HomeMy WebLinkAboutORDINANCE - 578 - 11/12/1968 - SUBMISSION TO VOTERSORDINANCE NO, .5 71 1 AN ORDINANCE providing for the submission to the voters of the Village of Elk Grove Village, Cook and DuPage Counties, Illinois, the question of issuing $1,32.0,000.00 Municipal Building Bonds, $290,000.00 Fire Station Bonds and $150,000.00 Municipal Garage and Improvement Bonds, at a special election to be held in and for said Village on the 14th day of December, 1968. WHEREAS, it has heretofore been determined and it is hereby determined by the President and Board of Trustees of the Village of Elk Grove Village, Cook and DuPage Counties, Illinois, that it is necessary and in the public interest of the Village that three municipal buildings be constructed in and for said Village on the property now owned by said Village and located on Biesterfield Road just east of Wellington Avenue, one building to be a fire station, one to be a combination police station and administration building, and one to be a municipal hall to pro- vide meeting rooms for the President and Board of Trustees, Village officials and other municipal purposes, and said President and Board of Trustees have heretofore estimated that it will cost not less than $1,320,000.00 to build and equip said municipal buildings; and WHEREAS, it has heretofore been determined and it is hereby determined by the President and Board of Trustees of said Village that it is necessary and in the public interest of the Village that two additional fire stations be constructed in and for said Village, one to be constructed on property owned by said Village and located on Greenleaf Avenue approximately 200 feet east of the east line of Route 83, and one to be constructed on property to be acquired by said Village and located near the -1- intersection of Route 53 and Nerge Road, and said President and Board of Trustees have heretofore estimated that it will cost not less than $290,000.00 to build and equip said buildings, and, WHEREAS, it has heretofore been determined and it is hereby determined by the President and Board of Trustees of said Village that it is necessary and in the public interest of the Village that an addition to the municipal garage be con- structed on the property now owned by said Village on Landmeier Road and being the site of existing municipal buildings, said addition to provide a garage for the storage and maintenance of vehicles and equipment of the Village, and to make necessary improvements to the existing buildings on said site in order that they may be used by the Public Works Department, the Fire Department and other Village offices, and said President and Board of Trustees have heretofore estimated that it will cost not less than $150,000.00 to build said addition and make necessary improvements to the existing buildings; and WHEREAS, sufficient funds are not available for said above respective purposes and it will, therefore, be necessary to borrow money and in evidence thereof issue bonds of said Village for the purpose of paying the costs thereof, and before said bonds can be issued the questions of issuing said bonds must be submitted to the electors of said Village and be approved by a majority of the electors voting on each of said questions at an election called for that purpose: -2- NOW, THEREFORE, Be It Ordained by the President and Board of Trustees of the Village of Elk Grove Village, Cook and DuPage Counties, Illinois, as follows: Section 1: That there be borrowed for, by and on be- half of said Village the sum of $1,320,000.00 for the purpose of paying the cost of constructing three municipal buildings in and for said Village on the property now owned by said Village and located on Biesterfield Road just east of Wellington Avenue, one building to be a fire station, one to be a combination police station and administration building, and one to be a municipal hall to provide meeting rooms for the President and Board of Trustees, Village officials and other municipal purposes as described in the preambles hereof, and that to evidence said loan negotiable bonds of said Village be issued and that each of said bonds be designated "Municipal Building Bond" and bear interest from date at the rate of not to exceed six per cent (6/) per annum. Section 4: That the questions of issuing said $1,320,000.00 Municipal Building Bonds, $290,000.00 Fire Station Bonds and $150;000.00 Municipal. Garage and Improvement Bonds of said Village, as hereinabove described in Sections 1, 2 and 3 hereof, be submitted to the legal voters of said Village at a special election which is hereby called to be held in and for said Village on Saturday, the 14th day of December, 1968, between the hours of 6:00 o'clock A.M. and 6:00 o'clock P.M. of said day. Section 5: That said election shall be held in seven (7) election precincts, the boundaries of which and the polling places for each shall be as set forth in the form of notice of election set forth in Section 6 hereof. -4- Section 6: That the Village Clerk of said Village be and is hereby ordered and directed to cause notice of said election to be given by publishing notice thereof once in the Elk Grove Herald, being a newspaper published in and having a general circulation within said Village, and once in the DuPage County Register, being a newspaper having a general circulation within said Village, the date of such publication of each of said notices to be not more than thirty (30) days nor less than fifteen (15) days prior to the date set for said special elec- tion, and said notices shall be in substantially the following form: NOTICE OF ELECTION PUBLIC NOTICE is hereby given that a special election will be held in and for the Village of Elk Grove Village, Cook and DuPage Counties, Illinois, on Saturday, the 14th day of December, 1968, at which time there will be submitted to the electors of said Village the following questions: 1. Shall bonds in the amount of $1,320,000.00 be issued by the Village of Elk Grove Village, Cook and DuPage Counties, Illinois, for the purpose of paying the cost of constructing three municipal buildings in and for said Village on the property now owned by said Village and located on Biesterfield Road just east of Wellington Avenue, one building to be a fire station, one to be a com- bination police station and administration building, and one to be a municipal hall to provide meeting rooms for the President and Board of Trustees, Village officials, and other municipal purposes, bearing interest at the rate of not to exceed six per cent (6%) per annum? 2. Said election will be held in seven (7) election precincts, the boundaries of which and the polling place for each are as follows: ELECTION PRECINCT NUMBER 1 All that area, in the Village of Elk Grove Village, lying north of the center line of Oakton Street and east of Arlington Heights Road. Polling place, the Arcade Park and Shop shopping center, Higgins and Arlington Heights Road, Village of Elk Grove Village, Illinois. ELECTION PRECINCT NUMBER 2 All that area of the Village of Elk Grove Village lying south of the center line of Oakton Street and east of a line described as follows: Commencing at the center line of Oakton Street and Arlington Heights Road, proceeding along am the center line of Arlington Heights Road southwesterly to the center line of Landmeier. Road; thence proceeding eastwardly along the center line of Landmeier Road to the center line of Tonne Road; thence proceeding southwardly along the center line of Tonne Road to the center line of Devon Avenue,and all that part of the Village lying south of the center line of Devon Avenue. Polling place, Ira Rup.ley School, 305 Oakton Street, Village of Elk Grove Village, Illinois. ELECTION PRECINCT NUMBER 3. All that area of the Village of Elk Grove Village lying within an area defined by a line which commences at a point at the intersection of the center line of Arlington Heights Road and Salt Creek, thence northeasterly along the center line of Arlington Heights Road to its intersection with the center line of Landmeier Road, thence eastwardly along the center line of Landmeier Road to the center line of Tonne Road, thence southwardly along the center line of Tonne Road to the center line of Elk Grove Boulevard, thence westwardly along the center line of Elk Grove Boulevard to the center line of Ridge Avenue, thence southwardly along the center line of Ridge Avenue to the north line of Brookhaven Drive, thence westwardly along the north line of Brookhaven Drive to Cypress Lane and continuing along the north extension of Brookhaven Drive to Salt Creek, thence northwardly along Salt Creek to the place of beginning. Polling place, Ridge Elementary School, 650 Ridge Avenue, Village of Elk Grove Village. -7- ELECTION PRECINCT MU14DER 4 All that area of the Village of Elk Grove Village lying within an area defined by a line which commences at a point at the intersection of the center lines of Elk Grove Boulevard and Ridge Avenue, thence eastwardly along the center line of Elk Grove Boulevard to the center line of Tonne Road, thence southwardly along the center line of Tonne Road to the center line of Clearmont Drive, thence westwardly along the center line of Clearmont Drive to the center line of Maple Lane, thence southwardly along the center line of Maple Lane, to the center line of Pinewood Drive, thence westwardly along the center line of Pinewood Drive to the center line of Aspen Lane, thence northwardly along the center line of Aspen Lane to the center line.of Clearmont Drive, thence westerly along the center line of Clearmont Drive to the center line of Ridge Avenue, thence northwardly along the center line of Ridge Avenue to the center line of Elk Grove Boulevard (the place of beginning), also all persons whose addresses are on Pinewood Drive. ELECTION PRECINCT NUMBER 5 All that area of the Village of Elk Grove Village lying within an area defined by a line commencing at Salt Creek and the north line of Brookhaven Drive as extended thence, continuing eastwardly along the north line of Brookhaven Drive to the center line of Ridge Avenue, thence southwardly along the center line of Ridge Avenue to the center line of Clearmont DrivQ, thence eastwardly along the center line of Clearmont Drive to the center line of Aspen Lane, thence southwardly along the center line of Aspen Lane to the center line of Pinewood Drive, thence eastwardly along the center line of Pinewood Drive, to the center line of Maple Lane, thence northwardly along the center line of Maple Lane to the center line of. Clearmont Drive, thence eastwardly along the center line of Clearmont Drive to the center line of Tonne Road, thence southwardly along the center line of Tonne Road to Devon Avenue, thence westwardly, northwardly and westwardly along the Elk Grove Village limits to Salt Creek, thence northwardly along Salt Creek to the point of beginning, except persons whose addresses are on Pinewood Drive. Polling place, Clearmont Elementary School, Ridge Avenue and Clearmont Drive, Village of Elk Grove Village. ELECTION PRECINCT NUMBER 6 A1]. that area of the Village of Elk Grove Village lying west of Salt Creek and East of Arlington Heights Road. Polling place, Salt Creek Elementary School, Eden Road and and John F. Kennedy Boulevard, Village of Elk Grove Village. ELECTION PRECINCT NUMBER 7 All that area of the Village of Elk Grove Village lying west of Arlington Heights Road. Polling place, Richard E. Bryd School, Wellington Avenue and Somerset Lane, Village of Elk Grove Village. asIO The polls at said election will be opened at 6:00 o'clock A.M. in the morning and will be closed at 6:00 o'clock P.M. on the date of the election. All persons qualified to vote at regular Village elections are qualified to vote on said questions, and electors must vote at the polling place designated for the election precinct whthin which they reside. (On the back of the ballot shall appear the following) OFFICIAL BALLOT Special Election, held on the 14th day of December, 1968 to vote on the question of issuing $1,320,000.00 in general obligation bonds for the purpose of constructing three municipal buildings on property owned by the Village; to vote on the question of issuing $290,000.00 in general obligation bonds for the building and equipping of two fire stations on property owned and to be acquired by the Village; to vote on the question of issuing $150,000.00 in general obligation bonds to construct an addition to the garage building on property owned by the Village and to make alterations to existing buildings to accomodate same. Section 9: That the Village Clerk is hereby ordered to cause a sample of the ballot to be published once in the Elk Grove Herald and once in the DuPage County Register not less than five (5) days prior to the date set for said election, said newspapers being newspapers published and having a general circulation in said Village, and to procure and prepare all necessary election material for holding and conducting said election.
