A RESOLUTION AUTHORIZING RELEASE/REIENTION OF EXECUTIVE
SESSION MINUTES OF THE VILLAGE OF ELK GROVE VILLAGE
WHEREAS, the President and Board of Trustees of the Village of Elk
Grove Village have met from time to time in executive session for purposes
authorized by the Illinois Open Meetings Act; and
WHEREAS, as required by the Act, the Village has kept written minutes
of all such executive sessions; and
WHEREAS, pursuant to the requirements of Public Act 85-1355, the
President and Board of Trustees have met in closed session to review all
closed session minutes; and
WHEREAS, they have determined that a need for confidentiality still
exists as to the executive session minutes for certain meetings and that
they should not be released at this time; and
WHEREAS, they have further determined that the minutes of the meetings
listed on the attachment hereto no longer require confidential treatment
and should be made available for public inspection.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage, State of
Illinois, as follows:
Section 1. That the Executive Session Minutes from those meetings
set forth on the attachment hereto are hereby released.
Section 2. That the Village Clerk is hereby authorized and directed
to make said minutes available for inspection and copying in accordance
with the standing procedures of the Clerk ' s office.
Section 3. That this Resolution shall be in full force and effect
from and after its passage and approval according to law.

LAND ACQUISITION
Members discussed the Busse Farm location for the proposed
new fire house and training facility. The owner has been contacted
to discuss both location and square foot price at the 3-acre site.

Pursuant to a duly made and approved motion and a majority vote at a
regularly scheduled meeting of the Village President and Board of Trustees
on November 13, 1990 this Executive Session was called to consider a
litigation matter.

The Village Manager brought the Board up-to-date on the
Kugelman vs. Melind et al lawsuit. The Village Attorney noted
that $23,000 has been expended by the village on the case. The
Village is responsible for the first $40,000 in expenses and the
insurance company is responsible for any additional expenses. The
Village Attorney noted that it may be less costly to settle now than
to continue defending against the litigation.
The consensus of the committee was to authorize legal
counsel to make a settlement offer of $5,000.

The Village Manager advised the Village Board that
a newspaper article on an employee appeared in a local paper
regarding the missing, flood damaged evidence from several
years ago.
There are no comments from the village since the case
has not yet been resolved.

Clerk retired. The position is presently part-time;
however, the Village Manager is performing a study
to determine if the position should be full-time or part-time.
The consensus of the Committee was for the Village
Manager to have the report prepared for discussion at
the September 10 Committee meeting.

that an officer from the Department be permitted to participate in
the Metropolitan Enforcement Group.

PERSONNEL
The Village Manager noted that George C. Coney, Director
of Finance and Village Treasurer, will be retiring as of December
27, 1991.
The Village Manager selected Hilda H. Ingebrigtsen,
Assistant Director of Finance, as the new Director of Finance.
In addition, the Village Manager recommended that the Village
Board appoint Ingebrigtsen as Village Treasurer.

The Village Manager announced that he would retire
on his 25th anniversary, August 1, 1992, and, during the
interim, transfer his duties and responsibilities to the
Assistant Village Manager.
Members of the Board expressed appreciation for the
long lead time for the transition and wished the Manager a
long and satisfying retirement.
The Assistant Village Manager and Administrative
Assistant were excused from the meeting at 9:40 p.m, to discuss
how to fill the forthcoming vacancy.
The meeting was adjourned at 10:30 p.m.

The consensus of the Committee was to announce that
Assistant Village Manager, Gary E. Parrin, will succeed
Charles A. Willis as Village Manager, effective August 1, 1992.
At that time, the Assistant Village Manager's salary will be
increased to a yet undetermined level.
In addition, the Board will consider granting the
Assistant village Manager additional salary compensation for
increased responsibilities undertaken between January 1, 1992
and August 1, 1992.

an EEOC claim filed by a minority candidate who failed the
Police Officer examination.
The Consensus of the Committee was to authorize the
Village Attorney to work with special counsel to address
the complaint with the EEOC.

Personnel
The Chairperson of the Personnel Committee reported that the
Committee has examined Village overtime practices and
recommends that Holiday and Vacation time be included in
overtime hours for all non-sworn personnel, effective May 1,
1992. No announcement is to be made prior to May 1.
The Consensus of the Village Board was to adopt the
Personnel Committee's recommendation, as proposed. Sick Leave
time will not be included in overtime hours.

REVISED
LITIGATION
The Village Board discussed a letter received
from an attorney representing Circle Bay Homeowners
impacted by proposed drainage improvements . The
Village Board discussed the possibility or necessity
of filing Declaratory Judgment action to enable the
Village to proceed with the designated improvements.
Upon the advice of the Village Attorney, the
litigation would be unnecessary at this point.
The consensus of the Board was for Staff to
write the residents ' attorney, explaining the history
of the project, that the residents ' structures in
the easements violate Village ordinances, and that
. the Village would perform the work after June 1 ,
as planned. A copy of the letter is to go to each
homeowner impacted by the planned improvements .
