A RESOLUTION ADOPTING A STREET REPAIR POLICY FOLLOWING PRIVATE
SEWER SERVICE LINE REPLACEMENT EFFECTIVE ON JANUARY 1, 2003
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of
Trustees of the Village of Elk Grove Village, Counties of Cook and
DuPage, State of Illinois as follows:
Section 1: That the Mayor and Board of Trustees hereby adopt
the document entitled:
STREET REPAIR POLICY
FOLLOWING PRIVATE SEWER SERVICE LINE REPLACEMENT
a copy of which is attached hereto and made a part hereof as if
fully set forth and the Village Clerk is authorized to attest
said document upon the signature of the Mayor.
Section 2 : That this Resolution shall be in full force and
effect on the 1s` day of January 2003.

STREET REPAIR POLICY FOLLOWING
PRIVATE SEWER SERVICE LINE REPLACEMENT
General Policy Statement
The pipe that connects a home to the Village's public sanitary sewer main is a private sewer
service line (service line). This private service line is owned and maintained by the property
owner,not Elk Grove Village. The Village's sewer fees and charges do not include the cost of
repairing or maintaining private service lines.
The service line is not public property as it only serves to benefit the private property owner.
Although the service line will be located under public property in order to connect to the
public sewer system,the service line does not benefit the general public and is not part of the
public sewer system.
Elk Grove Village is responsible for owning and maintaining the
public sanitary sewer mains. The Village performs all maintenance
and repairs to its public sanitary sewer system.
The Village recognizes that the repair and replacement of private service lines may become
necessary as the service lines age. The replacement of a private service line that is located
under a street may impose an undue financial burden upon the property owner due to the large
expense associated with the street repair.
Furthermore, a deteriorated sanitary sewer located under a street may erode the street base and
undermine the integrity of the street. This condition imposes additional costs and
inconveniences upon the general public. For these reasons,the Village is enacting the
following policy to repair a private sewer service line provided that the Specific Policy
conditions are met below:
Specific Policy
This policy only applies to a single family residential home where a private sanitary sewer
service line is located under a street and the service line has collapsed or otherwise
deteriorated to the point that the service line must be replaced. The location of the deteriorated
service line repair must be under a publicly owned road. This policy does not apply to service
line repairs made in a parkway or sidewalk, or on private property.
To be eligible for assistance under this policy,the homeowner must comply with the following
steps:
1. After experiencing a sewer backup,the homeowner must contact the Elk Grove Public
Works Department at(847) 734-8800. The Public Works Department personnel will then
inspect the public sewer main to ensure that it is not blocked and the problem is on the
homeowner's private service line,not the Village's main. If the Village's sewer main is
blocked or restricted,the Village will clear it
2. The homeowner is responsible for thoroughly cleaning the private service line from the
house to the point of connection to the public sewer main. A record of the cleaning work
shall be kept by the homeowner and presented to the Village if the Village is requested to
perform the service line replacement work. The homeowner is responsible for regular
maintenance of their private sewer service line.
3. The homeowner shall document the need for private service line replacement under the
public roadway by videotape. A copy of the videotape shall be provided to the Village.
4. The property owner shall contact the Department of Public Works at(847)734-8800 and
request sewer service line replacement under this policy. The Public Works Department
will confirm that the private sewer service line located under the Village's public roadway
is required to be replaced under this policy. The Village will make the final determination
in this matter.
5. If the collapse is not located under the paved portion of the street, the homeowner's
contractor will need to obtain a permit from the Department of Engineering & Community
Development to make the repairs. Repairs must proceed at the expense of the property
owner under the conditions set forth in the permit.
If the collapse is located under the street(from back of curb to back of curb), the
Department of Public Works will undertake the service line pipe replacement under the
street, at Village expense, as soon as practical. The homeowner is responsible to pay their
contractor for any excavation,pipe replacement, clean-out installation and restoration
outside of the street area. The Department of Public Works will coordinate any work with
the homeowner's contractor, if necessary.
6. If the private service line collapse is not located under a public street or if the service
line does not require replacement, the property owner will be responsible for all costs.
The property owner is responsible for all routine maintenance costs associated with
the private sewer service line,and the property owner must install a clean-out if none
exists.
