A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS
PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE
AS AMENDED JANUARY 1, 2000 FOR CERTAIN REAL ESTATE LOCATED AT 1111
CHASE AVENUE. ELK GROVE VILLAGE, IL•L•INOIS (ALL TILE. INC.)
WHEREAS, the Village of Elk Grove Village desires to promote the
development of industry in the Village of Elk Grove; and
WHEREAS, the Cook County Assessor is operating under an ordinance
enacted by the Cook County Board of Commissioners, and amended from
time to time, the most recent amendment becoming effective as of
January 1, 2000, which has instituted a program to encourage
industrial and commercial development in Cook County known as the Cook
County Real Property Classification Ordinance; and
WHEREAS, in the case of abandoned property, if the municipality or
the Mayor and Board of Trustees, finds that special circumstances
justify finding that the property is "abandoned" for purpose of Class
6B, even though it has been vacant and unused for less than 24 months,
that finding, along with the specification of the circumstances, shall
be included in the resolution or ordinance supporting and consenting
to the Class 6B application. Such resolution or ordinance shall be
filed with the eligibility application. If the ordinance or
resolution is that of a municipality, the approval of the Board of
Commissioners of Cook County is required to validate such shortened
period of qualifying abandonment, and a resolution to that effect
shall be included with the Class 6B eligibility application filed with
the Assessor.
WHEREAS, All Tile, Inc. has applied for or is applying for Class 6B
property status pursuant to said aforementioned ordinance, for certain
real estate located at 1111 Chase Avenue, in the Village of Elk Grove
Village, Cook County, Illinois, with the Property Index Number 08-27-
303-017 has proven to this Board that such incentive provided for in
said ordinance is necessary for development to occur on this specific
real estate.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage,
Illinois:
Section 1. That the request of All Tile, Inc. to have certain real
estate located at 1111 Chase Avenue, Elk Grove Village, Cook County,
Illinois, legally described as follows, and with the Property Index
Number 08-27-303-017 declared eligible for Class 6B status pursuant to
the Cook County Real Property Classification Ordinance as amended
January 1, 2000, is hereby granted in that this Board and the Village
of Elk Grove Village, Illinois, has determined that the incentive
provided by the said Class 6B Tax Incentive Ordinance is necessary for
the said development to occur on the subject property:
Lot 124 in Centex Industrial Park Unit 90, being a Subdivision
in Sections 27, Township 41 North, Range 11, East of the Third
Principal Meridian, in Cook County, Illinois.
Section 2. That the Special Circumstances as outlined by the
petitioner are attached hereto as Exhibit "A" and made a part thereof.
Section 3. That the Village of Elk Grove Village, Illinois hereby
supports and consents to the Class 6B Application and approves the
classification of the subject property as Class 6B property pursuant
to the Cook County Real Property Classification Ordinance and the
Class 6B tax incentives shall apply to the property identified as
Permanent Real Estate Index Number 08-27-303-017.
Section 4. That the Mayor and Village Clerk are hereby authorized
to sign any necessary documents to implement this Resolution.

Section S. That this Resolution shall be in full force and effect
from and after its passage and approval according to law.

Corporate Officer of Olympic Steel, Inc, the owner of the land and building located at
1111 Chase Avenue, Elk Grove Village v and more properly identified for real estate tax
purposes as, Permanent Index Number 08-27-303-017, and that I have knowledge of the
following facts:
1. Olympic Steel, Inc, is the current owner of the industrial building located at 1111
Chase Avenue, Elk Grove Village, IL.
2. Olympic Steel ceased operations at the aforementioned facility in September,
2000. At which time our personnel and operating equipment were moved to our
plant in Schaumburg and 1111 Chase was listed for sale.
3. The Chase building has not been in operation since September, 2000 but some old
equipment and excess inventory was stored at 1111 Chase until it could be moved
to other company locations.
4. An employee remains on site for security purposes.

This letter is written in support of granting the applicant, Rado LLC (All Tile, Inc.), Class
6B real estate tax status for 1111 Chase Avenue. All Tile, Inc. moved to Elk Grove
Village in 1988 when I sold them their current 71,000 sq. ft, building located at 1201
Chase Avenue. They have remained a very valued client of mine and through the course
of assisting them with their current expansion requirements, we have analyzed the
different alternatives to accommodate their increased space needs. Their two largest
competitors have already moved out of Elk Grove Village to lower tax counties. I have
done everything 1 can to keep them from relocating out of Elk Grove Village and need
your support.
As the current listing broker for the property next door to them located at 1111 Chase, I
have demonstrated to All Tile the advantages of buying this building and significantly
retrofining the building to accommodate their warehouse needs. The building was
formerly occupied by Olympic Steel. This building is specifically designed for the
warehousing of steel. Thus, the building cannot be utilized by general purpose
warehousers because it has no truck docks, a poor sprinkler system and crane rails that
inhibit the warehouse usage. The current condition of this functionally obsolete building
is the reason the property has been on the market for sale for over 20 months. The first
broker originally listed the property September 1, 2000. I then took over the listing
September 1, 2001. Therefore, the building has been on the market for over 20 months.
Due to the building's lack of functionality, it has received very little attention from
prospective buyers. Besides All Tile, the other interested buyers have been developers
that were possibly interested in "stealing" the building and redeveloping it on speculation
for warehouse usage.
All Tile's acquisition and redevelopment of this building for the sole purpose of
expanding their operation in Elk Grove Village demonstrates the proper and intended
usage of the 6B class incentive program.
I respectively request the Village of Elk Grove to grant the 6B classification to the
applicant.
