AN ELECTRICAL ORDINANCE PROVIDING FOR
THE REGISTRATION AND LICENSING OF
ELECTRICAL CONTRACTORS, ESTABLISHMENT
OF AN ELECTRICAL DEPARTMENT, PROVISIONS
FOR ELECTRICAL PERMITS, INSPECTIONS AND
FEES
WHEREAS, the Village of Elk Grove Village, by Ordinance No. 85
entitled An Ordinance Establishing an Electrical Commission and Defining
the Pagers and Duties of the Members Thereof, established an electrical
commission pursuant to the laws of the State of Illinois; and
WHEREAS, said Electrical Commission, having been duly appointed
by the President and Board of Trustees of the Village of Elk Grove Village,
has made recommendations regarding the registering and licensing of electri—
cal contractors, establishment of an Electrical Department and proviedng for
electrical permits, inspection and fees, which recommendations are embodied
in this ordinance; and
WHEREAS, it is deemed to the best interest of the Village of Elk
Grove Village that an ordinance providing for the registration and licensing
of electrical contractors, the establishment of an Electrical Department,
and providing for electrical permits, inspection and fees, be adopted.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of
Trustees of the Village of Elk Grove Village, Cook County, Illinois:
ARTICLE I. DEFINITIONS
Section 1: Definition of the term electrical contractor. The
term eelectrical contractor," as used in this ordinance, means any person,
firm or corporation engaged in the business of installing or altering, by
contract, electrical equipment for the utilization of electricity supplied
for light, heat or power, not including radio apparatus or equipment for
wireless reception of sounds and signals, and not including apparatus, con—
ductors arra other equipment installed for or by public utilities, including
common carrier, which are under the jurisdiction of the Illinois Commerce
Commission, for use in their operation as public utilities; but the term
"electrical contractor" does not include employees of such contractor to do
or supervise such work.
Section 2s Definition of the term electrical equipment. The
term "electrical equipment," as used in this ordinance, means any conductor
and equipment installed for the utilization of electricity for light, heat
or power, but does not include radio apparatus or equipment for wireless
reception of sounds and signals, and does not include apparatus, conductors
and other equipment installed for or by public utilities, including common
carriers, which are under the jurisdiction of the Illinois Commerce Commis—
sion, for use in their operation as public utilities.
ARTICIE II. REGISTRATION AND LICENSING OF EIECTRICAL CaNTRACTORS
Section 1: Registration. It shall be unlawful for any person,
firm, or corporation to engage'in the business of electrical contractor,
as herein defined., without being registered as an electrical contractor,
in the manner hereinafter set forth, provided, however, that if any such
person, firm or corporation is already registered for the current year in
another city or Village within the State of Illinois, such electrical con—
tractor shall not be required to be registered or to pay a registration
fee for such year in this Village.
Section 2s Application for registration. Any person, firm or
corporation desiring to engage in the business of electrical contractor

shall apply for registration to the Chief Electrical Inspector. Upon the
filing of such application in proper form and the payment of the registration
fee flZed herein, the Chief Electrical Inspector (or such other Village
official) shall register the applicant as an electrical contractor, and shall
issue to the applicant a certificate of registration which will authorize
the applicant to engage in such business for the year in which it is issued.
The Chief Electrical Inspector shall keep a suitable record of such registra-
tion.
Section 3 License fee. The fee for registration as an electri-
cal contractor s Twenty-five (�25) Dollars per annum, which sum shall
be paid by the applicant to the Village in advance upon filing the applica-
tion. The certificate of registration issued thereunder shall expire on the
31st day of December of the year in which it is issued.
Section 4 Penalty for failure to obtain certificate of regis-
tration. Any person, firm or corporation engaging in the business of electri-
cal contractor without obtaining a certificate of registration as herein
provided, or who shall violate any of the provisions of this ordinance, shall
be fined not less than Five ($;5.00) Dollars nor more than Fifty (1x50.00)
Dollars for each offense and a separate and distinct offense shall be re-
garded as committed every day on which such person, firm or corporation shall
continue to operate contrary to the provisions of this ordinance.
ARTICLE III. ESTABLISHIviENT OF AN ELECTRICAL DEPAHTIvIENT
Section 1 There is hereby established a department to be known
as the Electriccaiopapartment, which shall consist of a Chief Electrical In-
spector and such assistants as may be provided for by the President and
Board of Trustees of the Village of Elk Grove Village.
Section 2 Chief Electrical Inspector. There is hereby created
the office of hieTTlectrical Inspector who shall be the head of said
Electrical Department and the chairman of the Electrical Commission as pro-
vided for in Ordinance No. 85 mentioned above. Said Chief Electrical In-
spector shall be appointed by the President with the advice and consent of
the Board of Trustees of the Village of Elk Grove Village. No person shall
be eligible to hold the office of Chief Electrical Inspector unless he
possesses technical training in electrical engineering or practical experi-
ence as a construction electrician.
Section 3 Duties of the Chief Electrical Inspector. Such Chief
Electrical Inspecorall be charged with the duties of enforcing the pro-
visions, rules and regulations, fixing standards and specifications for the
regulation and use of electrical equipment, as defined herein and prescribed
in any ordinance of the Village of Elk Grove Village. The Chief Electrical
Inspector shall be and is hereby authorized to control, supervise, inspect
and approve all electrical wires and apparatus, as defined in this ordinance,
to safeguard the life and property of any citizen in the Village of Elk Grove
Village. Should any electrical wires or apparatus be found unsafe to life
or property, he shall notify the person, firm or corporation owning, using,
installing or operating them to place the same in safe condition within a
reasonable time not to exceed five (5) days therea£tcr. It shall be and is
hereby declared to be the duty of such person, firm, company or corporation
to put same in safe condition.
ARTICLE IV. PERMITS FOR ELECTRICAL WORK, INSPECTION AND FEES
Section 1 Permits. All persons, firms, companies or corpora-
tions shall, before ginning any installation, alteration or change of
electrical wiring or equipment in the Village of Elk Grove Village, obtain a
permit for such work. Permits for the installation, alteration and use of
electrical equipment shall be issued upon receipt of an application therefor,
made out on a printed form to be furnished by the Electrical Department. The
cards will be posted in plain view, inside of the building, near the entrance
switch or inside of the service switch when installed. Such application
shall describe in detail the material and apparatus desired to be used and
the class of work to be done.
The application for each such permit shall contain the name of the owner or
user of the electrical equipment to be installed, altered or changed, and
the location of such work by correct address, street and number, also the
name and address of person, firm, company or corporation making the instal-
lation.
Permits shall be valid for the balance of the fiscal year in which they are
issued and no permit shall be granted for less than the current fiscal year
and no refunds shall be made an any such permits. The moneys received for
such permit shall be turned over to the Village Clerk of the Village of Elk
Grove Village, together with the list of all qualified contractors for whom
such permits are issued.
Section 2 Permit and inspection fees. Permit fees will be
flat rates asfo-flc+ws:
(a) Single Family residence or bungalows - except those
inspected by the United States Goverment or Agency thereof 6 7.50
(b) Multi -family or apartments - let apartment 7.50
Each additional apartment 5.00
(c) Commercial or industrial wiring - for the first $1,000 or
fraction thereof of the cost of electrical wiring 7.50
- for each additional X1000
or fraction thereof of the cost of electrical wiring 5.on
(d) Incidental units: stokers, air conditioning units, water
heaters, etc., including five (5) outlets not over fifteen
(15) amperes capacity 3.00
(e) Entrance services 3.00
f) Each re -inspection of any overhead, underground or interior
wiring or equipment shall be charged for according to the
time required for such re -inspection by the Electrical In-
spection Department at the rate of Three (San) Dollars per hour.
(g) Whenever extra inspections are made on account of inaccurate
or incorrect information, failure to make necessary reports of
faulty construction, a charge of Three (0) Dollars per hour
shall be made by the Electrical Inspection Department for time
consumed in making extra inspections.
Permit fees will be paid in advance to the Village of Elk Grove Village.
Section 3 The provisionsfor inspections of work authorized by permits
issued by the Village shall not be construed as prohibiting the inspection of
any electrical wiring or apparatus now or whenever installed, whenever the
Electrical Inspector shall determine that public safety requires. No in-
spection fee shall be charged for this inspection, but, in case it is deter-
mined necessary to replace any wrong or defective wiring or appratius upon
such inspection, a permit in like manner as the original permit shall be
obtained.
Whenever the Chief Electrical Inspector shall find any electrical wires er
apparatus not conforming to the rules and regulations set forth in this or
any other electrical ordinance, said Chief Electrical Inspector is hereby
empowered to stop work on any installation being made by any person, firm,
or corporation to whom or which a license or a permit has not been granted,
or who or which has not paid the inspection fees, or who or which does not
otherwise comply with the terms of this ordinance.
Section 4 Inspections. All installation or alteration of
electrical eqi m-' ent shall be inspected before any of the work is hidden
from view. Any person, firm, aomgaty or corporation shall notify the Chief
Electrical Inspector, giving him twenty-four (24) hours in which to make
the required inspection before any such work is concealed.
Upon completion of any installation or alteration of electrical equipment
it shall be the duty of the persons, firm, company or corporation to notify
the Chief Electrical Inspector who shall inspect such work within twenty-
four (24) hours of such notice being given, and if the work meets all
standards he will issue a certificate of inspection.
No certificate of inspection shall be issued unless the electrical instal-
lation and equipment is in strict confb rmity with the provisions of all
electrical ordinances of the Village of Elk Grove Village and the Statutes
of the State of Illinois, provided, however, the work also complies with the

regulations as laid down from time to time in the National Electrical Code as
last published.
Section 5 Penalty. Any person, firm, company or corporation
that shall wilfully £ail or refuse to comply with the provisions of this
ordinance shall be deemed guilty of an offense punishable upon conviction
by a fine of not less than Five 05.00) Dollars nor more than Fifty (iv50.00)
Dollars for each offense, and in case of a continuing failure or refusal,
each day's continuance thereof shall be a separate and distinct offense.
ARTICLE V. REPEAL AND SAVINU CLAUSE.
Section 1 All ordinances and parts of ordinances in conflict
with this ordinance are hereby repealed.
Section 2 Should any section, paragraph, sentence, clause or
phrase of thissonce be declared unconstitutional or invalid for any
reason, the remainder of said ordinance shall not be affected thereby.
ARTICLE VI
This ordinance shall be in full force and effect j;on its pas—
sage, approval and publication as provided by law.
