A RESOLUTION ADOPTING THE VILLAGE OF ELK GROVE VILLAGE
POLICY ON BANNERS (BIESTERFIELD ROAD)
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage, State of
Illinois as follows:
Section 1: That the President and Board of Trustees do hereby adopt
the document entitled:
POLICY GOVERNING OUTSIDE GROUPS
DISPLAYING BANNERS ON BIESTERFIELD ROAD
a copy of which is attached hereto and made a part hereof as if fully set
forth and the Village Clerk is authorized to attest said documents upon the
signature of the Village President.
Section 2: That this Resolution shall be in full force and effect
from and after its passage and approval according to law.

POLICY GOVERNING OUTSIDE GROUPS
DISPLAYING BANNERS ON BIESTERFIELD ROAD
Final determination for installation of banners by outside groups
shall rest with the Village Manager who shall use the following
criteria in making the decision to allow banner displays:
1. Requests to display banners must be submitted in
writing. No banner(s) shall be on display for more than
30 days and will require a permit through the Department
of Engineering and Community Development prior to being
displayed.
2. All banners must be 31" x 94" in conformance with
the location of the Village's banner hardware.
3. A minimum of five (5) banners is required to be on
display. In addition, all banners must be placed
consecutively on one side of the street. The requesting
party must state upon which poles the banners will be
installed. The Village will retain the right to amend
the location as it deems necessary.
4. Requests will be honored on a first come, first served
basis.
5. Display of banners is limited to non-profit and
governmental organizations which are domiciled in Elk
Grove or who hold events within the village.
6. No banners of political, personal, commercial, or
religious content may be displayed.
7. Events or functions advertised by banners must be open
to the general public with no exclusions.
8. The requesting party shall be responsible for the
purchase, production, installation, and removal of their
banners as well as the safe handling, removal and
reinstallation of any Village owned banners. Village
owned banners must be returned to the Department of
Public Works immediately upon removal. Failure to do so
will leave the requesting party subject to costs
associated with the replacement of any lost or damaged
banners.
9. The Village reserves the right of first use of the
banner poles and may preempt previously approved banners
if it is determined that they are not in conformity with
the banner policy.
10. Profanity or anti-social language and/or symbols will
not be accepted.
11. Failure to remove banners by the required date will
result in a $10.00 fine per banner per day.
12. Appeals to the Village Manager's determinations may be
reviewed by the Village Board of Trustees.
