HomeMy WebLinkAboutRESOLUTION - 48-92 - 7/14/1992 - PUBLIC FACILITIES TRANSITION PLAN ADARESOLUTION NO. 48-92 A RESOLUTION ADOPTING A PUBLIC FACILITIES TRANSITION PLAN NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois as follows: Section 1: That the Village President and Board of Trustees hereby adopt the document entitled: Village of Elk Grove Village Public Facilities - Transition Plan Americans with Disabilities Act of 1990 a copy of which is attached hereto and made a part hereof as if fully set forth and is ordered to be placed on file in the Office of the Village Clerk. Section 2: That this Resolution shall be in full force and effect from and after its passage and approval according to law. PASSED this 14th day of July 1992. APPROVED this 14th day of July 1992. Smith Village Clerk June 23, 1992 VILLAGE OF ELK GROVE VILLAGE PUBLIC FACILITIES - TRANSITION PLAN AMERICANS WITH DISABILITIES ACT OF 1990 The Americans with Disabilities Act requires public entities employing 50 or more persons to perform a self-evaluation of public facilities. Any architectural or structural barriers identified through the self-evaluation must be corrected and documented through a Transition Plan. In December 1991, Village staff performed the required self-evaluation of Village facilities. Those facilities and the improvements they require have been documented herein. In each case, architectural barriers are identified as being either "Readily Achievable" or "Not Readily Achievable'. The "Readily Achievable" items are to be addressed immediately. Those items that are not readily achievable must be performed before January 26, 1995. The following lists each facility; the improvements required to bring the facility into compliance with the ADA; and the estimated cost to perform that work. Those items that are considered "Not Readily Achievable" will also include a date (month/year) for completing the improvements and bringing the structure into compliance with the Americans with Disablility Act. The Village Official responsible for implementing the Transition Plan shall be the Assistant Village Manager. MUNICIPAL COMPLEX READILY ACHIEVABLE 1. Re -stripe handicapped parking stalls and install one sign indicating a stall is "Van Accessible". Cost - $50 2. Install stainless steel disposable cup dispenser and cups at police lobby public drinking fountain; Cost - $50 3. Install hearing amplified handsets on all three public pay telephones (upper atrium; lower atrium; and police lobby); Cost - $150 installation charge ($50 per phone) and maintenance charge of $0.70 per phone per month. 4. Install required post and signage at each public pay telephone; Cost - $300 5. Post signs with braille at the entrance of each public meeting room and public rest room as follows: Location Cost Council Chambers $100 Trustees Conference Room $ 16 Meeting Rooms A,B,&C $150 Rest Rooms (8) $128 NOT READILY ACHIEVABLE 1. Additional signage as may be required will be budgeted and installed during the 1993-94 Fiscal Year. Install visual fire alarm signal appliances as part of the fire alarm system; Cost - $3,000 Achieve by 5/93. 4. Replace door knobs at rear exit and stairwell doors with levers; Cost - $400 Achieve by 5/93. 5. Repair/Install automatic door opener; Cost - $750 Achieve by 5193. FIRE STATION #7 (BIESTERFIELD) READILY ACHIEVABLE 1. Provide one handicapped, van accessible parking space with sign; Cost - $50 2. Install stainless steel disposable cup dispenser at drinking fountain; Cost - $50 NOT READILY ACHIEVABLE 1. Lower emergency phone and access button to no higher than 48 inches Cost - $100 Achieve by 5/93 2. Install clear path ramp to access station at front lobby. Cost - $500 Achieve by 5/94 FIRE STATION #8 (LANDMEIER) READILY ACHIEVABLE None NOT READILY ACHIEVABLE 1. Lower outside emergency phone and access button to no higher than 48 inches. Cost - $100 Achieve by 5/93 FIRE STATION #9 (GREENLEAF) READILY ACHIEVABLE I. Provide appropriate van accessible handicapped signage for parking stall; Cost - $50 2. Provide clear path without steps (ramp) to access front lobby entrance; Cost - $3,000 Achieve by 1/95 PUBLIC STREET INTERSECTIONS (Curb Ramps) READILY ACHIEVABLE Not Applicable NOT READILY ACHIEVABLE 1. The ADA requires public curbs to be ramped at cross walk intersections. It shall be the Village's policy to ramp curbs as follows: Following current Village policy, if either the sidewalk or curb at a street intersection is deteriorated or removed due to excavation, the associated curb and sidewalk will be replaced with a disabled accessible curb ramp in compliance with Federal and State laws. in areas of high pedestrian traffic with potential usage by the disabled (governmental buildings, transportation facilities, hospitals, medical centers, senior centers, shopping centers, schools, and the like), curb ramps will be installed following a study by the Department of Public works. The improvements will be installed by January 26, 1995 Other areas not covered by the aforementioned will be improved (ramped) upon input from the disabled into this transition plan identifying areas where ramping is necessary. After that, improvements will be undertaken upon specific written request identifying the location to provide a reasonable public accommodation, if no other reasonable accommodation exists. Said improvements will be added to the Village's annual list of street and curb repairs and will be undertaken at the same time as all other curb repairs.
