A RESOLUTION SUPPORTING MUNICIPAL OVERSIGHT
OF TELECOMMUNICATION PROVIDERS
WHEREAS, the Village of Elk Grove Village is a corporate organization
within the State of Illinois and Counties of Cook and DuPage; and
WHEREAS, the Village of Elk Grove Village now regulates the
rights-of-way to promote the public welfare; and
WHEREAS, telecommunication providers have traditionally recognized the
need for municipalities to regulate the rights-of-way; and
WHEREAS, changes in telecommunications policy and technology may affect
the ability of the Village of Elk Grove Village to regulate current and
future telecommunication providers; and
WHEREAS, policy and technology changes may require the Village of Elk
Grove Village to update its telecommunications policy; and
WHEREAS, the DuPage Mayors and Managers Conference, the Northwest
Municipal Conference, the South Suburban Mayors and Managers Association,
and the West Central Municipal Conference have come together to (1) assess
the policy and technology changes affecting municipal telecommunication
regulation; and (2) develop an updated model telecommunications policy for
individual municipalities to consider adopting.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage, State of
Illinois as follows:
Section 1: That the Village of Elk Grove Village supports the effort
of these four groups to develop a model telecommunications policy that
continues the role of municipalities in overseeing the public
rights-of-way, for the public well-being; reflects the changes in policy
and technology occurring; and promotes competition in the provision of
telecommunication services.
Section 2: That this Resolution shall be in full force and effect
from and after its passage and approval as provided by law.
