HomeMy WebLinkAboutRESOLUTION - 8-91 - 2/26/1991 - IL STATE INCOME TAX SURCHARGE RESOLUTION NO. 8-91 A RESOLUTION SUPPORTING CONTINUATION OF THE TWENTY (20) PERCENT TEMPORARY SURCHARGE TO THE ILLINOIS STATE INCOME TAX WHEREAS, the Illinois State Legislature adopted in July, 1989, a twenty (20) percent temporary surcharge to the State Income Tax, the proceeds of which were to be shared equally between local governments and school districts; and WHEREAS, it was the intent of the State Legislature that the additional revenues received by local governments and school districts would enable them to reduce local property tax levies; and WHEREAS, many local governments and school districts throughout the state did reduce or restrict their local property tax levies accordingly; and WHEREAS, the temporary State Income Tax Surcharge is scheduled to expire July 1, 1991; and WHEREAS, unless the State Income Tax Surcharge is made permanent, many local governments and school districts will be faced with the prospects of either substantially raising local property taxes to make up for the lost surcharge tax revenue or reducing public and educational services; and WHEREAS, it is our belief that the public would prefer continuation of the Income Tax Surcharge over increased local property taxes to support needed public and educational services. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois as follows: Section 1: That the Governor and State Legislature of the State of Illinois is hereby urged to permanently adopt the increase to the State Income Tax previously approved as a temporary surcharge in June, 1989, and that the proceeds continue to be shared equally by local governments and school districts throughout the state. Section 2: That this Resolution be conveyed to Governor James Edgar, Senator Virginia MacDonald, Senator James Philip, Representative David Harris and Representative Kathleen Wojcik. Section 3: That this Resolution shall be in full force and effect from and after its passage and approval as provided by law. VOTE: AYES: 4 NAYS: 0 ABSENT: 2 PASSED this 26th day of February 1991.
