HomeMy WebLinkAboutORDINANCE - 581 - 11/26/1968 - UNDERGRD PUBLIC UTILITIES/STREET LIGHTSORDINANCE NO. 581 AN ORDINANCE AMENDING SECTION 8.005 AS TO UNDERGROUND PUBLIC UTILITIES AND STREET LIGHTS NOW THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage: Section 1: That Section 8.005 of the Municipal Code of Elk Grove Village be amended by adding thereto the following: Underground Public Utilities The sub -divider and developer shall cause all utility distribution lines for telephone, gas and electric service to be installed and placed underground within easements or dedicated public ways. Said installations to be in compliance with all orders, rules and laws of the State of Illinois and agencies thereof. Street Lighting The sub -divider and developer shall install street lighting in accordance with the following provisions: A. General 1. The sub -divider or developer shall first submit four (4) sets of plans for street lighting to the Village Engineer, said plans being prepared by an Engineer registered by the State of Illinois. 2. The sub -divider or developer shall be responsible for coordinating the improvement work, correcting faulty work and consulting with the Village Engineer in the settlement of any construction disputes, plan changes or plan adjustments. 3. The sub -divider or developer shall notify the Village Engineer twenty four (24) hours in advance of construction work; all contract work to be approved by the Village Engineer. 4. All electrical and power connections shall be in accordance with the requirements of the Commonwealth Edison Company. -1- 5. Upon completion of construction of lighting facilities, two (2) sets of "AS BUILT" plans shall be delivered to the Village Manager. B. Performance 1. Lighting levels and luminaire mounting height shall be determined in accordance with the following: Roadway Class Minimum Mounting Minimum Lamp Size Height Major Streets 26' 400 Watt -20,500 Lumens Collector Streets 25' 175 Watt- 7,800 Lumens Minor Streets 15' 100 Watt- 4,000 Lumens 2. Definitions For purposes hereof a major street shall be any State or County highway; a collector street shall be Oakton, Landmeier Road, Elk Grove Boulevard, J. F. Kennedy, Biesterfield Road, Nicholas Boulevard, Pratt. Boulevard, and those streets designated as collector streets by the thoroughfare pin l� b°epd�e{linec asart of the Village Plan; minor streets,�a�� streets not designated as major streets or collector streets. 3. Luminaire Classifications. All luminaires shall have Medium Vertical distribution, semi -cutoff control and I.E.S. Tyne II or III lateral distribution with a phosphor coated mercury lamp. 4. S -pacing of Luminaires. There shall be at least one (1) luminaire at each street intersection, pronounced street curvatures, cul-de-sacs and mid -block intervals. Luminaires shall be not more than 500 feet apart. 5. Location of Lighting Standards Luminaire standards shall be located not closer than 2'6" from the back of curbs. They shall be located alternately on both sides of the street. Intersections of minor roads with collector or major roads shall. have a standard - luminaire -lamp combination as determined for the higher traffic street as indicated above. -2- C. Material 1. Standards Lighting standards shall be painted,wooden poles. A cable entrance slot shall kbe� erovhided below grade. Standards shall be set backi� 6cISE B& the back of the curb. They shall be similar to the design of existing standards through out Village. A metal bracket of a sufficient length to place the luminaire as close to the center of the roadway as possible shall be mounted on the standard. 2. Luminaires All luminaires shall be mercury vapor type complete with on integral regulator ballast and a twist lock receptacle for photo -electric control. Luminaires shall be die cast aluminum with a specular reflector and glass prismatic refractor. A side mounted slip fitter shall be capable of adapting to 1 1/4" to 2" mounted brackets. 3. Cable Neoprene Single conductor, =-XpXezM jacketed, U.S.E. type 600 volt direct burial copper cable of a size designed to limit the voltage drop at the lamps to 5% shall be used. When laid in parkway such cable shall be installed 2' from and parallel to the back of the curb. 4. Pole Wire Wiring from the pole to the luminaire shall be #p10 gauge with RH-RW insulation. 5. Controls Each luminaire shall be controlled by individual photo- electric control unit. D. Installations 1. Trenching and Backfilling All trenches shall be a minimum of 24" in depth. Surplus soil shall be hauled away at the expense of the installer. Developer shall restore area to prior condition upon com- pletion. Where trenching occurs in lawn areas, the backfilling shall be puddled and tamped and reseeded. -3- 2. Cable Laying Direct burial cable shall be placed to leave slack in the line. Sharp bends and kinds shall be avoided. 3. Pole Setting After poles are set in place they shall be compacted around the butt. Poles shall be plumbed to insure straightness. 4. Wiring Sufficient wire slack shall be allowed at the base of pole to make secure splices. Connectors shall be of the solder - less type taped to exceed the insulation value of the con- ductors. Control cabinets shall be grounded according to k Chapter 13 of the Municipal Code of Elk Grove Village. 5. Testing on completion of an installation, the luminaires shall be tested for distribution and adjusted, if necessary, to correct the light pattern. Wiring shall be tested for shorts or grounds and replaced if required. Section 2: All ordinances or parts of ordinances in conflict herewith are hereby repealed; provided, however, that nothing herein contained shall affect any rights, actions or causes of action which shall have accued to the Village of Elk Grove Village prior to the effective date of this ordinance. Section 3: This ordinance shall be in full force and effect from and after its passage, approval and publication according to law. PASSED this 26th day of November, 1968.
