HomeMy WebLinkAboutRESOLUTION - 30-01 - 6/26/2001 - ENDORSING BAN ON EXPANSION OF O'HARERESOLUTION NO. 30-01 A RESOLUTION ENDORSING A BAN ON FURTHER EXPANSION OF O'HARE INTERNATIONAL AIRPORT INCLUDING A BAN ON NEW RUNWAYS AND ENDORSING CONSTRUCTION OF A NEW REGIONAL AIRPORT AT PEOTONE AND ENDORSING CONSTRUCTION OF WESTERN ACCESS UNDER CERTAIN CONDITIONS WHEREAS, the Village of Elk Grove Village has previously passed resolutions against further expansion of O'Hare International Airport (O'Hare) because of concerns of safety and quality of life; and WHEREAS, the Village of Elk Grove Village is comprised of 34,727 citizens; and WHEREAS, the metropolitan Chicago region needs additional airport capacity; and WHEREAS, congestion and gridlock exist along the western edge of O'Hare; and WHEREAS, construction of western access to O'Hare, while beneficial to the citizens of Cook and DuPage Counties, will lead to further runway and airport expansion at O'Hare unless western access is part of an overall regional aviation plan that limits further expansion of O'Hare and prohibits further runway construction at O'Hare; and WHEREAS, the residents of Elk Grove Village experience not only the economic benefits of air traffic but also the daily environmental costs of O'Hare in the form of noise pollution, air pollution, and ground traffic congestion and are further concerned regarding air safety at O'Hare; and WHEREAS, the thousands of residents in communities surrounding O'Hare have called upon local and state government to constrain the levels of noise impact caused by usage at O'Hare; and WHEREAS, the current level of air traffic at O'Hare reached in excess of 900,000 commercial operations in 2000; and WHEREAS, O'Hare Airport is operating over capacity, and the State of Illinois, the City of Chicago, and the Federal Aviation Administration have recognized the need to accommodate air traffic demand with increased airport capacity for the region; and WHEREAS, Chicago and the airlines are planning new runways which will increase usage at O'Hare by several hundred thousand flights per year into an already overcrowded O'Hare; and WHEREAS, expansion of O'Hare to accommodate long-term aviation demand is not economically feasible and cannot be accomplished without severely impacting residents surrounding the airport and/or without negatively affecting the environment. NOW THEREFORE BE IT RESOLVED by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as follows: Section 1: That the Village of Elk Grove Village affirms its position opposing the construction of new runways at O'Hare. Section 2: That the Village of Elk Grove Village affirms its position opposing an increase in air traffic at O'Hare. Section 3: That the Village of Elk Grove Village endorses construction of a new regional airport at Peotone. Section 4: That the Village of Elk Grove Village endorses construction of western access to O'Hare to relieve the gridlock around the western side of O'Hare by extending the Elgin/O'Hare Expressway under certain conditions. Section 5: That the Village of Elk Grove Village endorses western access only on the condition that western access is part of an overall regional aviation plan that limits further expansion of O'Hare and prohibits further runway expansion at O'Hare. Section 6: That the Village of Elk Grove Village respectfully requests and urges the leadership and members of the Illinois General Assembly to enact legislation that guarantees construction of a new regional airport at Peotone and bans further expansion of O'Hare including a ban on new runways at O'Hare. Section 7: That the Village of Elk Grove Village urges each of the Cook and DuPage municipalities to individually adopt a resolution by which each municipality endorses construction of a new regional airport at Peotone and endorses a ban on further expansion of O'Hare including a ban on new runways at O'Hare and further endorses western access to O'Hare airport under the express condition set forth herein. 2 Section 8: That the Village Clerk shall send certified copies of this Resolution to State of Illinois Governor George H. Ryan, 207 State House, Springfield, IL 62706; Illinois Secretary of Transportation Kirk Brown, 2300 S. Dirksen Parkway, Room 300, Springfield, IL 62764; City of Chicago Mayor Richard M. Daley, 121 N. LaSalle Street, Suite 509, Chicago, IL 60602; and the Suburban O'Hare Commission, 117 East Green Street, Bensenville, IL 60106. Section 9: That this Resolution shall be in full force and effect from and after its passage and approval according to law.
