A RESOLUTION ON STATE UNFUNDED MANDATES
WHEREAS, the Illinois General Assembly has approved many unfunded
programs , responsibilities and laws unto local governments ; and
WHEREAS, the numerous responsibilities have placed tremendous fiscal
burdens on local governments; and
WHEREAS, the cumulative burden of programs, responsibilities and laws
have jeopardized the ability of local governments to provide essential
services without increasing property taxes or reducing services; and
WHEREAS, the residents of the State of Illinois voted overwhelmingly to
end unfunded State mandates in a referendum held November 1992 ; and
WHEREAS, the State legislature' s failure to approve HJRCA 14 has
denied Illinois residents an opportunity to express their preference with
respect to the State' s imposition of mandated programs upon local
governments; and
WHEREAS, the State Mandates Board of Review, established to hear
appeals from local governments regarding reimbursements, has been unable to
hear cases because of inconsistencies in the current law and lack of
funding.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage, State of
Illinois as follows:
Section 1 : That this Resolution be conveyed to Governor Jim Edgar,
Senator Peter G. Fitzgerald, Senator James Philip, Representative Terry R.
Parke and Representative Kathleen L. Wojcik.
Section 2: That this Resolution shall be in full force and effect
from and after its passage and approval as provided by law,
