That Chapter 7 of the Municipal Code of Elk Grove Village be amended by adding thereto the following: "ARTICLE XIII Human Relations Commission. Section 7.1301 Creation of Commission. A Human Relations Commission for the Village of Elk Grove Village �s hereby created. Section 7.1302 Short Title. This Ordinance shall be known as the Human Relations Commission Ordinance of 1967. Section 7.1303 Purpose. The purposes for which this Commission is created are: A. To promote social harmony in the community of Elk Grove Village through education and action, and to I help end prejudice, d4scrimination, and intolerance in whatever form these shall appear. B. To foster accord and cooperation among individuals or groups of different races, ethnic backfounds, or religious beliefs. C. To safeguard the rights of all citizens as defined by our Ordinance, Statutes, and Constitutions. Section 7.1304 Composition of Commission. A. The Commission shall be composed of ten (10) members who shall reflect, so far as possible the various ethnic groups in the Village, and whose training, interest, background or experience will aid the Commission in its work. B. The Village President, Village Manager, Village Attorney, and Chief of Police shall serve the Commission �j member,ex-officio. Section 7.1305 Appointment and Term. A. The Village President with the consent of the Board of Trustees shall appoint commission members. B. The term of office of each member shall be for three years or until his successor shall qualify providing, however, that the terms of the persons first appointed shall be in accordance with the following: First two members appointed - first term to expire April 30, 1968. Next two members appointed - first term to expire April 30, 1969. Next two members appointed - first term to expire April 30, 1970. Next two members appointed - first term to expire April 30, 1971. Next two members appointed - first term to expire April 30, 1972. Section 7.1306 Chairman and Other Officers. A. The Village President, with the consent of the Board of Trustees shall appoint from among the members of the Commission a chairman for a term as such of one year or until his successor shall be appointed and qualified. -2- B. The Commission may elect from its members a Secretary and such other officers as it may deem advisable, except that the Village Treasurer shall be the Treasurer of the Commission. Section 7.1307 Meetings, Quorum, Rules of Procedure. A. The Commission shall regularly meet once a month at such time and place as it may designate. It shall maintain minutes of its meetings and forward a copy of same to the Village Clerk for the benefit of the President and Board of Trustees. B. The Municipal Building shall be available to the Commission for its meetings subject to the Village Manager's scheduling of other meetings and events. C. Six (6) members of the Commission shall constitute a quorum. D. The Commission shall adopt written rules of order and procedure as their first order of business. Section 7.1308 Annual Report and Budget Requests. The Commission shall report in writing to the President and Board of Trustees. Said report shall set forth the activities of the Commission for the preceding calendar year and contain a plan of activities for the succeeding year together with a detailed budgetary request to carry out same. Said report shall be filed with the Village Clerk prior to the first regular meeting of the President and Board of Trustees in the month of February. W -3- Section 7.1309 Compensation and Expenditures of Commission. The members of the Commission shall serve without compensation. All expenditures relating to the operation and conduct of the affairs of the Commission shall be first certified as being planned and within the budget by the Village Manager prior to their being paid. No expenditure shall be paid unless so certified. In the event there is a dispute as to whether or not an expenditure shall be so approved then the Commission may request a ruling of the President and Board of Trustees. Section 7.1310 Function. The functions of the Commission shall be: 1. To consult and co-operate with other public agencies in furthering the purposes of the Commission as set forth in this Article. 2. To pursue a community -wide program of education to encourage inter -group understanding. 3. To inquire into human relations matters referred to it by citizens or Village authorities. 4. To seek voluntary compliance with Ordinances and Statutes relating to civil rights. 5. 'To enlist aid of schools, religious institutions, service organizations and civic groups to promote under- standing and good will among the people of the community. 7S Section 2.
