AN ORDINANCE REGULATING CATS AND AMENDING
CHAPTER 17 OF THE MUNICIPAL CODE OF ELK
GROVE VILLAGE
NOW, THEREFORE, BE IT ORDAINED by the President and
Board of Trustees of the Village of Elk Grove Village, Counties
of Cook and DuPage, Illinois:
Section 1: Chapter 17 of the Municipal Code of Elk
Grove Village is amended by adding thereto the following:
ARTICLE III CATS
17.301 Cats Vaccinated Against Rabies. Each cat
more than 3 months of age shall have anti -rabies vaccinations
every 12 months, except when a licensed veterinarian shall
specifically recommend otherwise. Evidence of vaccination shall
be the standard vaccination tag
and shall be worn by the animal.
It shall be unlawful to keep or harbor a cat which has
not been vaccinated against rabies within the preceding 12 months
17.302 Female Cats in Heat.' The owner or keeper of a
female cat who permits her, while in heat, to be upon a sidewalk,
street, parkway or other public place, or upon private premises
other than the premises of the owner or keeper, or upon the
unfenced part of the premises of the owner or keeper which is
closer to a sidewalk, street oz.varkway than 10 feet, shall be
guilty of a misdeameanor.
Upon conviction, the court may order the cat committed
to a kennel at the owner's expense until her period ofheat shall
terminate.
17.303 Capture and Impounding Cats. Any cat which
disturbs the peace and quiet of a neighborhood, or is found
running at large or abandoned in the village, shall be deemed
to be a public nuisance.
The police department, immediately upon impounding
such cat, shall register the color and sex of the cat and, if
bearing an innoculation tag, the number of the,tag shall be
recorded. When any cat is impounded, the police department shall
take reasonable steps to give notice, by mail or telephone,
informing the owner of such cat of the impoundment.

17.304 Redemption or Disposal of Cats. If an impounded
cat is redeemed by the owner or keeper thereof, an impounding fee
of $5, plus the cost of keeping such cat during its impoundment,
shall be paid by such owner or keeper; if an impounded cat is
not claimed within 5 days, the cat may be disposed of in a humane
manner.
Anything in this section to the contrary nothwithstanding,
no cat suspected of having rabies shall be released within less
than 10 days following its impounding.
17.305 Rabies Control Each cat which bites a person
shall be promptly reported to the police department and, thereupon,
shall be securely quarantined in a veterinary hospital for a
period of 10 days. Upon a demand made by a police officer, the
owner shall immediately surrender for supervised quarantine any
cat which has bitten a person .or which is suspected of having been
exposed to rabies, and the expense of such quarantine shall be
born by the owner.
An owner or keeper of a cat which has bitten a person,
or which is suspected of having rabies, who shall, upon demand
by a police officer, refuse to immediately deliver such cat to
the officer, shall be guilty of a violation of this ordinance.
The police department of the village, upon receipt of
any notification or report of a cat bite or that a cat has
symptoms indicative of rabies, shall immediately notify the
health officer and, in cooperation with the health officer,
determine, so far as possible, the identity of each person known
or suspected to have been bitten by or come in contact with such
cat, so that each person, his.�,parents or guardian, may be given
adequate warning.
Every veterinarian or any person discovering any cot
suffering from rabies shall immediately report this fact to the
health officer. This report shall give the name, if known,
the place of residence of the person owning or keeping such cat,
and the place where the cat can be found. The cat shall be
immediately taken up and placed in a veterinary hospital for
observation by a licensed veterinarian until the time of its
death or recovery. In the event of its death, the head shall
be removed, and a suitable pathological examination of the brain
made to determine whether or not the cat died of rabies.
The owner or keeper of a cat suspected of having, or
having, rabies shall be liable for all veterinary and laboratory
fees incurred pursuant to any provisions of -this section.
17.306 Penalty Any person, firm or corporation
violating any provision of this article shall be fined not less
than $5.00 nor more than $500.00 for each offense, and a separate
offense shall be deemed committed on each day during or on
which a violation occurs or continues.
Section 2: This ordinance shall be in full force
and effect from and after its passage, approval and publication
according to law.
