HomeMy WebLinkAboutRESOLUTION - 27-02 - 5/14/2002 - CLASS 6B STATUS/1150 LIVELY BLVDRESOLUTION NO. 27-02 A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JANUARY 1, 2000 FOR CERTAIN REAL ESTATE LOCATED AT 1150 LIVELY BOULEVARD, ELK GROVE VILLAGE, ILLINOIS (GULLO INTERNATIONAL DEVELOPMENT CORPORATION) WHEREAS, the Village of Elk Grove Village desires to promote the development of industry in the Village of Elk Grove; and WHEREAS, the Cook County Assessor is operating under an ordinance enacted by the Cook County Board of Commissioners, and amended from time to time, the most recent amendment becoming effective as of January 1, 2000, which has instituted a program to encourage industrial and commercial development in Cook County known as the Cook County Real Property Classification ordinance; and WHEREAS, in the case of abandoned property, if the municipality or the Mayor and Board of Trustees, finds that special circumstances justify finding that the property is "abandoned" for purpose of Class 6B, even though it has been vacant and unused for less than 24 months, that finding, along with the specification of the circumstances, shall be included in the resolution or ordinance supporting and consenting to the Class 6B application. Such resolution or ordinance shall be filed with the eligibility application. If the ordinance or resolution is that of a municipality, the approval of the Board of Commissioners of Cook County is required to validate such shortened period of qualifying abandonment, and a resolution to that effect shall be included with the Class 6B eligibility application filed with the Assessor. WHEREAS, Gullo International Development Corporation has applied for or is applying for Class 6B property status pursuant to said aforementioned ordinance, for certain real estate located at 1150 Lively Boulevard, in the Village of Elk Grove Village, Cook County, Illinois, with the Property Index Number 08-27-303-027-0000 has proven to this Board that such incentive provided for in said ordinance is necessary for development to occur on this specific real estate. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DUPage, Illinois: Section 1. That the request of Gullo International Development Corporation to have certain real estate located at 1150 Lively Boulevard, Elk Grove Village, Cook County, Illinois, legally described as follows, and with the Property Index Number 08-27-303-027-0000 declared eligible for Class 6B status pursuant to the Cook County Real Property Classification Ordinance as amended January 1, 2000, is hereby granted in that this Board and the Village of Elk Grove Village, Illinois, has determined that the incentive provided by the said Class 6B Tax Incentive Ordinance is necessary for the said development to occur on the subject property: Lot 233 In Centex Industrial Park Unit 123, Being a Subdivision in Section 27, Township 41 North, Range 11, East of the Third Principal Meridian in Cook County, Illinois. Also described by Metes and Bounds as follows: Beginning at the Southeast Corner of Lot 233 Aforesaid; Thence North 90 Degrees 00 Minutes 00 Seconds West Along the South Line Thereof 372.04 Feet to a Point of Curve; Thence Southwesterly Along an Arc of a Circle Convex Northerly and Having a Radius of 383.28 Feet for a Distance of 140.12 Feet to the Southwest Corner of Lot (The Chord of Said Arc Having a Bearing of South 79 Degrees 31 Minutes 36 Seconds West); Thence North 00 Degrees 00 Minutes Seconds East Along the West Line Thereof 282.33 Feet to the Northwest Corner Thereof, Thence North 90 Degrees 00 Minutes 00 Seconds East Along the North Line Thereof 509.06 Feet to the Northeast Corner Thereof; Thence South 00 Degrees 00 Minutes 00 Seconds East Along the East Line Thereof 257.0 Feet to the Point of Beginning, in Cook County, Illinois Section 2. That the Special Circumstances as outlined by the petitioner are attached hereto as Exhibit "A" and made a part thereof. Section 3. That the Village of Elk Grove Village, Illinois hereby supports and consents to the Class 6B Application and approves the classification of the subject property as Class 6B property pursuant to the Cook County Real Property Classification Ordinance and the Class 6B tax incentives shall apply to the property identified as Permanent Real Estate Index Number 08-27-303-027-0000. 2 Section 4. That the Mayor and Village Clerk are hereby authorized to sign any necessary documents to implement this Resolution. Section 5. Johnson, Mayor Re86bTa U11011SOLivelySpecial.doc MEMO TO: NANCY CARLSON EXHIBIT "A" FROM: MARIANN GULLO RE: 1150 LIVELY BOULEVARD 6B ABATEMENT CLARIFY THE "SPECIAL CIRCUMSTANCES" NANCY, PURSUANT TO YOUR REQUEST, FOLLOWING IS A BRIEF EXPLANATION OF EACH SPECIAL CIRCUMSTANCE STATED IN MY LETTER DATED 4-2-02. 1. Drive -In Door. The existing 63,163 s.f building has 4 docks, however, does not have any Drive -In Doors. A building such as this is very difficult to lease in this situation. Tenant will have to incur the costs of building 2 Drive -In Doors for functionality purposes. 2. Insufficient Parking and Poor Maneuverability for Trucks. Building only has 42 parking stalls and an existing very poor layout. Tenants have requested more parking stalls with better maneuverability for their trucks. 3. Deferred Maintenance. Mechanical Systems have not been properly maintained through the years. Ceiling Grid and tiles need to be replaced. The general appearance of the interior is very run down and "deteriorated", therefore needs to. be -gutted or replaced to compete with newer facilities. 4. High Taxes. Due to the extensive work and high costs that need to be allocated towards this building in order to render it more functional for today's use, prospective tenants are very concerned with the high taxes on this building and have been very interested in the possibility of obtaining a 6B tax break.
