HomeMy WebLinkAboutRESOLUTION - 6-01 - 2/13/2001 - SUPPORT INCREASED SOUNDPROOFING Resolution No. 6-01 A RESOLUTION SUPPORTING INCREASED SOUNDPROOFING FOR RESIDENCES IMPACTED BY O'HARE AIRPORT AND MIDWAY AIRPORT NOISE WHEREAS, Chicago has generated a computer map, called the Integrated Noise Model (INM) Map which purports to chart the areas adversely impacted by noise from O'Hare and Midway Airports; and WHEREAS, the latest Chicago INM Map (1997) shows 49, 515 homes adversely impacted by noise within the 65 DNL (day/night 24 hour average decibel level) ; and WHEREAS, The City of Chicago has committed to soundproof only about 4, 000 homes-less than 10% of the total acknowledged by Chicago to be adversely affected; and WHEREAS, The Suburban O'Hare Commission (SOC) has collected evidence that the Chicago Residential Soundproofing Program around O'Hare and Midway is woefully inadequate and is far less than being done by other major airports e.g. , Minneapolis, Atlanta, Los Angeles, San Francisco, Seattle and Boston; and WHEREAS, these communities all provide residential sound insulation to ALL homes within the 65 DNL; and WHEREAS, The SOC real world noise monitoring map show noise impacts of greater levels and farther distance, including the Village of Elk Grove Village, than Chicago' s 1997 INM Map; and WHEREAS, Chicago claims it can only soundproof single-family dwellings and will not soundproof multi-family condominiums and rental apartment buildings when many other communities are doing both; and WHEREAS, the U. S. Supreme Court, in their decision on Griggs v. Allegheny County ruled that the basic obligation for noise damage is the responsibility of the Airport Operator. In the case of O'Hare and Midway Airports, this responsibility falls to the City of Chicago; and WHEREAS, the City of Chicago has fallen short in meeting this obligation, even using their own noise contour map. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois as follows: Section 1 : That the Village of Elk Grove Village supports the Suburban O'Hare' s Proposed Program for residential soundproofing. Section 2 : That the Village of Elk Grove Village further supports the language for the referendum being held in many SOC communities "Shall the Illinois Legislature require Chicago and the Airlines to pay for soundproofing of all residences adversely affected by O'Hare noise without any cost to the homeowner?" 2 Section 3: That the Mayor and Board of Trustees of the Village of Elk Grove village ask that our State Legislature work together to create and administer a state soundproofing program for comprehensive residential soundproofing. Section 4 : That this Resolution shall be in full force and effect from and after its passage and approval according to law. VOTE: AYE: Trustees: B. Dill, P. Feichter, S. Lissner, J. Petri C.
