HomeMy WebLinkAboutRESOLUTION - 9-94A - 2/8/1994 - EXECUTIVE SESSION MINUTES/RELEASE RESOLUTION NO. 9-94 A A RESOLUTION AUTHORIZING RELEASE/RETENTION OF EXECUTIVE SESSION MINUTES OF THE VILLAGE OF ELK GROVE VILLAGE WHEREAS, the President and Board of Trustees of the Village of Elk Grove Village have met from time to tii,.a in executive session for purposes authorized by the Illinois Open Meetings Act; and WHEREAS, as required by the Act, the Village has kept written minutes of all such executive sessions; and WHEREAS, pursuant to the requirements of Public Act 85-1355, the President and Board of Trustees have met in closed session to review all closed session minutes; and WHEREAS, they have determined that a need for confidentiality still exists as to the executive session minutes for certain meetings and that they should not be released at this time; and WHEREAS, they have further determined that the minutes of the meetings listed on the attachment hereto no longer require confidential treatment and should be made available for public inspection. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and Du Page, State of Illinois, as follows: Section 1. That the Executive Session Minutes from those meetings set forth on the attachment hereto are hereby released. Section 2. That the Village Clerk is hereby authorized and directed to make said minutes available for inspection and copying in accordance with the standing procedures of the Clerk' s office. Section 3. February 1 , 1990 \� PERSONNEL COMPENSATION The Personnel Committee and staff discussed the following items: 1. Employee contributions to health care premiums; 2. Whether or not retirees should pay the full amount of health care premiums; 3. The possibility of establishing some type of fund for active employees to contribute to, to be used for payment of health care premiums when they retire; 4. The possibility of modifying the medical plan to reduce Village costs; 5. Whether or not other communities require employees to contribute to health care premiums; 6. The possibility of allowing retirees over age 65 to participate in health care programs as a supplement to medicare at a reduced rate; 7. The implications of our upcoming collective bargaining with Police Officers on health care items; and S. Potential positions of reponse to the Police Union on the health care issue as a language item in collective bargaining. Following discussion of these items , staff was directed to: 1. Provide the Personnel Committe with statistical information on the cost savings of h aving employees pay between 5% and 40" of the health care premiums. 2. The consensus of the Board was as follows: Eliminate the Entrance Rate and Midpoint position of the Merit Pay ranges; Prohibit increases that exceed the Maximum pay rate; Do not establish Minimum starting rates for Merit positions at the 75th percentile; Establish a 5% gap only between subordinate and first line supervisor salaries; Bring merit pay employees up to the new minimum of their pay range; Do not establish a longevity pay plan; Increase the Paramedic speciality pay from $1,545 to $2,000; Maintain the present overtime policies with respect to paid time off. in addition, it was the consensus of the Committee to meet again on Thursday, April 11, 1991 at 7 p.m. to further discuss wages and salaries. Sick Leave time will not be included in overtime hours. Under that agreement Elk Grove was considered a single user. The agreement allowed Bensenville to collect user rates for sewage treatment, operation, maintenance, replacement, and capital outlay. In 1985, the Agreement was amended to enable Bensenville to also assess surcharges against users. In 1987, the Village was invoiced for surcharges, which were paid under the premise that the Village was a single user, and the amendment did not change the definition of a user, but only to add surcharges to the agreement. In 1988, Elk Grove adopted an ordinance allowing the surcharges to be levied against the industrial properties serviced by Bensenville. The Village, however, continued paying the surcharges to Bensenville. The Assistant Village Manager noted that he had spoken with the current Finance Director and Public Works Director to ascertain why the surcharges were not passed along to the individual companies. The former Director of Finance, George Coney, was not contacted. It appears the Village may not have passed along the surcharges because it was to be considered as part of an in-house rate study, to be conducted in 1988, but was never done; or the soecifir. violators were not known and therefore could not be invoiced. . . . .please continue. . . . -2- It was the consensus of the Committee to perform the following: 1. Begin charging the $0.35 basic user rate (maintenance) which was adopted by the Village in 1988; 2. Do not pay any further customer surcharges, but assist the Village of Bensenville in collecting the surcharge from the individual customers; 3. Do not seek reimbursement from Bensenville for customer surcharges already paid by Elk Grove Village; and 4. Implement an additional charge of $0.35 per $1 ,000 gallons to fund capital outlay undertaken by the Village of Bensenville but billed to the Village as part of the Village' s proportionate share. An ordinance doing so will be placed on the next Agenda. The reorganization entails the addition of one Deputy Fire Chief and an Assistant Fire Chief, while eliminating the two existing Administrative Captain positions. In addition, the position of Administrative Aide-Civil Defense would be upgraded to an Administrative Assistant position. The Assistant Chief would be appointed by the Fire Chief. The total cost of the reorganization .is estimated at $12,100. Upon further deliberation the consensus of the Village Board was the following: - To approve the reorganization plan as submitted by staff; - To survey surrounding communities to determine the Awhmanagement structure in their Fire Department, and itto report that information to the Village Board; - To allow the second Deputy Fire Chief to have a vehicle for use to and from work, subject to that person's living within the community. in addition, the Vehicle Use policy would be amended so that no employee would have a Village vehicle for use to and from work unless he/she resides in the Village. The Village Board discussed possible enforcement litigation against the property owner. ' The consensus of the Board was as follows: -- Revoke the In-Home Day Care Center License for 725 Arizona Pass at the forthcoming Village Board Meeting under New Business; -- Send a certified letter to the Day Care Operator/Homeowner advising of the license revocation and the homeowner's ability to appeal the revocation at a hearing before the Village Board; and, -- Staff is to work with the Illinois Department of Children and Family Services (DCFS) to ascertain if there are any in-home day care centers operating in Elk Grove that are not licensed by the Village. Ferguson has requested a 3-month extension to the 15-mile residency requirement. The consensus of the Board was to grant Firefighter Ferguson a 3-month extension to the residency requirement until May 12, 1993 . Failure to meet that deadline will result in immediate dismissal .
