HomeMy WebLinkAboutRESOLUTION - 18-95 - 3/28/1995 - SUPPORT HB 2189/SENTATE BILL 1124RESOLUTION NO. 18-95 A RESOLUTION IN SUPPORT OF HOUSE BILL 2189 FOR A METROPOLITAN AIRPORTS AUTHORITY AND SENATE BILL 1124 FOR A BAN ON NEW RUNWAYS AT O'HARE AIRPORT. WHEREAS, the residents of the Village of Elk Grove Village experience not only the economic benefits of air traffic but also the daily impact of O'Hare International Airport, hereafter called O'Hare, in the form of noise pollution, air pollution, and ground traffic congestion; and WHEREAS, thousands of residents in communities surrounding O'Hare have called upon local and State government to constrain the growth of O'Hare and reduce the levels of noise impact: and WHEREAS, the current level of air traffic at O'Hare reached 893,000 commercial operations in 1994; and WHEREAS, the level of air traffic projected for the Northern Illinois and Northwest Indiana region is expected to double by the year 2005; and WHEREAS, the projected shortfall of air traffic capacity for the region is over 30 million passenger enplanements by the year 2020; and WHEREAS, the Village of Elk Grove Village recognizes the importance of air traffic as an economic impetus for the entire region; and WHEREAS, the State of Illinois, the City of Chicago, and the Federal Aviation Administration have recognized the need to accommodate air traffic demand with increased airport capacity in the region; and WHEREAS, the State of Illinois is currently committed to development of a Master Plan for a new regional airport known as the South Suburban Airport; and WHEREAS, the Federal consent decree postponing construction of new runways at O'Hare will expire at midnight on June 30, 1995, and the State of Illinois will have sole power to decide whether new airport capacity will be created at O'Hare or at the new South Suburban Airport; and WHEREAS Chicago and the airlines are planning new runways which will pump several hundred thousand flights into an already stuffed O'Hare; and WHEREAS, House Bill 2189 creates the Metropolitan Airports Authority, to govern O'Hare and Midway Airports, to build and govern the new South Suburban Airport; and WHEREAS House Bill 2189 creates the O'Hare Noise Commission, composed of officials of most affected communities, to administer noise abatement programs, and to represent a strong voice for O'Hare area suburbs in decisions affecting airport expansion; and WHEREAS, Senate Bill 1124 prohibits the construction of new runways at O'Hare; NOW THEREFORE BE IT RESOLVED that the Village of Elk Grove Village commends Governor Edgar and the State of Illinois for the vision to meet all future economic demand for airport capacity in an environmentally responsible way with the new South Suburban Airport; and BE IT FURTHER RESOLVED that the Village of Elk Grove Village supports House Bill 2189, as currently drafted to include the O'Hare Noise Commission; and -2- BE IT FURTHER RESOLVED that the Village of Elk Grove Village supports Senate Bill 1124 to prohibit construction of new runways at O'Hare; and BE IT FURTHER RESOLVED that the Village of Elk Grove Village calls upon the General Assembly for immediate passage of these bills as currently drafted, and calls upon Governor Edgar to sign both into law; and BE IT FURTHER RESOLVED that copies of this resolution be presented to the following: Governor Jim Edgar; House Speaker Lee A. Daniels; Representative Terry Parke; Representative Kathleen L. Wojcik; Senate President James "Pate" Philip; Senator Peter G. Fitzgerald.
