AN ORDINANCE CREATING THE OFFICE OF "ADMINISTRATIVE ASSISTANT" AND AMENDING CHAPTER 4 OF THE MUNICIPAL CODE OF THE VILLAGE OF ELK GROVE VILLAGE BY ADDING ARTICLE X "ADMINISTRATIVE ASSISTANT" NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Elk Grove Village# counties of Cook and DuPage. Section 1. That the Municipal Code of the Village of Elk Grove Village be and is hereby amended by adding thereto the following: By adding the following to Chapter 4 of the Municipal Code of Elk Grove Village "Article X Administrative Assistant". "Section 4.1001 creation of office, the position of Administrative Assistant is hereby created. "Section 4.1002 Appointment. The Administrative Assistant shall be appointed by the President by and with the consent of the Board of Trustees for an indefinate term. During his tenure of office he shall reside within the Village. Any vacancies in the office of Administrative Assistant shall be filled within ninety (90) days after the effective date of said vacancy. "Section 441OQ3 Powers and duties of Administrative Assistant. The A;ministrat ve Assistant shall be an executive officer of the vil- lage, He shall be responsible to the Pre$ident and the Board of Trus- tees for the proper administration of village affairs and shall be the administrative head of such departments as the President and the Board of Trustees may designate from time to time. He shall have the follow- ing powers: "A. Recommend to the Village President officers of the Village rh o are required to be appointed.. He shall further recommend the removal or suspension of any such officer to the Village President when such removal or suspension will be consistent with the best interest of the Village. All recommendations for appointment or removal shall be based upon merit and upon qualifications or disqualifications of such officer without regard to political belief or affiliations. Copies of said recommendations either for appointment or removal shall be delivered to the President and the Board of Trustees. "B. Submit recommendations to the President and the Board of Trustees as to expenditures to be considered in the annual budget, including salary and wage adjustments, capital expenditures, purchase and con- tract services to be made in any fiscal year. "C". Prepare and submit to the Village Board as of the end of the fiscal year a complete report on the administrative activities of the Village for the preceding year. "D". Administrative Assistant may be the head of one or more depart- ments. "E". Recommend to the governing body the salary to be paid each app- ointive officer and subordinate employee of the Village. "F". Recommend to the governing body, in writing, from time to time, for adoption, such measures as he may deem necessary and expedient. "G". Attend all meetings of the Village Board unless excused there- from by the Board, except when his removal is under consideration. The Administrative Assistant shall have the privilege of taking part in the discussion of matters coming before the Board but shall have no vote therein. He shall be entitled to notice of all meetings, regular and special of the Board. -1- "H". Purchase of all materials, supplies and equipment for which funds are provided in the budget and provided smie has been authorized by the President and- the Board of Trustees, or providing said expend- iture- does not exceed $100.00. For all purchases of more than X500.00 he shall receive sealed bids and shall present such bids in their sealed condition to the President and Board of Trustees. The Administrative Assistant shall advise the Village Board as to whether or not any con- tract offered is desirable, or which of several contracts offered is most desirable for the Village. In case of accidents or other circumstances creating an emergency, the Administrative Assistant may, with the consent of the Village Board, award contract and make purchases for the purposes of repairing damages caused by the said accident or meeting said public emergency; but he shall file promptly with the Village Board a certifi- cate showing such emergency and the nee6asity of such action, together with an itemized account of all expenditures+ "I". See that all laws and ordinances are duly enforced. "J". Make investigations into the affairs of the Village or any depart- ment or division thereof. Investigate all complaints in relation to all matters concerning the administration of the government of the Village and in regard to service maintained by the public utilities in the Vil- lage, and see that all franchises, permits and privileges gran ted by the Village are faithfully observed. "K". Devote all necessary time to the discharge of his official duties. "L". Perform such other duties as may be required of him by the Village Board or the President, not inconsistent Adth the Village Ordinances or the law! "M"a Make semi-monthly reports to the Board of Trustees of activities of all departments under his jurisdiction* "Section I�.k10011. Bonds and compensatioha The Administrative Ass- istant shat urnis a surety bond in the amount of $25,000, to be app- roved by the Village Board, said bond to be conditioned on the faithful performance of his duties. The premium of the bond shall be paid by the Village. "The Administrative Assistant shall receive such compensation as the Village Board shall fix from time to time by resolution. "Section !1.1005. Saving clause. If any section, subsection or sentence clause or phrase of this article is for any reason held invalid, such decision or decisions shall not effect the validity of the remaining portions of this article. All ordinances of the Village prescribing the duties of heads of departments shall remain in full force and effect except insofar as they conflict with the provisions of this article in which case the provisions of this article shall govern." Section 2. That this Ordinance shall be in full force and effect from and after its passage and approval according to law.
