Hinkle, Senior Plan Reviewer, Community Development Zoning Variation — Docket #23-2, 511 Willow Lane Chairman Childress called the meeting to order at 7:00 p.m. and read a statement describing the hearing notification procedure as well as the legal notice. The petitioner, William Marshall (Owner of Record), was sworn in and asked to state his case for requesting a zoning variation. The petitioner stated he wanted to install a new vinyl fence to finish enclosing his yard for a future dog and to provide added privacy. If the fence were to be installed where the code allows, it would place it in a location that would interfere with the house's windows or if brought further back, the usable enclosed yard space would be diminished. Chairman Childress opened the meeting to questions from the board. Members Bookler and Fowler inquired if the petitioner had spoken to his neighbors regarding the location of the fence. The petitioner stated he has not. Member Rawleigh inquired about the type of fence that was proposed. The petitioner stated it would be a vinyl fence. Members Glimco, Latrofa and Romanski had no questions. Chairman Childress stated that the proposed fence would not create any sight line issues. Chairman Childress stated that no utilities or drainage issues appear to conflict with the proposed fence placement. No members of the public were present for the hearing. Community Development Department stated they received no phone calls or emails and had no objection to the variation request. Chairman Childress called for the motion. A Motion to DO GRANT a variation to permit the installation of a six (6') foot high vinyl fence which will extend approximately seven (7') feet beyond the nearest front corner of the principal structure on the adjacent single-family residential lot to the south at 517 Edgewood Lane was made by Member Romanski and seconded by Member Latrofa. Upon voting (AYES — Bookler, Childress, Glimco, Fowler, Latrofa, Rawleigh and Romanski) (NAYES- None.) (ABSENT — Serrano and Spragg) The motion carried. Chairman Childress advised the petitioners to contact the Village Clerk and be available for the subsequent Village Board Meeting on May 9, 2023. Chairman Childress called for a motion to adjourn. This Motion to adjourn was made by Member Romanski which was seconded by Member Latrofa. The motion carried.
