HomeMy WebLinkAboutRESOLUTION - 40-00 - 10/10/2000 - PARTNERSHIP AGREEMENT/TERMINI IMERESERESOLUTION NO. 40-00 A RESOLUTION AUTHORIZING THE VILLAGE PRESIDENT AND VILLAGE CLERK TO EXECUTE A PARTNERSHIP AGREEMENT BETWEEN TERMINI IMERESE, SICILY, ITALY AND THE VILLAGE OF ELK GROVE VILLAGE FOR A SISTER CITY TWINNING RELATIONSHIP NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DUPage, State of Illinois as follows: Section 1: That the Village President be and is hereby authorized to sign the attached documents marked: PARTNERSHIP AGREEMENT Elk Grove Village, Illinois, U.S.A. and Termini Imerese, Sicily, Italy Sister City Twinning Relationship a copy of which is attached hereto and made a part hereof as if fully set forth and the Village Clerk is authorized to attest said documents upon the signature of the Village President. Section 2: That this Resolution shall be in full force and effect from and after its passage and approval according to law. VOTE: AYES: 5 NAYS: 0 ABSENT: 1 PASSED this 10th day of October , 2000. AND Termini Imerese, Sicily, Italy Sister City Twinning Relationship It is the intent of this Partnership Agreement to outline: The benefits of a Sister City/Twinning Relationship between the Village of Elk Grove Village, Illinois, U.S.A. and Termini Imerese, Sicily, Italy. The goals the two communities set out to achieve by entering into the aforementioned partnership and; The roles and responsibilities each community will expect and assume of themselves and each other as the partnership enters into the implementation stage. BENEFITS Elk Grove Village and Termini Imerese are featured as International cities. The opportunity to coordinate business conferences and professional and student exchanges between Elk Grove Village and Termini Imerese. Cultural, trade, educational, and sports programs that promote international and intercultural knowledge and understanding will be available to both communities. The opportunity to serve as official community host to visiting foreign delegations. Network with international business people. Experience the customs and cultures of foreign countries. 2 GOALS It is the ultimate goal of this partnership to expand the economic development and inward investment opportunities available to both communities and to enhance their exposure in today's ever growing global economy. However, in order to reach that goal, relationship building, cultural events, and exchanges should take place so as to establish a strong foundation on which to build solid future business partnerships. Therefore, the short-term goals of this partnership are to: 1. Establish and enhance the relationship between Mayor Craig B. Johnson and the Board of Trustees of the Village of Elk Grove Village and Mayor Luigi Purpi and the City Council of Termini Imerese. A relationship should also be established between the Village of Elk Grove Village's Sister City Board of Directors and its membership and the selected representatives from Termini Imerese. This goal can be achieved by: Sending delegations of elected officials and Sister City representatives to the respective cities; Setting up periodic conferences between the two government bodies to address issues of common concern. 2. Establish a pen pal program with at least two schools from each community. This goal can be achieved by: Contacting interested schools at both the elementary and secondary levels with a goal of matching interested schools and establishing a strong pen pal program via mail and the Internet. 3. Match selected churches in each community and matching them to similar denominations. This goal can be achieved by: Contacting two of three churches in each community and matching them to similar denominations. 4. Schedule a partnership agreement signing ceremony to take place in Termini Imerese, Sicily, Italy and the Village of Elk Grove Village, Illinois, United States of America. 3 This goal can be achieved by: Arranging for a Partnership Signing Ceremony to take place in the Village of Elk Grove Village, Illinois on October 10, 2000 as a part of the Termini Imerese delegations' visit to the Village of Elk Grove Village, Illinois. Scheduling a follow-up Partnership Agreement Signing Ceremony in Termini Imerese, Sicily sometime in the year 2001. 5. Establish a method of correspondence between the two communities so as to keep each informed and up-to-date on the activities of the other. This goal can be achieved by: Establishing a mailing list in each community and sending relevant information such as community newsletters. Long Term Goal 1. Establish a Student Exchange Program so as to allow students of specified ages to visit their Sister City. 2. Establishing a work exchange program between officials in each community to gain a better understanding of the private and public sector and how their peers operate in another country. 3. Establish a "best practices" program to gain valuable insights about how each of our governments work. This program will allow for the exchange of ideas in areas such as waste disposal, recycling and leisure provision. 4. Arrange an exchange for community groups, women's groups, Historical societies, uniformed organizations, etc. to gain insight and experience cultural differences first hand. 5. Set up business -to -business linkages and opportunities for inward investment, joint ventures, and business expansions. 6. Explore the potential partnerships that may exist between the universities and institutions of higher learning in each community. 7. Work to establish regional business and cultural relationships that will enhance the partnership. 4 ROLES AND RESPONSIBILITIES ELK GROVE VILLAGE, ILLINOIS U.S.A. To establish a committee within Elk Grove Village Sister Cities that will be specifically assigned the task of developing a program to enhance the Village of Elk Grove Village's business and cultural relationship with Termini Imerese. To home host visitors to the Village of Elk Grove Village from Termini Imerese. To keep Termini Imerese counterparts informed as to the activities and events happening in Elk Grove Village. To establish guidelines for community visitations from Termini Imerese. To share the culture and heritage that is unique to the Village of Elk Grove and the State of Illinois. To inform the business community within Illinois about the many benefits that Termini Imerese has to offer. To participate, to the best of its ability, to establish youth exchanges, work exchanges, cross cultural events and additional programs that will enhance the relationship with the Village of Elk Grove Village. TERMINI IMERESE, SICILY, ITALY To keep the Village of Elk Grove Village counterparts informed as to the activities and events happening in Termini Imerese. To establish guidelines for community visitations from the Village of Elk Grove Village. To share the culture and heritage that is unique to Termini Imerese. To inform the business community within Termini Imerese about the many benefits that the Village of Elk Grove Village has to offer. To participate, to the best of its ability in the establishment of youth exchanges, work exchanges, cross cultural events and additional programs that will enhance the relationship with the Village of Elk Grove Village. To be gracious hosts. 5 THEREFORE, BE IT RESOLVED, that the Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois represented by the Village of Elk Grove Village's Sister Cities Program and Termini Imerese Council enter into this Sister City Twinning/Partnership Agreement dated this 10th date of October, 2000.
