A RESOLUTION AUTHORIZING THE VILLAGE PRESIDENT AND VILLAGE
CLERK TO EXECUTE AN AGREEMENT BETWEEN THE VILLAGE OF ELK
GROVE VILLAGE AND BARTON-ASCHMAN FOR TRAFFIC ENGINEERING
SERVICES (DEVON AVENUE TO HIGGINS ROAD)
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage, State of
Illinois as follows:
Section 1: That the Village President be and is hereby authorized to
sign the attached documents marked:
AGREEMENT
TRAFFIC ENGINEERING SERVICES
DEVON AVENUE TO HIGGINS ROAD
a copy of which is attached hereto and made a part hereof as if fully set
forth and the Village Clerk is authorized to attest said documents upon the
signature of the Village President.
Section 2: That this Resolution shall be in full force and effect
from and after its passage and approval according to law.

Dear Ms. Pye:
Barton-Aschman Associates, Inc., is pleased to submit this contract proposal for professional
engineering services in connection with above -referenced project. The scope of work and
engineering fees contained herein are based on our response dated June 30, 1994 to the village's
Request for Proposal for this project. It is our understanding that Barton-Aschman has been
formally approved by the village board for this project and that upon execution of this contract
proposal we will be authorized to proceed.
Section I: Project Description
The work covered by this scope of services will include the investigation and feasibility of a
traffic signal interconnect along Arlington Heights Road from Devon Avenue to Higgins Road.
Specific tasks are outlined in Section II.
Section II: Scope of Services
Task 1: Data Collection
The project team will focus initially on collecting pertinent data as it relates to the existing traffic
signal hardware, available existing traffic count information, and existing roadway plans. This
information will be collected by soliciting available information from Elk Grove Village and the
Cook County Highway Department (CCHD), supplemented with a comprehensive field
reconnaissance of the project area. This information will be used to establish base -line
conditions for the feasibility study and to augment local agency consensus building for the
project. If recent traffic count information is not available at critical locations within the project
area, Barton-Aschman may conduct 24-hour tube counts at these critical locations to identify
primary traffic patterns within the study area. Intersection turning -movement counts will not
be conducted as part of the feasibility study.

Task 2: Local Agency Coordination
Barton-Aschman will arrange a meeting with Elk Grove Village, CCHD, and IDOT to discuss
the feasibility study. The meeting(s) will serve to identify the goals of the project and to explore
funding mechanisms for the interconnect, if it is deemed feasible. An initial coordination
meeting will be held prior to completion of Task 1 to allow for early project notification to the
various local agencies. Further meetings would be held, as warranted, to review the status of
the project and the feasibility report.
Task 3: Feasibility Report
Barton-Aschman will prepare a technical memorandum outlining our findings and
recommendations for the proposed traffic signal interconnect on Higgins Road. As part of this
study, we will prepare an Engineer's Opinion of Probable Construction Cost for the installation
of a distributive closed-loop system. The technical memorandum will also outline the feasibility
of such a system from both fiscal and physical perspectives.
The feasibility report will be reviewed with the village for acceptance and concurrence. Upon
approval of the feasibility report by the village, Barton-Aschman will provide ten (10) copies
to the village for its use and distribution.
Section III: Time of Performance
Barton-Aschman is prepared to begin work on this assignment upon receipt of an executed copy
of this contract proposal. We will complete the data collection, Task I, within three weeks from
receipt of an executed copy of this proposal. Local agency coordination, Task II, will be done
throughout the course of the project as needed. A draft feasibility report will be prepared upon
completion of data collection and an initial coordination meeting with the local agencies. The
draft feasibility report will be ready for review by the village eight weeks after receipt of a
signed contract. The final feasibility report will be completed within two weeks after receipt
of review comments by Elk Grove Village.
Section IV: Fees
Our fees for services will be computed and invoiced based on a cost -plus -fixed -fee format in
accordance with the fee schedule shown in Attachment A. We will not accrue fees in excess of
the project budget shown below without specific written authorization from Elk Grove Village.
Direct expenses, which are itemized in Attachment A, will be billed at cost.

Section V: Method of Payment
Our invoices for these services will be submitted every four weeks and will reflect charges
incurred on the project the previous four weeks. Invoices will show staff time and expenses
separately. Invoices are due and payable within 30 days of the invoice date. If payment is not
received within 30 days, Barton-Aschman may stop work on this project until payment is
received. Barton-Aschman would provide written notice to Elk Grove Village seven calendar
days prior to stopping work.
