HomeMy WebLinkAboutORDINANCE - 198 - 10/2/1961 - LICENSING OF SCAVENGERSORDINANCE NO. 198 AN CRDIANCE PROVIDING FOR THL LICENSING OF SCAV::NGERS NOW, THEREFORE, BE IT ORDAINCSD BY the President and Board of Trustees of the Village of Elk Grove Village, Cook County, Illinois: Section 1. That the Municipal Code of the Village of Elk Grove Village be amended by adding to Chapter 22 of said Code the £0110* -Ting: "Article XV - Scavengers. "Section 22.1501. License Required. It shall be unlawful for any person, firm or corporation to engage in the business of a scavenger, or the collection or disposal of animal, human or vegetable refuse or offal without first having obtained a license therefor. The annual fee for such license shall be Five hundred 0500) Dollars. All applications for scavenger licenses shall include a complete fee schedule which the scavenger proposes to charge its customers during the fiscal year. "Section 22.1502. Limiting the Number of Licenses to be Issued. The number of scavenger licenses to be issued shall be limited to five (5) in number. One of said number shall be for scavenger service for the entire Village; the re- maining four licenses shall be limited to scavenger service in the industrially and commercially zoned areas of the Village. The Village Clerk shall designate the character of the license on the licensing document itself. Sail licenses shall create n-) vested interest in the licensee and may be renewed or revoked at the discretion of the President and Board of Trustees at the end of any licensing period with or without cause. The licensing period for a scavenger license shall commence on April 1st and end on March 31st of each year, except that the licensing period for the year 1961-62 shall commence on November 1, 1961 and end on March 31, 1962. "Section 22.1503. Applications for scavenger license shall be made to the Village Clerk and shall be referred to the President and Board of Trustees and no such license shall be issued except upon the order of the President and Board of Trustees. All applications shall be accompanied by a Surety Bond guaranteeing adherence by the applicant to all Village ordWnces and regulations, said bond to be approved by the Village attorney. "Section 22.1504. Vehicles. Any vehicle used by such scavenger in its business shall be water tight and equipped with airtight covers for such portions as are used for the transportation of refuse. It shall be unlawful for any such vehicle to be driven over or through any street in the Village during or on a Sunday. "Section 22.1505. Disposal. It shall be unlawful for any scavenger to dispose or to store any refuse in any place within the Village limits or within one mile thereof, excepting with the permission of the President and noard of Trustees. -1- Ord. ,t198 "Section 22.1506. Penalty. Any person, firm or corparation violating any provision of this Article shall be fined not less than One (ql) Dollar nor more than Two hundred (1200) Dollars for each offense; and a separate offense shall be deemed committed on each day during or on T,Thich a violation occurs or continues." Section 2. This ordinance shall be in full force and effect from and after its passage, approval and publication according to law. PASSED this 2nd day of October, 1961.
