HomeMy WebLinkAboutORDINANCE - 512 - 12/5/1967 - PUBLIC MEETINGS, PROVIDING FORa ORDINANCE NO.- Sgs AN ORDINANCE PROVIDING FOR NOTICE OF PUBLIC MEETINGS AND AMENDING CHAPTER 2 AND CHAPTER 7 OF THE MUNICIPAL CODE WHEREAS, the General Assembly of the State of Illinois did cause to be adopted a law relating to notice of public meetings so as to more adequately advise the public and the news media, and WHEREAS, to fulfill the spirit of the Is -,a, it is proper that the Village of Elk Grove Village enact amendments in keeping therewith, NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois: Section 1. That Chapter 2 Section 2.103 of the Municipal Code of Elk Grove Village be amended to read as follows: "2.103 Meetings.) The Village Board shall hold its regular meetings on the first, second, third and fourth Tuesday of each month at 8:00 P.M. and no notice to each Village Boadd m e of such meetings shall be required. The meeting place of said Board shall be at the Municipal Building, L ndmeier Road near Tonne Road in the Village of Elk Grove Village unless otherwise directedk provided, however, that if the meeting date shall fall on a legal holiday the Village Board shall meet on the day following. "Special meetings may be called by the President of the Village or any three Trustees, in which event the President or Trustees calling such meeting shall file with the Village Clerk a statement in writing, signed by him or them, setting forth the purpose of such special meeting and the day and hour thereof, which shall not be fixed at less than three days from the filing of any such statement. Thereupon the Village Clerk shall prepare..and cause to be served upon the President and each Trustee at least 24 hours before the time fixed for such meeting, a notice in writing, setting forth the purpose of such special meeting and the time and place of holding the same, however, upon agreement of all Trustees, said prior notice in writing of a special meeting may be waived. "The Village Clerk, on behalf of the President and Board of Trustees, shall, at the beginning of esphti�esderd�i r'time & place prepare and make available a schedulq re lar mee he of the Board of Trustees and committees thereof as pro- vided in Section 2.209 of this Code. In addition, the Village Clerk shall post a notice of all said meetings on bulletin boards in the Police Department lobby and the lobby of the Administrative Office Building and shall furnish a copy of said notice to all news media requesting same. "The Village Clerk, for and on behalf of the President and Board of Trustees, shall post a notice of any change in any such regular meeting ten (10) days in advance of the meeting date. Posting shall include placing a copy of the notice on bulletin boards as aforenoted and by publishing said notice of change in a newspaper of general circulation in the Village at least ten (10) days in advance of the said meeting c]iange. All news media requesting notice of meetings shall be notified. .2. "in the event a special, rescheduled or reconvened meeting is called, the Village Clerk shall arrange a public posting on the aforementioned bulletin boards at least 24 hours prior to such meeting. This requirement for posting shall not be necessary when a : reconvened meeting is within 24 hours of the original meeting or when the announcement of the time and place of the reconvened meeting was made at the original meeting and there is no change in the agenda. All news media requesting notice of meetings shall be notified as provided by law." Section 2. That Chapter 7 of the Municipal Code be and is hereby amended by adding thereto the following: It CHAPTER a-7 Meetings of Boards & Commissions "a-7.01 The Village Clerk, on behalf of the Boards and Commissions, shall, at the beginning of each calendar year, prepare and make available a schedule stating the date, time and place of regular meetings of the Boards and Commissions. In addition, the Village Clerk shall post a notice of all said meetings on bulletin boards in the Police Department lobby and the lobby of the Administrative Office Building and shall furnish a copy of said notice to all news media requesting same. "It shall be the duty of the Chairmen of all Boards and Commissions of the Village to notify the Village Clerk of any change in any regular meeting of the Boards and Commis- sions at least 15 days in advance of the change'in said meet- ing= whereupon the Village Clerk shall post a notice of such change at least ten (10) days in advance of the meeting date. Posting shall include placing a copy of the notice on bulletin boards as aforenoted and by publishing said notice of change in a newspaper of general circulation in the Village at least ten (10) days in advance of the change. All ngws media requesting notice of meetings shall be notified by the Village Clerk. "It shall be the further duty of said Chairmen to notify the Village Clerk at least 72 h6urs.in advance of any special, rescheduled or reconvened meeting, whereupon the Village Clerk shall arrange a public posting on the aforementioned bulletin boards at least 24 hours prior to such meeting. This require- ment for posting shall not be necessary when a reconvened meeting is within 24 hours of the original meeting or when the announcement of the time and place of the reconvened meeting was made at the original meeting and there is no change in the agenda. All news media requesting notice of meetings shall be notified,'as provided by law, said notice to news media to be arranged by the Village Clerk." Section 3. This ordinance shall be in full force and effect from and after its passage, approval and publication according to law. PASSED this Sth day of 9**W as , 1967. APPROVED this St► day of Dom= 1967.
