RE: 1300 LUNT AVENUE, ELK GROVE VILLAGE
CLARIFY THE "SPECIAL CIRCUMSTANCES"
REASONS FOR ABANDONMENT
NANCY,
Gullo purchased this facility on 5-4-01 from Cooper Tire. It was built in the
early 1970's and needs desperate repair work and restoration to compete
with the newer facilities in the park. We see a great potential for this
property. Due to the great amount of expenses it will take to make such
repairs, we would like to request a 613 abatement to help us make this facility
an appealing one for potential users.
The Special Circumstances for which I am seeking a 613 Abatement are
many. The most important factors that are effecting the marketing, sale or
leasing of this property are;
1. PARKING
2. EXTERIOR + STRUCTURE + AESTHETICS
3. DEFERRED MAINTENANCE
1. PARKING
A 27,000 s.f building should have a minimum of 30 car parking. This facility
instead has only 11 car parking. Therefore, ownership needs to redesign the
parking lot to accommodate any tenant that has an interest in leasing the facility.
2. EXTERIOR + STRUCTURE + AESTHETICS
The overhead doors are damaged and need to be replaced. The dock levelers were
not properly installed and do not function. They need to be repositioned and
installed properly so the trucks no longer hit the building. The metal siding is
damaged and fading and needs to be repaired and refinished to render the facility
more appealing. In addition, the roof needs to be repaired.
3. DEFERRED MAINTENANCE
Mechanical Systems have not been properly maintained through the years.
Ceiling Grid and tiles need to be replaced. The general appearance of the interior
is very run down and "deteriorated."
The Ordinance states " In the case of abandoned property, if the
municipality or the Board of Commissioners, as the case may be,
finds that special circumstances justify finding that the property
is "abandoned" for purpose of Class 6B, even though it has been
vacant and unused for less than 24 months, that finding along with
the specification of the circumstances should be included in the
resolution or the ordinance supporting and consenting to the
Class 6B application. Such resolution or ordinance should be filed
with the eligibility application. If the ordinance or the resolution is
that of a municipality, the approval of the Board of Commissioners of
Cook County is required to validate such shortened period of
qualifying abandonment, and a resolution to the effect should be
included with the Class 6B eligibility application filed with the
Assessor.
Mrs. Jackie Harder is looking for the Special Circumstances as well as
your approval of them in the resolution language.
I thank you in advance for your help and cooperation in this matter
Sincerely, r/
Mariann Gult
