A RESOLUTION REQUESTING THE DEVELOPMENT OF A REGIONAL
CONSOLIDATED AIRPORT MASTER PLAN AND THE ABATEMENT OF ANY
NEW CONSTRUCTION AT O'HARE UNTIL A MASTER PLAN IS DEVELOPED
WHEREAS, an Airport Master Plan is an essential part of a sound
public policy decision making process for the development of new or
significantly altered or expanded airport facilities; and
WHEREAS, the process of preparing an Airport Master Plan should
be undertaken and completed prior to the construction of any new or
significantly altered or expanded airport facilities; and
WHEREAS, an Airport Master Planning process should provide for
full public disclosure and opportunities for meaningful public
comment and participation; and
WHEREAS, an Airport Master Plan should integrate the analysis of
three main airport components: 1) Airside (e.g., runways, taxiways
and air traffic control), 2) Terminals, and 3) Landside (roadways and
ground access); and
WHEREAS, an Airport Master Plan should: 1) prepare long-term (at
least 20 years) aviation demand forecasts, 2) evaluate the ability of
existing airport facilities to accommodate the forecasted demand, 3)
develop and consider alternative capacity enhancements to meet any
shortfall in the ability of existing facilities to accommodate the
forecasted demand, 4) examine the costs and benefits of each
alternative capacity enhancement based on social, environmental and
economic impacts, 5) fully and clearly describe all decisions made
with respect to the alternative examined, and 6) provide the reasons
for such decisions; and
WHEREAS, a Master Plan for the development of airport facilities
in the Chicago metropolitan region should examine all reasonable
alternatives for accommodating future air traffic growth, including
the South Suburban Airport proposed by the Governor of the State of
Illinois and supported by many throughout the Chicago region; and
WHEREAS, the City of Chicago currently is embarking on the
construction of new or significantly altered or expanded airport
facilities without having undertaken an Airport Master Plan that
meets the requirements of sound airport planning described
previously; and
WHEREAS, resolution of how the Chicago metropolitan region will
meet the significant increase in the demand for air transportation
services that has been universally forecasted for the region is of
paramount importance to the economic, public health and environmental
well-being of the region and of Cook and Du Page County
municipalities; and
WHEREAS, the State of Illinois has the authority to approve or
deny the construction of new or significantly altered or expanded
airport facilities in the State.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of
Trustees of the Village of Elk Grove Village, Counties of Cook and
DuPage, State of Illinois as follows:
Section 1: That the Village of Elk Grove Village calls for the
development of a consolidated Master Plan for the construction of new
or significantly altered or expanded airport facilities at all of the
major airports in the Chicago metropolitan region including, but not
limited to, O'Hare Airport, Midway Airport, and the proposed South
Suburban Airport.
Section 2: That the Village of Elk Grove Village calls upon the
City of Chicago to prepare a Master Plan for O'Hare Airport that
meets the requirements of sound airport planning described previously
before undertaking construction of any new or significantly altered
or expanded airside, terminal, or landside airport facilities.
Section 3: That the Village of Elk Grove Village calls upon the
City of Chicago to undertake no construction of any new or
significantly altered or expanded airside, terminal, or landside
airport facilities at O'Hare Airport prior to completion of such
consolidated Master Plan for the region.

Section 4: That the Village of Elk Grove Village requests that
the Governor of Illinois use such consolidated Master Plan for the
region as the basis for making all decisions regarding State of
Illinois, approvals or denials of the construction of new or
significantly altered or expanded airport facilities in the Chicago
metropolitan region.
Section 5: That this Resolution shall be in full force and
effect from and after its passage and approval according to law.
