AN ORDINANCE ESTABLISHING A POLICE RESERVE AND AMENDING AND ADDING TO THE
MUNICIPAL CODE OF ELK GROVE VILLAGE
NUJ, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of
the Village of Elk Grove Village, Cook County, Illinois:
Section 1. That there shall be added to the Plunicipal Code of Elk Grove
Village the following:
Chapter 5.1
POLICE RESERVE
5.10 There is hereby established a Police Reserve which shall include in
its membership persons having regular employment at work other than that of
a policeman, who have been enrolled as members of said Police Reserve in the
manner hereinafter provided. Such persons shall be known as Reserve Policemen.
5.11 Membership in said Police Reserve shall consist of and be limited to
those persons who meet the following requirements:
(1) Have filed with the Commission, hereinafter established, an application
for membership as Reserve Policemen, which said application shall
contain an acknowledgement that said applicant is not acting in this
capacity as a regular Village employee or officer.
(2) Is not less than twenty-five (25) years of age nor more than fifty-
five (55) years of age.
(3) Is approved by the Commission, hereinafter established, as being
physically and mentally qualified to act as a Reserve Policeman.
(4) Carries property damage insurance in the amount of Ten thousand
(x10,000) Dollars and public liability insurance in the amount of
One hundred thousand to Three hundred thousand (9x100,000 - 000,000)
Dollars, covering the operation of any motor vehicle to be used by
said Reserve Policeman, in such amount and form as may be approved
by the Commission, hereinafter established.
(5) Has in force and on file in the office of the Village Clerk a bond in
the penal sum of Five hundred (MO) Dollars with security to be
approved by the Village attorney, payable to the Village of Elk Grove
Village, conditioned upon the faithful performance of the duties
imposed upon such Reserve Policeman.
(6) Is a citizen of the United States of America.
5.12 The name of any Reserve Policemen shall be stricken from the rolls of
the Police Reserve by the Commission, hereinafter established, if at any time
it is determined by the said Commission that said Reserve Policeman:
(a) is not satisfactorily performing his function, or
(b) in writing, notifies said Commission of his election to terminate his
membership and responsibility as such Reserve Policeman, or
(c) has attained the age of sixty-three (63) years, or
(d) is no longer physically or mentally qualified to act as such Reserve
Policeman, or
(e) has not maintained property damage and public liability insurance
covering the operation of any motor vehicle to be used by him as
prescribed and set forth in subparagraph (4) of paragraph 5.11 above, or

(f) has not maintained a bond as prescribed and set forth in subparagraph (5)
of paragraph 5.11 above, or
(g) has failed to comply with a command and direction of his superior officers,
or
(h) has failed to abide by the regulations adopted by his superior officers
or by the Commission herein established, or
(d) has failed to render services as such Reserve Policeman equal to four (4)
hours of active tour of duty in any calendar week; sickness, absence
from the Village, vacation or illness of some member of the immediate
family of such Reserve Policeman shall constitute valid excuse for such
failure to render the required amount of service, provided a report in
respect of the reason for such absence is transmitted to the officer in
command in advance of such absence or within a reasonable time thereafter,
or
(j) has been guilty of conduct unbecoming a police officer or has been guilty
of immoral conduct, disorderly conduct, use of coarse, profane or insolent
language to any other member of the department or to a citizen, or the
unlawful use of any weapon.
5.13 The roll of membership in said Police Reserve shall be permanently maintained
by the said Commission, hereinafter established, and a copy thereof shall be
filed by said Commission in the office of the Village Clerk. Any additions or
delections from said membership roll shall be transmitted forthwith by said
Commission to said Village Clerk. Only those persons whose names are on the
official membership roll, so maintained by said Commissions shall be considered
Reserve Policemen.
5.14 No one other than a regular policeman or Reserve Policeman shall be
permitted to use, operate or participate in the use and operation of any
municipally owned police equipment and then only pursuant to the orders and
commands of his superiors or pursuant to the regulations promulgated for the
operation of the Police Department of the Village of Elk Grove Village.
5.15 Every Reserve Policeman shall be subject to the command and direction of
his superiors and of the duly constituted officers of the Police Department
and shall abide by all regulations promulgated by his superiors.
5.16 Reserve Policemen shall have all the powers and duties and obligations
now vested in regular policemen under the ordinances of the Village of Elk
Grove Village and the Statutes of the State of Illinois.
5.17 A member of the Police Reserve for disciplinary purposes shall be
considered as being on duty at all times. Although certain hours are allotted
to a respective member for the performance of duty on ordinary occasions, yet
he is required to respond immediately, day or night, in any emergency on notice
that his services are needed.
5.18 Reserve Policemen at all times when on active tour of duty shall wear a
uniform and identification, insignia or badge approved by the Chief of Police.
When not on active tour of duty, such Reserve Policemen shall not wear said
uniform, said insignia or badge but shall carry on his person an identification
card issued by the Chief of Police and may carry on his person a pistol while in
the Village limits of the Village of Elk Grave Village, Illinois, and in manner
and of a type authorized by the Chief of Police.
5.19 Reserve Policemen shall not operate a motor vehicle in the performance of
his duty as Reserve Policeman unless said motor vehicle is equipped with red
signal light turned in the "ON" position. Unless said vehicle is being used
while responding to an emergency call, such equipment shall remain inoperative.
5.20 Reserve Policemen enrolled in membership of the Police Reserve as herein
provided shall not receive payment for the first four (4) hours of duty in any
one week nor for any time spent in training as a Reserve Policeman. Time in
excess of the above may be compensated for by the Village at the rate of Two

($,2.00) Dollars per hour to defer the expense of the Reserve Policeman.
However, such payment shall be subject to the approval of the President and
Board of Trustees. Voluntary contributions made by civic or semi—civic
organizations may be accepted by members of the Police Reserve subject to the
approval of the Chief of Police.
5.21 There is hereby established a Police Reserve Commission consisting of
three (3) members, one of whom shall be the Chairman of the Public Safety
Committee of the Village Board, the other two members shall be appointed by
the President with the advice and consent of the Village Board. The term
of office of the Chairman of the rublic Safety Committee shall be his term
as Chairman of said Committee. The terms of office of the other two appointed
members shall be two (2) years and until their respective successors are
appointed and have qualified. Within thirty (30) days after this law becomes
effective, the President shall appoint the first members of the Commission.
One of the members shall be appointed to serve until the end of the current
fiscal year and the other until the end of the fiscal year next ensuing.
5.22 Said Commission shall administer the laws in this Chapter provided and
shall perform the acts herein specifically set forth, including the determination
of the membership of the Police Reserve as above set forth, provided, however,
that the Commission shall not be charged with the control or supervision of said
Reserve or its members.
Section 2. That this ordinance shall be in full force and effect from and
after its passage and approval according to law.
