cations aforesaid, No concrete shall be placed on iec, snow or frozen subgrade. The Builder shall K responsible for all concrete damaged by low temperatures and any concrete so damaged shall be removed and replaced by him at his expense. K.xjansicn Joints Expansion joints of the thickness specified below shall consist of preformed joint filler. The top of the joint small be placed 1/4 inch below the surface of the sidewalk. (a) One-half Inch Thick Expansion Joints. Expansion joints 1/2 inch thick shall be placed between the sidewalk and all structures such as light standards, traffic lights standards, traffic poles, and any other public utilities which extend through the sidewalk. QpFnsion joints 1/2 inch thief: shall be placed al intervals ror 50 feet in the si Gualk and where specified by thn Enyinsu r, Where. the sidewalk is constructed adjacent to pavekant or curb having expansion joints, the expansion joints in the sidewalk shall be placed opposite the existing expansion i joints as nearly as practicable, Expansion joints shall also be placed where the sidewalk abuts existing sidewalks, between driveway pavement and sidewalk, and between side- walk and curbs where: the.sidowalk abuts a curb. L. Backfill After the concrete has been cured, forms shall be removed and the space near the edges of the sidewalk shall be, backfilled to the required elevation with material approved by the Village. The Material shall then be compacted until firm and the surface evenly graded. M. Curing Sidewalks must be cured as specified in Article 08.26 of the Standard SRIcific_tionsand Suu ynn lemtal Specifications. N. Disposal of Surplus Material Surplus or waste material resulting from the sidewalk construction operation shall be disposed of by the Builder. 0• Control of Materials The Builder shall at his expense have a reputable testing laboratory satisfactory to the Village, make one 14 -day compressive test and one 29 -day compressive test on concrete cylinders mado from concrete taken from the forms. The laboratory shall make a written report to the. Village on their findings. All work shall be done in accordance with standard procedures. One report and the associated tests shall be submitted for each day's run of concrete placamant. R Guarantee All work constructed under these standards shall be guaranteed by the Builder to be free from defects in workmanship end materials and he shall replace or repair any defective worm: or material upon written notice - 5 - from the V! 1093 that such derects exist for a p_iiod of tr:o ywars frc;u the date or written accyptancc of tho completed work by the Builder. The Devclopor shall deposit with tho Village a bond in the amount of 15% of the improvcmont cost at the time of Village acceptance of the: sidewalk as collateral security for the guarantees hereunder, unless otherwise provided for. Section 2: That this Ordinance shall be in full force and effect from and after its passage, approval and publication as provided by law.
