HomeMy WebLinkAboutRESOLUTION - 11-01 - 2/13/2001 - NATIONAL FIRE PROTECTION ASSOC (NFPA)RESOLUTION NO. 11-01 A RESOLUTION OPPOSING THE NATIONAL FIRE PROTECTION ASSOCIATION (NFPA) MINIMUM AND STAFFING STANDARDS WHEREAS, the National Fire Protection Association (NFPA) is an international association of individuals and trade and professional organizations; and WHEREAS, the mission of the NFPA is "to reduce the worldwide burden of fire and other hazards on the quality of life by providing and advocating scientifically based consensus codes and standards, research and education"; and WHEREAS, the NFPA has produced over 275 codes and standards that deal with every aspect of fire and life safety; and WHEREAS, the NFPA is an internationally recognized authority in producing codes and standards dealing with fire and life safety; and WHEREAS, the NFPA is currently proposing two new standards, NFPA 1710, Organizational and deployment of fire suppression operations, emergency medical services, and special operations to the public by career fire departments, and NFPA 1720, Organizational and deployment of fire suppression, emergency medical operations, and special operations to the public by Volunteer fire departments; and WHEREAS, these standards define minimum response times, minimum fire company staffing levels, initial full alarm response levels, and extra alarm response levels; and WHEREAS, the NFPA has clearly gone outside their authority in proposing these national minimum manning and staffing standards; and WHEREAS, even though NFPA codes and standards are voluntary and need to be adopted by local jurisdictions, these standards will be held to be the norm because of the stature of the NFPA in other codes and standards; and WHEREAS, these two standards will be voted on at the annual conference of the NFPA in May of 2001. NOW THEREFORE BE IT RESOLVED by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as follows: Section 1: That the Village of Elk Grove Village vehemently opposes any attempt by the National Fire Protection Association adopting standards that would in any way impose staffing or minimum manning levels on units of local government or affect the staffing or manning of fire, specialized or emergency medical service vehicles or affect the response times of any of these vehicles. Section 2: That the Village of Elk Grove Village forward a copy of this resolution of the National League of Cities urging them to vigorously oppose these proposed standards. Section 3: That this Resolution shall be in full force and effect from and after passage and approval according to law. VOTE: AYES: 6 NAYS: 0 ABSENT: PASSED this 13th day of February 2001.
