HomeMy WebLinkAboutRESOLUTION - 48-94 - 9/27/1994 - AGRMT/BARTON ASHMANRESOLUTION NO. 48-94 A RESOLUTION AUTHORIZING THE VILLAGE PRESIDENT AND VILLAGE CLERK TO EXECUTE AN AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND BARTON-ASHMAN FOR TRAFFIC ENGINEERING SERVICES - INTERSECTIONS OF BIESTERFIELD ROAD/MICHIGAN LANE, MEACHAM/NERGE ROADS, MALLARD CROSSING ENTRANCE/NERGE ROAD NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois as follows: Section 1: That the Village President be and is hereby authorized to sign the attached documents marked: AGREEMENT TRAFFIC ENGINEERING SERVICES INTERSECTIONS OF BIESTERFIELD ROAD/MICHIGAN LANE MEACHAM/NERGE ROADS, MALLARD CROSSING ENTRANCE/NERGE ROAD a copy of which is attached hereto and made a part hereof as if fully set forth and the Village Clerk is authorized to attest said documents upon the signature of the Village President. Assistant Village Engineer 901 Wellington Avenue Elk Grove Village, Illinois 60007-3499 Re: Traffic Engineering Services Dear Ms. Pye: Thank you for considering Barton-Aschman Associates, Inc., for this project. We are pleased to submit four copies of a contract to evaluate the operational characteristics of the following intersections. • Biesterfield Road at Wise Road and Michigan Lane • Meacham Road at Nerge Road • Nerge Road at the Mallard Crossing Shopping Center entrance The purpose of this study is to assess the operational condition of these intersections with the recent change in traffic patterns due to the opening of Elgin -O'Hare Expressway and Mallard Crossing Shopping Center. Scope of Services Barton-Aschman's proposed scope of services was developed to respond to the requirements outlined in the Request for Proposal. Part 1: Biesterfreld Road at Wise Road and Michigan Lane Task 1: Data Collection Twelve-hour traffic turning movement counts will be conducted at the intersection. Field observations will be made and existing roadway and accident data will be obtained from the appropriate gov- ernment agency. i PARSONS Ms. Mary Jo Pye September 23, 1994 Page 2 Task 2: Signal Warrant Analyses Review of existing traffic volumes, accident history, and other data will be used to determine whether a traffic signal is warranted using the warrants set forth in the Manual of Uniform Traffic Control Devices. Task 3: Operational Evaluation and Cost Estimate Capacity analyses will be conducted to determine what improvements may be required to correct existing operational deficiencies. An estimate of cost will be made for all recommendations. Task 4: Summary Report A report summarizing the results of the study will be submitted for use by Elk Grove Village. Part 2: Nerge Road at Mallard Crossing Shopping Center Entrance Task 1: Data Collection Twelve-hour traffic turning movement counts will be conducted at the intersection. Field observations will be made and existing roadway and accident data will be obtained from the appropriate government agency. Task 2: Signal Warrant Analyses Review of existing traffic volumes, accident history, and other data will be used to determine if a traffic signal is warranted using the warrants set forth in the Manual of Uniform Traffic Control Devices. Part 3: Meacham Road at Nerge Road Task 1: Data Collection Peak -hour traffic counts will be conducted at the intersection from 7:00 A.M. to 9:00 A.M. and from 4:00 P.M. to 6:00 P.M. Accident data and existing signal timing data will also be obtained. Task 2: Operational Evaluation and Cost Estimate Capacity analyses will be conducted to determine what improvements may be required to correct existing operational deficiencies. An estimate of cost will be made for all recommendations. Task 3: Summary Report A report summarizing the results of the study will be submitted for use by Elk Grove Village. Subconsultants Traffic Data Acquisition, Inc., will be used as a subconsultant to conduct the traffic counts outlined in the scope of services. Project Schedule The following project schedule is planned for this study: • Project Start-up: We will begin work upon receipt of a notice to proceed with the study. • Data Collection (two weeks): Traffic counts and field surveys will be conducted at the intersections. Ms. Mary Jo Pye September 23, 1994 Page 4 • EvWtrancin acrd Recommendations (two weeks): Capacity and signal warrant analyses will be com- pleted and preliminary recommendations presented. After review by City of Elk Grove Village staff, a final report will be completed for each intersection. The overall schedule will require four weeks from receipt of notice to proceed to completion of the final reports. Cost Estimate and Staff Hours Table 1 summarizes the estimate of staff hours and the cost by intersection to complete this project. The cost is based on a cost -plus -fixed -fee contract using the Illinois Department of Transportation (IDOT) approved multiplier, with an upset maximum cost of $3,670. Table 1 COST ESTIMATE AND STAFF HOURS Method of Payment Billings for services rendered will be submitted on a four-week basis and are due and payable upon receipt. Balances on invoices that remain unpaid after 30 days will accrue interest at the rate of 1.5 percent per month. Payments due Barton-Aschman are not contingent upon project approval or project financing and are the responsibility of Elk Grove Village.
