HomeMy WebLinkAboutRESOLUTION - 4-94 - 1/11/1994 - ENHANCED INSPECTION/MAINTENANCE PROGRAMRESOLUTION 4-94 A RESOLUTION ENDORSING THE ENHANCED INSPECTION AND MAINTENANCE PROGRAM WHEREAS, the Chicago metropolitan region is classified as a severe non -attainment area for ozone; and WHEREAS, the Clean Air Act Amendments of 1990 require a 15 percent reduction in volatile organic material, which contributes to emissions, by the year 1996; and WHEREAS, the Illinois Environmental Protection Agency, as the agency charged with developing the emissions reduction plan, has identified Enhanced Inspection and Maintenance as a major component of their 15 percent reduction; and WHEREAS, the Illinois Environmental Protection Agency currently lacks the regulatory authority to enact this program; and WHEREAS, the United State Environmental Protection Agency has stated that the failure to enact this program could result in sanctions jeopardizing up to 700 million federal dollars in transportation funds; and WHEREAS, the loss of such funds would adversely affect the Council of Mayors and the individual communities within the councils. NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois as follows: Section 1: That the Village of Elk Grove Village urges the Illinois General Assembly to provide the appropriate regulatory authority to the Illinois Environmental Protection Agency in order to enact such a program. Section 2: That this Resolution shall be in full force and effect from and after its passage and approval according to law.
