WHEREAS, the Village of Elk Grove Village is the owner of a four acre tract of property bordered by Landmaier Road on the South and the Commonwealth Ec'.ison Cormary highline on the West and North, said property being legally doscribed as follows: That part of the West half of the Southwest quarter of the Northwest quarter of Section 279 Township 41 North, Range 11, East of the Third Principal Meridian ly'_ng West of the West line of the East 167.33 feet of said West half of the Sor::hwest quartor of the Northwest quarter of said Section 27 and lying North of the center L.ne of Landmeier Road and lying South and East of the fo.1 ,owing described lirn,,s: Beginning ng at a point in the East line of said Wast half of the Southwest quarter of the Northwest quarter which is 4"'�0'' feet Sort.h of the Nortrea.st corner thereof; thence South- westerly along a line drawn from said point to a point in the East line of the West 105 feet of said West half of the Southwest quarter of the North- west quarter wi.ich is 97032 feet South of the North line of said West half of the Sout'raest gl�arter of the Northwest quarter and 194.34 feet North of intersection of. said Eas+ line of the West 105 feet and the centerline of said Landmeier � oad, a dist- e of 780-70 feet; thence South along a line 105 feet East of and parallel to the West line of said West half of the South- west quarter cF the Northwest quarter, a distance of 194.34 feet to the center line of Laramcier Road, sit...atccd in the County of Cook, in the State of Illinois; and WHEREAS, it is deemed necessary and advisable for the best interest of the Village of Elk Grove Village, Cook County, Illinois, that said Village cors truct and erip munici.ral buildings on the property owned by it and legally described above, sa-id municipal buildings to include one building com- bined for the Fire Department, police headquarters and jail, Village offices and a courtroom, and a separate building for the Street Department and its equipment; and WHEREAS, it is deemed necessary and advisable that the Village of Elk Grove Village, Cook County, Illinois, purchase fire equipment for its Fire Department, consisting ofz two fire engines, tank truck, hoses, pumps, a two-way radio system, and necessary appurtenances and equipment; and WHEREAS, it is d^amed necessary and advisable to the Village of Elk Grove Village that it purchase Street Department equipment for use for its Street Depa:wtment, consisting of: Dump truck, snow plow, tractor, street sweeper, compressor, and air hanmner; and WHEREAS, the President and Board of Trustees of the Village of Elk Grove Village have heretofcre estimated the cost of constructing and equip- ping the municipal buildings, as above described, to be not less than the sum of :"'aro--I:-.:xired Thousand (WOO,000) Dollars; and W1HEREAS, the President and Board of Trustees of the Village of Elk Grove Village ha�re estimated the cost of purchasing the above enumerated items of fire equipment for use by its Fire Department to be not less than the sum of Eighty thousand (;80,000) Dollars; and WHEREAS, the President and Board of Trustees of the Village of Elk Grove Village have estimated the cost of purchasing the above enumerated items of street egsip;nant for use by its Street Department to be not less than the sum of Twenty T.I;ousand ('4020,000) Dollars; and WHCR.EAS, funds are not available for the purpose of constructing and equipping ranicipal buildings onthe property aforementioned, nor are funds available for the purchase of the fire equipment and street equipment mentioned above, and it will be therefore necessary to borrow money and in evidence thereof issue bond.s of said Village, and before said bonds can be idsued the questions of the issuance of said bonds mn^t be submitted to the electors of said Village and approved by a majority of said electors of said Village voting cn each of Cald questions at an election called for that purpose. NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Elk Grove Village of Cook County, Illinois, as follows: Section 1 That it is hereby determined to be to the best interests of the Village of Elk Grove Village to construct and equip municipal build- ings on property owned by said Village, which property consists of a four acre tract bordered by Landmeier Road on the South and the Commonwealth Edi- son Company highline on the West and North, and legally described above; said municipal buildings to consist of one building combined for the Fire Department, police headquarters and jail, Village offices and a courtroom; and a separate building for the Street Department and its equipment; and for that purpose it will be necessary that the Village of Elk Grove Village bor- row money and in evidence thereof issue bonds of the Village of Elk Grove Village. Section 2 That it is hereby determined to be to the best interests of the Village of Elk Grove Village to purchase fire equipment for its Fire Department, consisting of: two fire engines, tank truck, hoses, pumps, a two-way radio system, and necessary appurtenances and equipment; and for that purpose it will be necessary that the Village of Elk Grove Village borrow money and in evidence thereof issue bonds of the Village of Elk Grove Village. Section 3 That it is hereby determined to be to the best interests. of the Village of Elk Grove Village to purchase street equipment for its Street Department, consisting of: dump truck, snow plow, tractor, street sweeper, compressor, and air hammer; and for that purpose it will be necessary that the Village of Elk Grove Village borrow money and in evidence thereof issue bonds of the Village of Elk Grove Village. Section 4 That there be borrowed by and on behalf of the Village of Elk Grove Village the sum of Three hundred thousand (6300,000) Dollars for the purpose of paying for the construction and equipping of municipal buildings as aforedescribed in the preamble of this ordinance, that there be borrowed by and on behalf of the Village of Elk Grove Village the sum of Eighty thousand (480,000) Dollars for the purpose of paying the cost of pur- chasing fire equipment for its Fire Department as aforedescribed in the pre- amble of this ordinance; that there be borrowed by and on behalf of the Village of Elk Grove Village the sum of Twenty thousand (6200000) Dollars for the purpose of paying the cost of purchasing street equipment for its Street Department as aforedescribed in the preamble of this ordinance; that to evidence the aforesaid loans, negotiable bonds of said Village of Elk Grove Village be issued and that said bonds be designated respectively: "MUNICIPAL BUILDINGS BONDS" numbered 1 through 300, inclusive, to be of the denomination of $61,000 each and to mature serially $6,000 on February 1 of each of the years 1968 to 1971 inclusive, $10,000 on February 1, 19720 $20,000 on February 1, 1973, $,30,000 on February 1, 1974, $35,000 on February 1 of each of the years 1975 to 1978 inclusive, and 640,000 on February 1, 1979 arra February 1, 1980 respectively, bearing interest from date of issuance at a rate of interest not to exceed five percent (5%) per annum payable on August 1 and February 1 of each year until paid; "FIRE EQUIPMENT BONDS" numbered 1 through 80, inclusive, to be of the denomination of X1$000 each and to mature serially 965,000 on February 1 of each of the years 1963 to 1966 inclusive, 410,000 on February 1 of each of the years 1967 to 1972 inclusive, bearing interest from the date of issuance at a rate of interest not to exceed five percent (5%) per annum payable on August 1 and February 1 of each year until paid; "STREET EQUIPMENT BONDS" numbered 1 through 20 inclusive, to be of the denomination of 41,000 each and to mature aerially $5,000 on February 1 of each of the years 1963 to 1966 inclusive, bearing interest from the date of issuance at a rate of interest not to exceed five percent (5%) per annum payable on August 1 and February 1 of each year until paid. Section 5 That the questions of issuing the bonds described above in Section hereof be submitted to the legal voters of the Village of Elk Grove Village at a special election which is hereby called to be held in and for said Village on the 10th day of September, 1960s between the hours of 6:00 a.m. and 6:00 p.m. (Central Daylight Saving Time) on said day. Section 6 That for said special election said Village of Elk Grove Village shall be divided into two (2) precincts, the boundaries of which and the polling places for which being as follows: Precinct No, 1: All that part of the Village of Elk Grove Village lying North of the center line of Landmeier Road, and the center line of said Road as extended, in said Village, Cook County, Illinois; polling place: Ira Rupley School, Oakton Street, Village of Elk Grove Village, Illinois. Precinct No. 2: All that part of the Village of Elk Grove Village lying South of the center line of Landmeier Road, and the center line of said Road as extended, in said Village, Cook County, Illinois; polling place: Ridge School, Ridge Avenue and Laurel Street, Village of Elk Grove Village, Illinois. Section 7 That the Village Clerk of the Village of Elk Grove Vil- lage be and is hereby ordered and directed to cause notice of said election to be given by publishing notice thereof once in the Elk Grove Herald, the same being a newspaper published and having a general circulation within said Village, and by posting notice thereof in at least three (3) of the most public places in each of the election precincts and at each of the polling places designated for said election ; the date of such publication and post- ing of said notice shall be not more than thirty (30) days nor less than fifteen (15) days prior to the date set for said special election; and said notice as publishe3 and posted shall be in substantially the following form: "NOTICE OF SPECIAL ELECTION to vote upon the questions of issuing $300000 "Municipal Buildings Bonds," $80,1700 "Fire Equipment Bonds," and $20,000 "Street Equipment Bonds" of the Village of Elk Grove Village, Cook County, Illinois. "Public notice is hereby given that a special election will be held for the Village of Elk Grove Village, Cook County, Illinois, on Satur- day the 10th day of September, 1960, at which time there will be submitted to the electors of said Village of Elk Grove Village the following questions: 11(1) Shall bonds in the amount of 6300,000 be issued by the Village of Elk Grove Village, Cook County, Illinois, for the purpose of constructing and equipping municipal buildings on property owned by the Village of Elk Grove Village and bordered by Landmeier Road on the South and the Commonwealth Edison Company highline on the West and North; said municipal buildings to consist of one building combined for the Fire Departments police headquarters and jail, Village offices and a courtroom, and a separate building for the Street Department and its equipment, to mature serially $65,000 on February 1 of each of the years 1968 to 19 71, inclusive, X10,000 on February 19 1972, $20,000 on February 1, 1973, OOs000 on February 1, 1974, 05,000 on Febru- ary 1 of each of the 3-ars 1975 to 1978 inclusive, and x;40,000 on February 1, 1979 and February 1, 1980 respectively, bearing interest from date of issuance at a rate of interest not to exceed five percent (5%) per annum payable on August 1 and February 1 of each year until paid? 11(2) Shall bonds in the amount of 4,o80,000 be issued by the Village of Elk Grove Village, Cook County, Illinois, for the purpose of purchasing fire equipment for its Fire Department, consisting of: two fire engines, tank truck, hoses, pumps, a two-way radio system, and necessary appurtenances and equipment; to mature serially $;.5,000 on February 1 of each of the years 1963 to 1966, inclusive, $p10,000 on February 1 of each of the years 1967 to 1972,inelusive, bearing interest from the date of issuance at a rate of in- terest not to exceed five percent (5%) per annum payable on August 1 aid February 1 of each year until paid? 11(3) Shall bonds in the amount of $620,000 be issued by the Village of Elk Grove Village, Cook County, Illinois, for the purpose of purchasing street equipment, for its Street Department, consisting of: dump truck, snow plow, tractor, street sweeper, compressor, and air hammer; to mature serially $5,000 on February 1 of each of the years 1,463 to 1966, inclusive, bearing interest from the date of issuame at a rate of interest not to exceed five percent (5%) per annum payabls on August 1 and February 1 of each year until paidt "That said election will be held in two election precincts of said Village, said election precincts and polling places being as followes "Precinct No. 1: All that part of the Village of Elk Grove Vil— lage lying North of the center line of Landmeier Road, and the center line of said Road as extended, in said Village, Cook County, Illinois; polling place: Ira Rupley School, Oakton Street, Village of Elk Grove Villags, Illinois; "Precinct No. 2: All that part of the V1.11age of Elk Grove Vil— lage lying South of the canter line of Landmeier Road, and the center line of said Road as extended, in said Village, Cook Cor::Tr, Illinois; polling place: Ridge School, Ridge Avenue and Laurel Street, Village of Elk Grove Village, Illinois.
