Johnson, Trustees Joseph D. Bush, Jeffrey C. Franke, Kathryn A. Jarosch, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt ABSENT: A Quorum was present. Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker, and Deputy Village Clerk Caroline Gabiga 2. PLEDGE OF ALLEGIANCE / INVOCATION – Pastor Jintaek Chung, Trinity Gospel Church 3. APPROVAL OF MINUTES OF SEPTEMBER 26, 2023 - Motion to approve the Minutes of the Regular Village Board Meeting held on September 26, 2023 as submitted and dispense with the reading. Moved by Trustee Prochno Seconded by Trustee Jarosch AYES: Trustees Franke, Jarosch, Miller, Prochno, Schmidt, Bush NAYS: None ABSENT: None 4. MAYOR & BOARD OF TRUSTEES' REPORT Mayor Johnson – Last year our construction value at this point was $153 million and we collected $1.9 million in fees. During the same time period, we collected $428 million in construction value, and we collected $4.8 million in fees. The Business Park is humming with businesses trying to reinvest into the community. Yesterday, we filed a lawsuit against the FAA. The Fly Quiet Program we submitted to try to distribute the airplane noise all the way around the airport was not considered. Plan H is the fairest distribution for everyone, and they chose Plan B. The Village is buying the Presbyterian Church at the corner of Elk Grove Boulevard and Tonne Road. This item is on the agenda this evening. Our vision for that property is to make it residential housing. There will be a Town Hall meeting next Tuesday, October 17 at 6:30 p.m. Residents can come to the meeting and ask any questions they would like about the Village. The Makers Wanted Nascar race is back in Chicago for 2024. We have been in discussion with District 59, and yesterday it was voted 7-0 to have an SRO at Grove Junior High by October 30. We will also have an SRO at Mead Junior High. The red/green Halloween signs are in the newsletter for trick or treating. Red means do not stop and green means stop here for candy. Every year for the parade we have a conflict with the high school bands and we just found out in 2024 both Conant and Elk Grove High School bands will be in the Parade. Parade Awards: Best Use of Theme – Girl Scouts #47445 Most Original – Elk Grove Village Public Library Best Spirit – BSI Chicago Dance Company Trustee Prochno – The Farmers Market continues in the Village parking lot through the end of October on Saturday’s from 8:00 a.m. to 1:00 p.m. There are a variety of vendors. The Winter Market will begin at Christus Victor Church in November. I also visited the Fire Department open house on Saturday after the Farmers Market and it was a Page 2 of 4 great event for the family. Today, I attended the Tekka Sushi Ribbon Cutting that moved into the former Peapod location. Trustee Schmidt – Some visitors from Termini Imerese are visiting this week and stopped in to see the Mayor at Village Hall. They had many activities planned and are heading back to Italy in the next day or two. We are also planning for the Sister Cities exchange students to come visit in November. Trustee Jarosch – I also attended the Tekka Sushi Ribbon Cutting. If you think that you are not a fan of sushi, try it anyway. It was delicious. Christus Victor is still looking for volunteers for their PADS group on Sunday evening into Monday morning. The first night is November 5. They will also be open on Christmas Eve and New Years Eve. If you want to collect toiletries you can assist that way too. Trustee Bush – On October 13, Elk Grove High School plays against Rolling Meadows in football and both schools participate in the Cereal Bowl contest with Elk Grove Township. If you want to contribute you can attend the Elk Grove High School football game or drop a box of cereal off in the foyer of the school for Joe Bush. On October 28, the CCC will be outside Jewel for “Make a Difference Day” handing out flyers and asking shoppers if they would consider shopping for an item for the food pantry at Ek Grove Township. Then finally there will be a Veterans Day ceremony at the High School on November 9. Trustee Miller – Tomorrow is your last day to submit an entry for the Halloween decorating contest. There are many Halloween activities throughout the community at the library, park district and many churches. Trustee Franke – The Fire Hydrants have colored bands to signify the flow rate for the Fire Department. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the September 30, 2023 Accounts Payable Warrant in the amount of $5,511,579.49. Moved by Trustee Prochno Seconded by Trustee Miller AYES: Trustees Jarosch, Miller, Prochno, Schmidt, Franke, Bush NAYS: None ABSENT: None Motion to authorize payment of invoices as shown on the October 10, 2023 Accounts Payable Warrant in the amount of $376,649.42. Authorization of requests from the Elk Grove Park District, 499 Biesterfield Road, to waive permit fees for the following projects in the amount of $1,479: • Sealcoating and restriping the parking lot at Rainbow Falls, 200 Reverend Morrison Boulevard, in the amount of $159; • Sealcoating and restriping the parking lot at Lions Park, 180 Lions Drive, in the amount of $186; • Sealcoating and restriping the parking lot at the Elk Grove Park District Pavilion, 1000 Wellington Avenue, in the amount of $364; and • Installing new drainage at Windemere Park, 1780 Longboat Drive, in the amount of $770. b. Authorization of a request to award a sole source contract for the purchase of Portable Wheel Load Weighers in the amount of $31,385. c. Authorization to award a professional services contract to McFarlane Douglass & Companies of Burr Ridge, IL for the design and installation of Holiday Lighting and Decoration Services at Village Gateway Signs and Fountains contract in the amount of $43,755.25 from the General Fund. d. Authorization to adopt Resolution No. 50-23 entitled, “A RESOLUTION TO APPROVE AN INTERGOVERNMENTAL AGREEMENT WITH SCHOOL DISTRICT 54 TO Page 3 of 4 PROVIDE A SCHOOL RESOURCE OFFICER TO MEAD JUNIOR HIGH SCHOOL.” e. Authorization to approve Resolution No. 51-23 entitled, “A RESOLUTION AUTHORIZING THE PORT TAX INCREMENT AMONG AND BETWEEN CERTAIN CONTIGUOUS REDEVELOPMENT PROJECT AREAS.” f. Authorization to concur with prior authorization to award a professional service contract to Greenberg Traurig LLP of Denver, CO for legal services related to the proposed overnight Runway Rotation Program for O'Hare Airport in an amount not to exceed $500,000. g. Authorization to adopt Resolution No. 52-23 entitled, “A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE A PURCHASE AND SALE AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE AND THE CHURCH EXTENSION BOARD OF THE PRESBYTERY OF CHICAGO (600 E. PLAN COMMISSION – Village Manager Roan a. Consideration of petitions for annexation with designated zoning of I-2 Generalized Industrial, subdivision, special use and zoning variations submitted by TA Realty. (PH 9-25- 23) On September 25, 2023, the Plan Commission met to hear PC Docket 23-8 to consider the petition for Annexation with designated zoning of I-2 Generalized Industrial, a subdivision, special use and zoning variations for approximately 41-acre industrial area located east of Elmhurst Road near Coyle Avenue and Old Higgins Road. It was the consensus of the Plan Commission by an 8-0 vote to recommend approval. Motion to direct the Village Attorney to prepare the necessary documents for TA Realty. Consideration of a petition submitted by Riverpoint Property Trust, LLC for Rezoning from I-2 to I-1 for property located at 751 Pratt Boulevard. (A Public Hearing date to be determined.) c. Consideration of a petition for a Special Use Permit to operate an indoor recreational facility for the purpose of operating a martial arts studio in a portion of the building at 1651 Lively Boulevard in the I-2 Industrial District. (Public Hearing date to be determined.) d. Consideration of a request to hold a Public Hearing before the Plan Commission to consider a Petition for Rezoning, Special Use Permit for Planned Development, and Resubdivision to redevelop the site property located at the corner of Arlington Heights Road and Higgins Road in the B-1 and B-3 District into a mixed-use development consisting of residential and commercial properties (Public Hearing has not yet been determined). 9. ZONING BOARD OF APPEALS – Village Manager Roan – No Report 10. RECYCLING & WASTE COMMITTEE – Trustee Franke – On November 1, the Recycling and Waste pickup from Groot will raise their fee for Townhomes $.60 and the single family homeowners $.59. Many have inquired about Waste Management prices and Groot is still lower than Waste Management. The Leaf collection program has started and will continue until December 1. Please check the newsletter for a schedule when your leaf pick up date is. a. Sustainability Plan 11. JUDICIARY, PLANNING AND ZONING COMMITTEE – Trustee Prochno – No Report 12. CAPITAL IMPROVEMENTS COMMITTEE – Trustee Schmidt – They are working on the last phase of construction that should be completed in approximately 2 weeks. Page 4 of 4 13. INFORMATION COMMITTEE – Trustee Miller – On Friday, October 20, the Elk Grove Township is sponsoring a Senior Fair from 10 a.m. to 2 p.m. On October 26, there will be a Neighborhood Watch meeting at 7 p.m. October 28 is the National Prescription Drug take back day. 16. BUSINESS LEADERS FORUMS – Trustee Schmidt – No Report 17. HEALTH & COMMUNITY SERVICES – Trustee Prochno – The last Community Blood Drive for this year is Saturday, November 11 from 8:00 a.m. to 1:00 p.m. 18. PERSONNEL COMMITTEE – Trustee Schmidt – No Report 19. AIRPORT UPDATE – Mayor Johnson – Discussed earlier. 20. PARADE COMMITTEE – Mayor Johnson – Discussed earlier. 21.
