HomeMy WebLinkAboutRESOLUTION - 36-92 - 5/26/1992 - STATE INCOME TAX/CONTINUE SURCHARGERESOLUTION NO. 36-92 A RESOLUTION SUPPORTING CONTINUATION OF THE SURCHARGE TO THE ILLINOIS STATE INCOME TAX (PUBLIC ACT 87-17) WHEREAS, the General Assembly in 1989 approved Senate Bill 169 (Public Act 86-18) enacting a temporary income tax surcharge providing much needed revenues to school districts, counties and municipalities; and WHEREAS, the General Assembly in 1991 approved Senate Bill 1378 (Public Act 87-17) making permanent the local schools share of the surcharge and continuing the income tax surcharge for local governments for two years; and WHEREAS, the counties and municipalities in Illinois received a continued share of 50% in 1991 and 75% in 1992 of the local governmental portion of the income tax surcharge; and WHEREAS, the General Assembly and Governor Edgar agreed to the provisions of Senate Bill 1378 (Public Act 87-17) providing both income tax surcharge and restricting property taxation in the legislation; and WHEREAS, the agreement provided for a commitment to provide local governments with $237 million for the period between July 1, 1992 and June 30, 1993; and WHEREAS, due to Federal and State laws, regulations, and new mandated programs, operating costs of municipalities have increased; and WHEREAS, the vital municipal services of police, fire, sanitation, water, transportation and infrastructure needs of all residents of the community must be provided and maintained; and WHEREAS, municipalities throughout Illinois are economically hard pressed and fiscal restraints have cut programs, reduced services and stretched local budgets; and WHEREAS, while State budget concerns and shortfalls are severe, transferring the economic burden to local governments is not a solution but merely shifts the overall problem; and WHEREAS, the temporary income tax surcharge as adopted will provide Elk Grove Village with $585,000 in FY 1992-93 and $117,000 in FY 1993-94; and WHEREAS, the majority of municipal budgets begin May 1 and the surcharge revenues are appropriated. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois as follows: Section 1: That the Governor and members of the General Assembly are hereby strongly requested to keep the agreement in Public Act 87-17 and that municipalities receive the agreed upon revenue for 1992 and 1993. Section 2: That this Resolution be conveyed to Governor James Edgar, Senator Virginia Macdonald, Senator James Philip, Senator Martin Butler, Representatives David Harris, Kathleen Wojcik and Terry Parke. Section 3: That this Resolution shall be in full force and effect from and after its passage and approval as provided by law. VOTE: AYES: 5 NAYS: 0 ABSENT: 1 PASSED this 26th day of May , 1992.
